2.0 PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
FOR PIN POINT, WSIT AND COHERENT VIEW ENVIRONMENT SUPPORT

2. PWS Title. Pin Point, WSIT and Coherent View Environment Support
3. Background. The DLA Logistics Information Service, an activity of the Defense Logistics Agency (DLA), serves as a custodian of Department of Defense (DoD) logistics data for a variety of systems. An objective of the DLA is to provide commercially available items to the DoD community. Since 2007, several research and development (R&D) projects were initiated to help provide commercially available items to customers. These projects provide an integrated set of capabilities referred to as Pin Point, WSIT and the Coherent View.

The Pin Point, WSIT and Coherent View environment is comprised of:

4. Objectives. The objectives of this Performance Work Statement (PWS) and the resulting contract are to offer a vehicle through which the Contractor shall furnish the necessary integrated environment of Pin Point, WSIT and Coherent View. While executing these required activities, the Contractor shall also sustain and maintain full operations for the Coherent View databases, ensuring users have access to the data within the corresponding databases, and receive timely system and support staff responses, which may require support/coordination during non-duty hours.
5. Scope. The scope of this PWS and the resulting contract encompasses all activities necessary for the Contractor to sustain and maintain the Pin Point, WSIT and Coherent View environment, manage the Change Management (CM) process via system Problem Reports (PRs) and system change requests (CRs). Training shall be incorporated into each PWS task, as required, for competent usage of the applicable tools to perform that task.
6. Specific Tasks. All Task deliverables will be provided in accordance with (IAW) the distribution statement under paragraph 9, Delivery Schedule. All schedule and/or scope deviations from the deliverables, as defined under each Task, shall be coordinated in advance with the primary Pin Point, WSIT and Coherent View System Manager (SM), and approved by the Contracting Officer (KO) through the Contracting Officer’s Representative (COR). These activities shall be ongoing and performed over the life of the contract to ensure all requirements defined in this PWS are met.
6.1 Task 1 – Program Management. (Firm-Fixed Price) The Contractor shall perform Program Management to include, but not limited to: cost management, technical planning, performance data functionality, briefings, and attendance at functional and technical meetings with the Pin Point, WSIT and Coherent View SM and data providers or users as required. The Contractor shall coordinate with the Pin Point, WSIT and Coherent View SM to identify how software updates will be accomplished and what documentation should accompany the updates.
The Contractor shall develop, document, and execute plans and procedures for conducting the Tasks for maintaining the Pin Point, WSIT and Coherent View environment and related databases, ensuring all deliverables are complete and on time. The Contractor shall ensure all detected problems are promptly reported to the Pin Point, WSIT and Coherent View SM by electronic submission. The Contractor shall maintain the application layer, document the procedures, data flows, system interfaces, and other architecture related artifacts specified by the Pin Point, WSIT and Coherent View SM, as mandated by DoD or DLA regulation, and provide metrics/statistics and statuses (see Appendix A).
6.1.a Contract Kick-Off. The Contractor shall prepare and present an executive overview within five days of contract award via teleconference or as specified by the Pin Point, WSIT and Coherent View SM. The executive overview will demonstrate the Contractor’s plans to manage scope, schedule, and resource the contract. The Contractor shall introduce to the Pin Point, WSIT and Coherent View SM the Contractor’s key personnel and plans for sustaining and, as necessary, replacing these key personnel. The Contractor shall also meet (via teleconference) with the Pin Point, WSIT and Coherent View SM during the kickoff to discuss SM expectations and details of contract execution.
6.1.b Monthly Meetings. Monthly meetings will be held via teleconference between the SM and COR; and the Contractor. The Contractor will address any updates that have occurred in that timeframe on Pin Point, WSIT and Coherent View, including any issues that need to be reviewed and resolved.
