Performance Work Statement (PWS) For
Auxiliary Roman Catholic Priest
Objective. Acquire Auxiliary Catholic Priest to provide religious and spiritual leadership to meet the needs of Catholic military personnel, their family members, and other authorized personnel assigned to Davis-Monthan Air Force Base (DMAFB).
1. Description of Services. The contractor shall, under the direction of the Wing Chaplain or designated representative, oversee all Catholic Community exercise of religion as defined by the Archdiocese for Military Services. In this capacity he will work collegially with the Catholic (Parish and/or Religious Education) Coordinator to plan, organize, and direct the activities of the DMAFB Chapel Catholic community. The contractor shall ensure that the Catholic program complies with legal and regulatory requirements and meets customer needs.
2. Scope of Responsibilities
2.1. The contractor shall:
2.1.1. Comply with all pertinent Air Force Instructions (AFIs) and Air Combat Command supplements, in accordance with local guidance, pertaining to the 355 Wing Chapel and the Air Force Chaplain Corps. The chapel staff will provide the publications to the contractor.
2.1.2. Maintain professional standards of conduct and public decorum including, but not limited to, dress and appearance – appropriate religious garments.
2.1.3. Maintain ability to work and travel independently. Provide own transportation and make proper arrangements for base access.
2.1.4. Be responsible for the use of the facility; ensuring the facility is cleaned and secured after each use or event.
2.1.5. Effectively work in a pluralistic religious environment with people from all denominations, faith traditions, and beliefs.
2.1.6. Maintain professional interpersonal relationships with chapel employees, contractors, customers, parishioners, and senior leadership, emphasizing customer service at all times.
3. Education, Qualifications, and Experience. The Auxiliary Priest:
3.1. Must have a baccalaureate degree with at least 120 semester hours (180 quarter hours) from a qualifying educational institution, in accordance with Department of Defense Instruction (DoDI) 1304.28, Section 3, Requirements for Chaplaincy. A qualifying education institution is:

3.1.1. An accredited college, university, or school of theology listed in the:
3.1.1.1. Database of Accredited Postsecondary Institutions and Programs.
3.1.1.2. U.S. Department of Education’s Database of Accredited Programs and Institutions and its relevant supplements.
3.2. Must also possess a post-baccalaureate graduate degree in the field of theological or related studies from a qualifying education institution. A qualifying graduate degree must require at least 72 semester hours (108 quarter hours) of graduate-level work.
3.3. Related studies may include graduate courses at qualifying education institution in pastoral counseling, social work, religious administration, and similar disciplines when half of the earned graduate credits include topics in general religion, world religions, the practice of religion, theology, religious philosophy, religious ethics, or the foundational writings of the applicant’s religious tradition.
3.4. Must be a duly ordained Roman Catholic Priest in good standing with the Catholic Church as attested by a letter of recommendation from his Diocesan Bishop or Religious Superior.
3.5. Must be knowledgeable of providing pastoral care in a diverse and pluralistic military religious environment.
3.6. Provide a valid DD Form 2088, Statement of Ecclesiastical Endorsement, from Archdiocese for the Military Services (AMS), United States of America in his proposal.

4. Part Time Duties and Responsibilities. The Auxiliary Priest shall:
4.1. Perform religious ceremonies at DMAFB, in accordance with the contract.
4.2. Fulfill duties for 2 days per week on Thursday and Friday, celebrate weekend Mass on Saturday (with Confession) and Sunday once a Month, celebrate sacraments, weekend and weekday Masses as needed, Holy Days of Obligation, funerals, memorials and holiday services as needed, unless otherwise directed by Contract Officer or designee.
4.3. Perform 7 hours per week, the actual schedule will be confirmed, upon contract award, with the Contracting Officer. Schedule changes must be approved by Contracting Officer or designee. Chapel Staff and parishioners shall be notified of new hours of operations by the contract priest.
4.4. Work closely with the active duty Catholic Priest and Contracting Officer and provide coordination for the support needs of the Catholic program including sacraments, Catholic Mass, funerals, and memorial services.

