About this file

This is a Questions and Answers document for the EBHD Lift Station Pumping Services solicitation (140R4026Q0045) issued by the Department of the Interior Bureau of Reclamation. The document clarifies key requirements and pricing terms for lift station pumping services needed to support the Elephant Butte Utility Upgrade project while a permanent lift station pump installation is pending. The Government clarified that emergency or as-needed dispatch responses are required within one calendar day and may occur outside normal business hours (Monday-Friday, 7am-4pm). Routine wastewater pumping is required twice per week with no designated days; contractors are encouraged to propose fixed schedules that maintain sewage levels below the inlet pipe while considering weekend visitor patterns for optimal value.

Regarding pricing, the Government clarified that contractors may submit proposals using either unit pricing per gallon or per 1,000 gallons, provided the chosen unit is clearly indicated and applied consistently throughout the proposal. All pricing must be all-inclusive, covering mobilization, travel, labor, fuel, equipment, permits, pumping, disposal fees, cleanup, and disinfection. The Government will pay only for actual volume pumped, prorated if necessary rather than in full 1,000-gallon increments. This is a new requirement with no incumbent contractor; the estimated volume is 2,352 gallons based on historical usage during the interim period. Contract line items (CLINs) include both routine pumping services (CLIN 020/040 for as-needed/emergency services) and are priced on a unit basis rather than through federal contract vehicles such as FSS, GWAC, or IDIQ agreements.

Questions and Answers for EBHD Lift Station Pumping Services 3-31-2026

1. Emergency/As-Needed Response Time:

PWS Section 3 notes that "Emergency or as-needed pumping may be required outside these hours". To accurately price the standby capabilities and labor routing required for emergency dispatch, what is the Government's required maximum response time (e.g., 2 hours, 4 hours, 24 hours) from the moment the Contracting Officer's Representative (COR) issues an emergency service request?

Based on the information provided in the PWS “Emergency or as-needed pumping may be required outside these hours” would be dependent on the situation but in most cases a dispatch within one calendar day would be an acceptable response time. Dispatches in an emergency or as-needed could occur outside of the normal business hours Monday-Friday, 7am to 4pm.

1. Pricing Metric Discrepancy (CLIN 020 & 040):

PWS Section 11 states that pricing "shall be submitted as a unit price per 1,000 gallons". However, the schedule for CLIN 020 and CLIN 040 (As Needed/Emergency Services) lists the pumping frequency as "As Needed per Gallon". Can the Government clarify if the pricing for CLINs 020 and 040 should be quoted as a price per single gallon or per 1,000 gallons?

Due to the discrepancy in the Price Schedule Line-Item Description, the contractor may submit a price proposal in their preferred unit. The unit used should be indicated on the price schedule (e.g. $XX/gallon or $XX/1000 gallons). The units should be consistent throughout the proposal. The pricing shall be all-inclusive, covering mobilization, travel, labor, fuel, equipment, permits, pumping, disposal fees, cleanup, and disinfection for each line item.

1. Routine Pumping Schedule:

PWS Section 5 requires mandatory wastewater pumping "twice per week". Does the Government have designated days for these routine services (e.g., Tuesday and Friday), or is the Contractor permitted to propose a fixed twice-weekly schedule that best optimizes routing, provided the sewage level remains below the inlet pipe?

There currently are no designated days for the routine services. The contractor is encouraged to propose a fixed twice weekly schedule that maintains the sewage level below the inlet and offers the government the best value. The contractor should keep in mind that the weekend tends to have more visitors and the scheduled routine services could be dependent on that factor.

1. Incumbent Information:

Could the Government please advise if there is an incumbent contractor currently performing these interim pumping services? If so, could you please provide the incumbent contractor's name, current contract number, and the historical contract value? If this is a new requirement, please confirm.

There is not a current contract in place for these services. This service became necessary during the Elephant Butte Utility Upgrade Contract when it was discovered that the new lift station pump could not be installed. The construction contractor began utilizing pumping services to maintain the waste system, but their contract is near completion.

1. The price schedule is based on unit pricing per 1,000 gallons, but the estimated volume is 2,352 gallons. Should pricing be calculated only in full 1,000-gallon units, or prorated for the actual volume?

The pricing should reflect actual volume. The government will only pay for the actual total volume pumped.