6.1.c Monthly Status Reports. The Contractor shall provide monthly status reports no later than the 10th day of each month to include identified issues, issue recommendation strategies, major accomplishments, variance analysis and upcoming activities. Below is a further breakdown of the written progress reports:
• Description of prior month’s progress, in summary and by task
• Planned activities for the next month/future
• Identification of risks and mitigation plan
• Review of problems encountered and significant issues that may affect the completion of planned projects, schedule or funding
• Problem Reports (PRs) and status of resolutions
• Change Request (CR) status, if any
6.1.d In-Process Reviews (IPRs). IPRs will be no more frequent than quarterly to address identified program risks and action items. These reviews will be held via teleconference to resolve open issues regarding one or more of the following, as identified by the SM, COR and/or the Contractor:
• IPR review/discussion
• Issues
• Delays in schedule
• Software releases/hardware upgrades
• Risks
• Action Items
• Other topics as required
6.1.e Resource Spreadsheet. The Contractor shall complete and submit a Resource Spreadsheet within five days of contract award. The Contractor shall update and submit an electronic copy of changes in status to the COR/COTR and Pin Point, WSIT and Coherent View SM within two business days of the change with the exception of the training status. The Contractor will be notified by the COR/COTR of all DLA mandatory training requirements. Upon receipt of the training requirement, the Contractor shall submit weekly status updates until all designated resources have completed the training.

6.2 Task 2 – Sustain/Maintain/Refresh Coherent View. (Firm-Fixed Price) Coherent View (NSN related) data refreshes as applicable. The Contractor shall ensure that the Coherent View database and its applications, within their span of control, are stable, having the ability to be patched, rebooted and recovered from power interruptions/outages with minimal or limited administrator intervention. When the Contractor uncovers problems (including non-conformance) in the software, they shall contact the Pin Point, WSIT and Coherent View SM when required.
6.2.a Operational Support. The Contractor shall provide the resources necessary to sustain and maintain the Coherent View within the Pin Point, WSIT and Coherent View environment. The Contractor shall ensure that the Coherent View database, within their span of control, is stable, having the ability to be patched, rebooted and recovered from power interruptions/outages with minimal or limited administrator intervention. When the Contractor uncovers problems (including non-conformance), they shall contact the Pin Point, WSIT and Coherent View SM. The Contractor shall ensure all detected problems are promptly reported to the SMs by electronic submission.
Operational Support includes application and database support below:
6.2.b Application Support. The Contractor shall institute procedures to manage the Coherent View capabilities with the current user interfaces and front end applications, Pin Point and WSIT All Government Furnished Information (GFI), approved by or on behalf of the Pin Point, WSIT and Coherent View SM, shall be furnished to the Contractor by data files or other approved means via the Freedom of Information Act (FOIA), Secure File Transfer Protocol (SFTP), System-to-System, or other Government approved electronic secure transfer of data. The Government shall be notified electronically when additional GFI/files are being incorporated into the Coherent View data base. The file data name, the actual file data, data source, frequency of file update/refresh, and POC for the files, shall be recorded with the Pin Point, WSIT and Coherent View SM in an Excel spreadsheet or other traceable electronic means. No proprietary data shall be provided to the Contractor.
Coherent View data refreshes involve:
• Obtaining GFI data (NSN related) from multiple sources to include, but not be limited to:
o DLA Logistics Information Service (FLIS data) – quarterly update o DLA Logistics Information Service (US Army data) – quarterly o DLA Logistics Information Service (USAF data) – quarterly o DLA Logistics Information Service (USMC data) – quarterly o DORRA (EBS data) – quarterly o DORRA (DORRA data) – quarterly o DSPO (ASSIST data) – quarterly o DODSSP (ASSIST DAPS data) – daily
• Loading this data into the Coherent View from Government sources as applicable
• Running extraction to extract data presently displayed by WSIT and Pin Point sites and any additional Coherent View applications developed for and used by the Government.
• Performing validation of extracted information.
• Ensuring quarterly and daily refreshed content from the Coherent View is uploaded to
WSIT, Pin Point and other Coherent View applications developed for and used by the Government, and are displayed appropriately.
6.2.c Database Support. The Contractor shall institute procedures to manage the Coherent View (i.e. pre-stage, stage, warehouse) schemas compatible with current schema. The Contractor shall continue with database improvements which include, but are not limited to: maintaining existing rules, updating rules for new items, addressing errors, and continuing with Information Technology (IT) refreshes as required.