4.5. Ensure all Catholic weddings, baptisms, and other spiritual activities and events occurring in Chaplain Corps facilities are submitted in accordance with local policies.
4.6. Prepare memoranda and professional correspondence pertinent to Catholic community requirements and issues. Furnish certificates, documents, and other materials to the Archdiocese for the Military Services, United State of America, Military Installation Catholic community, and/or Civilian Catholic parish.
4.7. Work closely with the active duty Catholic priest and the Catholic Community Pastoral Advisory Council (CPAC) to maintain effective communication between the various Catholic groups and the pastoral coordinator.
4.8. Attend CPAC meetings in Desert Dove Chapel Fellowship room in the absence of the active duty priest.
4.9. Assist the Catholic Community Pastoral Advisory Council in the creation, oversight, and execution of the annual Catholic budget.
4.10. Coordinate and ensure all purchase request and necessary paperwork for Catholic community programs are properly completed and submitted in accordance with Department of the Air Force Instruction (DAFI) 52-105, Chaplain Corps Resourcing, and local policies.
4.11. Ensure advance notice is given for upcoming designated offerings in accordance with DAFI 52-105, and the base Chapel Tithes and Offering Fund (CTOF) Operating Instruction (OI), if applicable.
4.12. Coordinate with the active duty priest, Catholic religious education coordinator, and pastoral coordinator to plan the annual endorser/bishop’s pastoral visit and reception.
4.13. Coordinate with the active duty priest and/or Catholic community coordinator to ensure seasonal liturgical items, such as ashes, Palms, Paschal candle, etc., are procured in a timely manner.
4.14. Coordinate with the active duty priest and/or Catholic community coordinator to build, maintain, and update Catholic community calendar that accurately displays all Catholic community events.
4.15. As needed, the contractor shall provide a list of substitute (sub-auxiliary priest) coordinators.
4.15.1. Names of sub-auxiliary priest(s) and credentials shall be provided no later than 30 calendar days prior to the sub-auxiliary priest fulfilling the contract.

4.15.2. Sub-Auxiliary Priest(s) must meet or exceed the same education, qualification and experience requirements, including background checks, listed in this PWS as well as comply with all required regulations.
4.16. The Contracting Officer or designee shall approve or refuse the services of a sub-auxiliary priest based on qualifications. The contract priest shall not employ/sub-contract any person to perform any work required by this PWS without prior approval.
4.17. The Contracting Officer or designee must be notified at least 14 days before any leave of absence that would prevent the contract priest from performing the services. Absences due to illness or emergency will be dealt with on a case-by-case basis.
4.18. Transition Period. In the event a follow-on contract is awarded to other than the incumbent contract priest, the incumbent shall cooperate while working under this contract to the extent required to permit an orderly transition. The contract priest will make documents and records pertaining to the required duties available to the Contracting Officer. The incumbent contract priest shall be required to explain the duties to the chaplain, chaplain’s representative, volunteer, and/or to the new contract priest.
5. Full Time Duties and Responsibilities. The contract priest shall be prepared to perform full-time Catholic Priest duties during the absence (Permanent Change of Station (PCS) or deployment) of an active duty Catholic Priest. During the absence of the active duty Catholic Priest, the contract priest shall:
5.1. Perform Catholic religious ceremonies at DMAFB, in accordance with the contract.
5.2. Fulfill duties for 5 days per week and on Saturday and Sunday, celebrate sacraments, weekend and weekday Masses as needed, Holy Days of Obligation, funerals, memorials and holiday services as needed, unless otherwise directed by Contract Officer or designee.
5.3. Perform 40 hours per week, the actual schedule will be confirmed, upon contract award, with the Contracting Officer. Schedule changes must be approved by Contracting Officer or designee. Chapel Staff and parishioners shall be notified of new hours of operations by the contract priest.
5.4. Senior Installation/Wing Chaplain are responsible for all Government real and personal property under their control. Chapel staff must effectively manage materiel resources under their control (See AFI 23-111, Management of Government Property in Possession of the Air Force).
5.5. Work closely with the active duty Catholic Priest and Contracting Officer and provide coordination for the support needs of the Catholic program including sacraments, Catholic Mass, funerals, and memorial services. If the active duty Catholic Priest is deployed or PCS, the contractor will work with the Deputy Wing Chaplain and Superintendent on all Catholic

