Advanced Research Projects Agency for Health (ARPA-H)
Performance Work Statement Flexible Co-Working Space as a Service
August 25, 2023
ARPA-H Performance Work Statement
2.1 INTRODUCTION
The Advanced Research Projects Agency for Health (ARPA-H) serves within the U.S.
Department of Health and Human Services, supporting transformative research to drive biomedical and health breakthroughs – ranging from molecular to societal – to provide transformative health solutions for all. ARPA-H relies on the fail-fast ARPA model to advance high-potential, high-impact biomedical and health research that cannot be readily accomplished through traditional research or commercial activity. ARPA-H is a newly formed Government agency which, at this stage in its existence, lacks a traditional leased office space. This procurement will provide office space to support a workforce that will expand considerably in the coming years, comprised of government employees and contractor support. The agency seeks to obtain flexible and scalable on-demand office space for collaborative interaction for its workforce, as well as office space for agency leadership to conduct in-person meetings and other business. Further, as the number of program managers increases, additional in-person space will be necessary to support programmatic meetings across the country.
2.1.1 BACKGROUND
On March 15, 2023, ARPA-H announced the intention to establish sites in three geographic locations across the United States, forming the foundation of a nationwide health network.
Under the arrangement, ARPA-H will establish three hubs in various geographic locations, each supporting a network of partners that will actively support the dynamic needs of ARPA- H programs. Each hub site will form a center of gravity for key ARPA-H functions, but will retain a light footprint. Hub site No. 1 will be in the National Capital Region (NCR) and focus on stakeholder engagement and operations adjacent to the majority of our nation’s regulatory and legislative partners and many businesses — critical partners needed to support transitioning new health capabilities to reach everyone who needs them.
2.2.2 PERFORMANCE OBJECTIVE
ARPA-H requires a flexible and scalable turnkey office space solution throughout the performance period to facilitate the agency’s mission and growth. ARPA-H seeks a flexible co-working space service provider in the National Capital Region to provide office space solutions to function as the agency’s headquarters and provide access to office and meeting spaces in major cities throughout the country for its leadership and workforce.
2.2 SCOPE OF WORK
This Performance Work Statement describes the requirement for flexible co-working space as a service for ARPA-H in the National Capital Region. The contractor shall provide flexible co-working space as a service for the duration of the performance period capable of meeting the performance requirements outlined in this PWS.
2.3 PERFORMANCE REQUIREMENTS
The Contractor shall provide flexible co-working space as a service meeting the following requirements.

2.3.1.1 PUBLIC TRANSIT ACCESS
The primary functional entrance of the provided workspace shall be within safely accessible, walkable (1,320 foot) distance from a Washington Metropolitan Transit Authority Metrorail (Metro) station. The flexible co-working space shall be between the boundary stations listed below on the Metro system:
Metro Line
Boundary 1 Boundary 2
Orange East Falls Church Landover Blue King Street Addison Rd Yellow Eisenhower Avenue Mt. Vernon Square Silver East Falls Church Addison Rd Green Branch Avenue West Hyattsville Red Bethesda Fort Totten

2.3.1.2 PARKING
The primary functional entrance of the provided workspace shall be within safely accessible, walkable (1,320 foot) distance from public parking facilities (e.g., commercial garage). The costs associated with parking are not covered under the scope of this contract.
2.3.1.3 ADDITIONAL WORKSPACES
ARPA-H has a mission to improve health outcomes for all Americans. Accordingly, ARPA-H program managers and support personnel will have routine needs to travel across the country to engage with stakeholders nation-wide. ARPA-H shall have access to additional turnkey workspaces operated by the contractor other than the primary location for purposes of small, geographically distributed meetings & workspace requirements.
2.3.2 WORKSPACE REQUIREMENTS
2.3.2.1 WORKPLACE CAPACITY REQUIREMENTS
ARPA-H requires access and office capacity to support its staff. The contractor’s approach must satisfy routine as well as surge requirements. The contractor shall detail its approach to ARPA-H’s workspace requirements in its Space Plan (see section 2.4 Deliverables). The space plan shall be provided as part of the quote and maintained and updated throughout the period of performance. The contractor may use “credits” (or other company specific methodology)1 for purposes of meeting ARPA-H’ surge and non-routine needs, however these “credits” must be included in the contractor’s fixed price for the requirements described in this PWS.
In addition to the specific office space requirements below the flexible workspace shall include break rooms and/or common areas and kitchen facilities. These should be designed and equipped to enhance employee well-being, collaboration, and convenience.
The breakrooms should offer a comfortable space for relaxation, common areas should encourage interaction and kitchen facilities should provide a practical area for preparing meals and beverages. The design and specification of these amenities should align with industry standards.
Space Blank – PWS continues on following page
1 Credits (or other company specific methodology) are defined as a framework in which booking any space or resource is done in exchange for a certain number of company specific tokens or units, instead of currency.