The Contractor shall provide data support, hardware support, and software engineering support for the applicable Pin Point, WSIT and Coherent View applications.
6.2.d Maintenance. The Contractor shall schedule all planned maintenance of the Pin Point, WSIT and Coherent View environment and its application(s) as to not interfere with any scheduled system-to-system interface activity and shall also contact the Pin Point, WSIT and Coherent View SM immediately as unscheduled maintenance is discovered.
For significant upgrades or changes to the Pin Point, WSIT and Coherent View environment, training for impacted Government personnel shall be conducted by the Contractor on an as-needed basis with notification of the Pin Point, WSIT and Coherent View SM Office. This training may be in person, webinar, or email, as deemed appropriate.
Planned Maintenance. The Contractor shall schedule all planned maintenance of the Pin Point, WSIT and Coherent View environment and applications as to not interfere with any scheduled system to-system interface activity. The Contractor shall provide the Pin Point, WSIT and Coherent View SM the planned maintenance schedule, five business days prior to scheduled outage. When changes to the schedule are anticipated, the Contractor shall submit a written request for prior approval from the Pin Point, WSIT and Coherent View SM. The Contractor shall provide a Planned Maintenance Completion Report within one business day of all planned maintenance actions by electronic submission. This report should include (but is not limited to) the maintenance action(s) to be taken, planned downtime, actual downtime, installment issues and database or application impacts. If problems are encountered, the Contractor will contact the Pin Point, WSIT and Coherent View SM, within one hour, with a suggested plan for mitigation. The Contractor shall ensure planned maintenance includes all patches and software upgrades for Pin Point, WSIT and Coherent View environment, and shall follow commercial best practices for firewall and security measures.
Unscheduled Maintenance. The Contractor shall contact the Pin Point, WSIT and Coherent View SM immediately as unscheduled maintenance is discovered. The Contractor shall provide an Unscheduled Maintenance Report prior to the maintenance taking place. This report should include, but is not limited to an explanation of what type of action(s) is(are) needed, as well as justification for the action(s). Within one business day of the unscheduled maintenance action(s) completion, the Contractor shall provide an Unscheduled Maintenance Completion Report by electronic submission. This report should include (but is not limited to) maintenance actions taken, planned downtime, actual downtime, root cause analysis, installment issues, and database(s) or application(s) impacts. The Contractor shall ensure unscheduled maintenance includes all patches and software upgrades for Pin Point, WSIT and Coherent View environment, and shall follow commercial best practices for firewall and security measures.

6.3 Task 3 – Sustain/Maintain/Parametric Search Tool - Pin Point and Weapon System Impact
Tool - WSIT. (Firm Fixed Price) This effort will focus on sustainment and maintenance of the Parametric Search Tool (Pin Point) and the WSIT website applications and provide the appropriate feedback to users;
• Contractor shall respond to Government user messages received on website feedback form within 24 hours of receipt via electronic mail.
• Contractor shall review/log software bugs and resolve (simple) problems with PRs.
• Contractor shall respond to frequently asked questions (FAQs) related to the source data utilized in the parametric search tool. The Contractor shall respond to Government users within 24 hours.
• Contractor shall maintain the continuous integration server tests in Pin Point website to ensure that existing functionality is working properly.
• Contractor shall apply Operating System (OS), database and any relevant software (currently JAVA) patches/hot fixes/releases bi-monthly, monitor disk performance, and backup the database on a regular schedule.
• Contractor shall monitor and validate Pin Point Section 508 compliance and on all related websites. Basic Section 508 Compliance tests based upon the http://www.section508.gov website guidelines are in place and have been incorporated into the existing Selenium based test library. These validation tests provide notification of any possible violation of the 508 guidelines. Any violation notifications will be reviewed and logged; simple corrections will be implemented.