5.6. Ensure all Catholic weddings, baptisms, and other spiritual activities and events occurring in Chaplain Corps facilities are submitted in accordance with local policies.
5.7. Coordinate publicity of Catholic Community programs with the active duty Catholic priest and pastoral coordinator. The contract priest shall utilize as much as possible, cost free advertising. With the approval of the active duty Catholic priest and/or the Wing chaplain, their designee or the Accounting Manager, contract priest may utilize a line of accounting to pay fees to advertise events where no/low-cost advertising is impractical, inefficient or unavailable.
5.8. Complete requested letters for various sacramental needs, such as sponsorship letters, marriage records, baptismal records, Confirmation records, First Communion records, and notification letters to civilian churches.
5.9. Provide copies of all filed paperwork to individuals who received the sacrament, as well as an explanation of how to receive an official certificate from The Archdiocese for Military Services (AMS).
5.10. Schedule or review all ministry schedules (Lectors, Extraordinary Eucharistic Ministers, Altar Servers, Ushers, and all lay ministries) and settle any conflicts that arise.
5.11. Maintain a current roster of the AMS certified Extraordinary Ministers of Holy Communion or Eucharist. Ensure the records are updated with the AMS.
5.12. Maintain and assemble statistical data on sacraments administered, Mass attendance and sacramental information for the AMS quarterly report. Provide the information to the active duty Catholic priest or his designee for approval, and submit to the AMS in a timely manner.
5.13. Prepare memoranda and professional correspondence pertinent to Catholic community requirements and issues. Furnish certificates, documents, and other materials to the AMS, United State of America, Military Installation Catholic community, and/or Civilian Catholic parish.
5.14. Work closely with the active duty Catholic priest and the CPAC to maintain effective communication between the various Catholic groups and the pastoral coordinator.
5.15. Attend CPAC meetings in Desert Dove Chapel Fellowship room in the absence of the active duty priest.
5.16. Assist the CPAC in the creation, oversight, and execution of the annual Catholic budget.
5.17. Advise the Catholic pastoral coordinator of status/availability of funds prior to purchase