6.4 Proactively Upgrade System Software, Processes, and Security.
The Contractor shall proactively provide new software versions, and handle all security issues, and data feed changes, etc. to Pin Point and WSIT in order to ensure that all versions of the software libraries, security requirements and regulations, enterprise firewall updates, and any changes in format of the data provided by different data feeds that require additional re-development or significant user support are done to allow for full system functionality. Ensure all upgrades are developed and thoroughly tested prior to release, in order to ensure full system availability.

6.5 WSIT & Pin Point® Training:
The Contractor shall update WSIT and Pin Point® training materials and provide training sessions to make DoD users aware of the system capabilities freely available to them. The preferred method for delivery for this training will be through a webinar format.
Deliverables: Update Pin Point® training slides from the website. Conduct two (2) webinars on WSIT and Pin Point® Training Sessions with groups within the DoD Community.
7. Place of Performance. The majority of the work shall be performed at the Contractor’s secure site.
At the request of the Government, the Contractor shall be prepared to have key personnel on site at the Government User Location. Examples of activities are: requirements identification, meetings with Subject Matter Experts (SMEs), and functional and/or quality assurance testing.
On-site work shall be performed within a five-day week, eight hours per day, Monday through Friday.
Contractor work hours while working at Government facilities shall be consistent with the resident Government working hours, to include Government holidays unless it is deemed critical by the Pin Point, WSIT and Coherent View SM that Contractor on-site support is required. In the event that the upgrades or changes to the system must be done during off peak or limited usage times, the Government reserves the right to request flexible work hours for either on-site and/or off-site Contractor personnel. Upon written/oral notification by the Pin Point, WSIT and Coherent View SM through the COR, the Government and Contractor may establish a mutually agreed upon time to institute/incorporate the change(s). The Contractor shall support these operations as stated in Tasks 6.
8. Period of Performance. The Period of Performance is one (1) twelve-month base period. The base year starts on the date of contract award and runs continuously for a period of twelve months. The Base Year start date shall be the effective date designated at the time of award.

10. Rights, Title and Ownership
10.1 Data/ Technical Information - The Government shall receive Unlimited Rights to all data and technical information produced or delivered under this contract including: all data first produced in the performance of the contract; all Government furnished information (GFI) to the Contractor and corrected in the performance of the contract; and all other data delivered under the contract which is not marked with limited rights or a restricted rights legend.
The Contractor shall retain the right to: use, release to others, reproduce, distribute, or publish data first produced in the performance of the contract and freely available to the public, except to the extent of proprietary data and data that may be subject to Federal export control or to national security laws or regulations. In addition, the Contractor shall retain the right to: use, release to others, reproduce, distribute, or publish Government data and technical information which is freely available to the public or that the Contractor received or is given access to during the performance of the contract from or by the Government or others acting on behalf of the Government, except to the extent such data may be proprietary, subject to Federal export control, or to national security laws or regulations. Contractor rights shall not apply to any Government data or technical information that contains restrictive markings, or is specifically coded as proprietary prior to releasing or reproducing any data delivered under this contract to support.
10.2 Software Rights - The Government shall receive a restricted rights license to all ontologies, taxonomies, and software products developed and delivered under this contract.
11. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).
11.1 Resource and GFE (Government Furnished Equipment). There is no Government Furnished Equipment.
11.2 Government Furnished Information (GFI). All files shall be provided through collaboration with the Government Pin Point, WSIT and Coherent View SM to the Contractor.
Other GFI files may be provided via FOIA, SFTP, System-to-System or other approved means of secure exchange approved by the Government SM.
11.3 Coherent View (NSN) GFI data – Non Proprietary Data. NSN-related GFI shall be provided through collaboration with the Government Pin Point, WSIT and Coherent View SM to the Contractor. See 6.2.b. for further information.
12. Other Pertinent Information or Special Considerations.
12.1 Identification of Possible Follow-on Work. Notwithstanding any other clause in this contract or PWS, the Pin Point, WSIT and Coherent View may require continued performance of any services within the limits and at the rates specified in the PWS or contract. During the base and/or any option year, the SM may increase the contract funding to support surge requirements given that the increase does not exceed 50% of the original contracted value.