5.18. Coordinate and ensure all purchase request and necessary paperwork for Catholic community programs are properly completed and submitted in accordance with DAFI 52-105 and local policies.
5.19. Ensure advance notice is given for upcoming designated offerings in accordance with DAFI 52-105 and the base CTOF Operating Instruction (OI), if applicable.
5.20. Create multimedia products that display current information as needed.
5.21. Coordinate with the active duty priest, Catholic religious education coordinator, and pastoral coordinator to plan the annual endorser/bishop’s pastoral visit and reception. If the active duty Catholic Priest is deployed or PCS, the contractor will work with the Deputy Wing Chaplain and Superintendent on all Catholic religious services.
5.22. Coordinate with pastoral coordinator to provide the weekly announcements and the Prayers of the Faithful to be used at weekend Mass and Holy Days of Obligation Mass.
5.23. Submit purchase requests to the CTOF Account Manager and or/ Superintendent, Religious Affairs for program supplies and materials, as needed, coordinating the requirements with the active duty Catholic priest and/or pastoral coordinator.
5.24. Coordinate with the active duty priest and/or pastoral coordinator to ensure seasonal liturgical items, such as ashes, Palms, Paschal candle, etc., are procured in a timely manner. If the active duty Catholic Priest is deployed or PCS, the contractor will work with the Deputy Wing Chaplain and Superintendent on all Catholic religious services.
5.25. Coordinate with the active duty priest and/or pastoral coordinator to build, maintain, and update Catholic community calendar that accurately displays all Catholic community events. If the active duty Catholic Priest is deployed or PCS, the contractor will work with the Deputy Wing Chaplain and Superintendent on all Catholic religious services.
5.26. Keep all Catholic literature displays updated, organized, and clean. Literature should be ordered from appropriate sources approved by the Wing chaplain with documentation of approval attached with order request. Free orders of literature must also be approved by the Wing Chaplain prior to display.
5.27. Update the Catholic bulletin board (or electronic equivalent) on a regular basis to keep information current, and change themes as requested by chapel leadership.
5.28. Coordinate with the active duty priest and/or pastoral coordinator to request items needed for special services (e.g., Mother's Day, Father's Day, Volunteer Appreciation, and other appreciation gifts). Complete all required paperwork and follow DMAFB policies and procedures for resources. If the active duty Catholic Priest is deployed or PCS, the contractor will work with
11 Jun 21 Page | 7 the Deputy Wing Chaplain and Superintendent on all Catholic religious services.
5.29. Coordinate Catholic community Fellowship events with Fellowship Team Volunteers and provide administrative support to volunteers ensuring that expenses stay within budget.
5.30. As needed, provide a list of substitute sub-auxiliary priest.
5.31. Names of sub-auxiliary priest(s) and credentials shall be provided no later than 30 calendar days prior to the sub-auxiliary priest fulfilling the contract. Sub-Auxiliary Priest(s) must meet or exceed the same education, qualification and experience requirements, including background checks, listed in this PWS as well as comply with all required regulations.
5.32. The Wing Chaplain and/or active duty priest shall approve or refuse the services of a sub-auxiliary priest based on qualifications. The contract priest shall not employ/sub-contract any person to perform any work required by this PWS without prior approval of the Wing Chaplain and/or active duty priest.
5.33. The Contracting Officer or designee must be notified at least 14 days before any leave of absence that would prevent the contract priest from performing the services. Absences due to illness or emergency will be dealt with on a case-by-case basis.

6. Criminal History Background Check.
6.1. The contractor shall submit a completed background check application (as required by DoDI 1402.05 Criminal History Background Checks on Individuals in Child Care Services) to the Chaplain Corps background check program manager within 20 days of contract award. The background check will include a National Agency Check with Inquiries (NACI) and an Installation records Check (IRC) within 30 days of contract award, in accordance with DoDI 1402.05. The IRC includes a law enforcement check, drug and alcohol record check, and a check of the Family Advocacy Program (FAP) for a minimum of two years before date of application. The contract priest is also required to complete an FBI advanced fingerprint check prior to employment under Line of Site Supervision (LOSS) in accordance with DoDI 1402.05. Conspicuous Identification of Individuals Subject to LOSS. Individuals permitted to perform duties solely under LOSS must be conspicuously marked by means of distinctive clothing, badges, wristbands, or other visible and apparent markings. The purpose of such markings must be communicated to staff, customers, parents, and guardians by conspicuous posting or printed information.

6.2. The Government shall reserve the right to terminate the contract if the required background check is not completed within 60 days of contract award or if the background check reveal disqualifying information as determined by the Wing Chaplain.
6.3. Provisional background check guidance: While the contractor is waiting for background check determination and has started performing duties, he will not be left alone around under the age of 18 years when parents or guardians are not present.
6.4. The contractor must work with the chapel background check program manager to ensure all adults working with children under the age of 18, while fulfilling the responsibilities of this contract, have successfully completed a NACI and an IRC within 30 days of hire, in accordance with DoDI 1402.5 and wear the proper identification. The contractor shall also ensure that each volunteer remains under Line of Sight Supervision (LOSS) until such a time as the volunteer receives a ‘favorable’ background check as notified by the background check monitor.
6.5. The contractor has the right to obtain a copy of the results of the background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report.
7. Volunteer Management
7.1. Track volunteers and number of hours of those who serve, e.g., ushers, greeters, lectors, Eucharistic Ministers, etc., in all services. Include those who provide support directly to active duty service members and their family members (The Catholic Men Organizations, Catholic Women of the Chapel Organization, and the Catholic Youth Organization).
7.2. Prepare names with total volunteer hours for the active duty Catholic priest to submit to Military/Airman & Family Readiness Center (M/A&FRC) for annual recognition.
8. Confidentiality. The provisions of Privacy Act of 1974, Public Law 93-579 dated December 31, l974 (5U.S.C. 552a) apply. Services rendered and all materials including records, files, documents, and work papers provided to the contract priest by the Government and data results, conclusions and recommendations obtained thereof shall be considered Government property. The information shall not be disclosed, copied, modified, used (except in the completion of this contract) or otherwise disseminated to any other person or entity at any time to include, but not limited to, inclusion in any database external to the Government without the Government’s expressed consent.
9. Non-Disclosure Agreement. According to Military Rule of Evidence 503, chaplains and Religious Affairs Airmen may receive privileged communication. In the event the contract priest inadvertently or unintentionally receives or overhears information intended to be privileged, the contract priest must protect such information. A Privileged Communication Non-Disclosure Agreement must be signed by the contract priest annually to ensure compliance with Military

Rule of Evidence 503.
10. Mandatory Statements.
10.1. The Contracting Officer or designee shall monitor and inspect the contract priest's performance. The contractor will be notified in writing of any and all non-compliance using the Corrective Action Report (CAR) and will be given an opportunity to correct, if possible, nonconforming work. The contract priest will be given an opportunity to respond in writing to any notice of noncompliance within 10 calendar days of notice.
10.2. The contract priest will coordinate all religious activities with the active duty Catholic priest and/or pastoral coordinator.
10.3. Security Training. The contractor shall receive initial and recurring security education training from the Government sponsoring agency’s security manager. Training must be conducted in accordance with DoD 5200.01 V1-V4, Information Security Program, and AFI 31- 1404, Air Force Information Security Program. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
10.4. Antiterrorism Awareness Training. Level I – Antiterrorism (AT) Awareness Training is available to all contractors. Non-Common Access Card (CAC) holders can accomplish Level 1 - AT Awareness Training at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf. Additionally, contractor may contact the Government sponsoring agency’s Unit Antiterrorism Representative (UATR) to request Antiterrorism Awareness Training material.
10.5. Reporting Requirements. The Contractor shall immediately report to an appropriate Government authority any information or circumstances of which he is aware may pose a threat to the security of Department of Defense personnel, resources, and classified or unclassified defense information. Contractor is required to review suspicious activity reporting procedures. Contact the Government sponsoring agency’s Unit Antiterrorism Representative (UATR) to request Suspicious Activity Reporting training material. Contact the Base Defense Operation Center (BDOC) to report actual suspicious activity at 520- 228-3200.
10.6. Incident Notification. The contractor with access to a government computer shall update his AtHoc profile with current contact information to ensure receipt of incident notification.
Contractor personnel without computer access should be alert for notifications from the base public address system (i.e. Giant Voice). Additional notifications can be received via the Davis Monthan AFB Facebook Page. In the event of an incident, contractor personnel should adhere to the guidance provided in the Antiterrorism Awareness Training.
10.7. Pass and Identification Items. The contractor shall ensure that all necessary pass and identification items required for contract performance are obtained for contractor employees and non-Government owned vehicles.

10.8. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from contractor employees that depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.) and turn them in to the issuing office. Once contractor employees are no longer employed, the contractor office shall notify the issuing office of the termination immediately.
10.9. Traffic Laws. Contractor employees shall comply with all base traffic regulations.
Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of seat belts is mandatory for all vehicle occupants. The use of cell phones is prohibited while driving on base, unless the phone is a hands-free cell phone.
11. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
12. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.
13. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
14. Physical Security. Contractor employees shall safeguard all Government property and controlled forms provided for contractor use. At the end of each work period, the contractor shall secure all Government facilities, equipment, and materials. The contractor shall establish and implement methods of ensuring all Government lock combinations, are not lost, misplaced, or used by unauthorized persons. The contractor shall prohibit the use of lock combinations, issued by the Government, by any persons other than the contractor’s employees. The contractor shall also prohibit and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
15. Contractor Personnel Travel on the Installation. All contractor personnel will limit their travel on the installation only to specific areas required for performance of services, specified break and meal areas, or travel directly to and from these locations.
16. Privacy Act. The Contractor shall fully understand and comply with Title 5 of US Code, Section 552.a and DoD 5400.7-R, DoD Freedom of Information Act Program. These procedures
11 Jun 21 Page | 11 must be followed to identify and safeguard reports and data accordingly.
17. Protection of Personally Identifiable Information. Personally Identifiable Information (PII) refers to information that can be used to distinguish or trace an individual’s identity either alone or when combined with other information that is linked or linkable to a specific individual. PII may range from common data elements such as names, addresses, dates of birth, and places of employment, to identity documents, Social Security numbers (SSN) or other government-issued identity, precise location information, medical history, and biometrics. The contractor shall protect all PII encountered in the performance of services in accordance with Department of Defense Directive 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program. If a PII breach results from the contractor's violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals who's PII has been compromised.
18. Safety. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.
19. Fire Prevention and Safety Standards. Contractor shall comply with the Occupational Safety and Health Act (OSHA), Davis-Monthan AFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program.
20. Smoking in Air Force Facilities. Contractor is advised that the Air Force has placed restrictions on the smoking or chewing of tobacco products in Air Force facilities. AFI 48-104, Tobacco Free Living, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.
21. Office Space, Equipment, Supplies, and Materials. The Government will provide suitable office space, computer with Internet access, and necessary program specific equipment, supplies and materials. The contractor shall use Government furnished property for official use only and safeguard all Government/Chapel equipment and supplies provided.
21.1. The chapel staff will fax, scan, copy, and order all supplies as needed.
22. Government Down-time for Various Authorities Including The President, Secretary of Defense, Secretary of the Air Force or Appropriate Commander
22.1. Base Closures. The Wing Commander may elect to close all or part of the base for any reasons such as time-off award, base open house, emergency, etc.

22.2. The contractor shall be officially dismissed upon notification of a base closure in accordance with paragraph 22 of this PWS (Base Closure Notification Procedures). The contractor shall promptly secure all government furnished property appropriately and evacuate in an expedient but safe manner.
22.3. In the event of a base closure, the contractor and Contracting Officer shall jointly choose a course of action for the following options:
22.4. If there is a need for services during the base closure and there is sufficient oversite, the contractor may continue on-site work. The Contractor shall bill the Government in accordance with the contract.
22.5. If there is no need for services during the scheduled base closure, the contractor shall not work on-site. The Government, at its discretion, may extend the contract by a period equal to the amount of time of the closure, subject to the availability of funds.
The Government will not be liable for any time not worked.
23. Base Closure Notification Procedures
23.1. After an official decision to close a base has been made by the Wing Commander, local television and radio stations will be notified of the closure.
23.2. The contractor is directed to listen or watch one of the local radio or television stations for notification of a base closure. Contractor should follow instructions intended for non-essential personnel.
23.3. The contractor may not receive any other form of notification of a base closure from the Government. The contractor is responsible for notification of his employees.
23.4. If the decision to close all or part of the base is made during the duty day, and the Wing Commander's decision is transmitted through official notification channels, the contractor shall follow the instructions as given.