12.2 Identification of Potential Conflicts of Interest (COI). If the Contractor is currently providing support or anticipates support to Enterprise Software Initiatives (ESI), Contractors that create or represent an actual or potential Organizational Conflict of Interest (COI), the Contractor shall immediately disclose the actual or potential COI in accordance with FAR Part 9.502. The Contractor is also required to complete and sign an Organizational Conflict of Interest Statement in which the Contractor (and any subcontractors, consultants or teaming partners) agree to disclose information concerning the actual or potential conflict with any proposal for any solicitation relating to any work in the contract. All actual or potential COI situations shall be handled in accordance with FAR Subpart 9.5.
12.3 Identification of Non-Disclosure Requirements. N/A.
12.4 Packaging, Packing and Shipping Instructions. N/A
12.5 Inspection and Acceptance by the Government. Inspection and acceptance of all work performance, reports and other deliverables under this PWS shall be performed by the COR/COTR as well as the Pin Point, WSIT and Coherent View SM, as required.
Scope of Inspection.
• All deliverables will be inspected for content, completeness, accuracy, legibility and conformance to contract requirements by the COR/COTR as well as the Pin Point, WSIT and Coherent View SM, as required. At the discretion of the Government, inspection may include validation of information or software through the use of automated tools and/or testing of the deliverables, as specified in the PWS.
• The Government requires a period not to exceed thirty (30) calendar days after receipt of final deliverable item(s) for inspection, acceptance or rejection.
Basis of Acceptance.
• The basis for acceptance shall be compliance with the requirements set forth in this PWS, the
Contractor's proposal and other terms and conditions of the contract. Deliverable items rejected shall be corrected in accordance with the applicable clauses.
• Cost reimbursable items such as hardware or software purchase will be accepted upon receipt of proper documentation as specified in this PWS.
• Reports and document deliverables will be accepted when all discrepancies, errors or other deficiencies identified in writing by the Government have been corrected to the Government’s satisfaction.
• The Contractor shall provide delivery of electronic copies of deliverables. Deliverables involving code shall be managed under the Configuration Management task of this contract.
Electronic copies shall be delivered via e-mail attachment or other media by mutual agreement of the parties.
• The Contractor shall use best commercial practices for formatting deliverables under this contract.
• If the draft deliverable is adequate, the Government may accept the draft and provide comments for incorporation into the final version.
• All of the Government's comments to deliverables must either be incorporated in the succeeding version or the Contractor must demonstrate to the Government's satisfaction why such comments should not be incorporated.
• If the Government finds that a draft or final deliverable contains spelling errors, grammatical errors, improper format, or otherwise does not conform to the requirements stated within this PWS, the document may be immediately rejected without further review and returned to the Contractor for correction and re-submission. If the Contractor requires additional Government guidance to produce an acceptable draft, the Contractor shall arrange a meeting with the Pin Point, WSIT and Coherent View SM and/or COR/COTR.
Initial Deliverables.
• The Government will provide written acceptance, comments and/or request changes, if any, within fifteen (15) working days from receipt by the Government of the initial deliverable.
• Upon receipt of the Government comments, the Contractor shall have fifteen (15) working days to incorporate the Government's comments and/or request changes and to resubmit the deliverable in its final form.
• Written Acceptance/Rejection by the Government. The Government shall provide written notification of acceptance or rejection of all final deliverables within 30 days. Absent written notification of final deliverables will be construed as accepted. All notifications of rejection will be accompanied with an explanation of the specific deficiencies causing the rejection.
• Non-Conforming Products or Services. Non-conforming products or services will be rejected.
Deficiencies will be corrected within 30 days of the rejection notice. If the deficiencies cannot be corrected within 30 days, the Contractor will immediately notify the Pin Point, WSIT and Coherent View SM and COR/COTR of the reason for the delay and provide a proposed corrective action plan within 10 working days.
14. Personnel.
The Offeror’s Management Proposal shall include a personnel plan that includes a matrix listing of all personnel of both the Offeror and, where appropriate, the Offeror’s subsidiaries/ subcontractors/teaming partners; their Government-related experience, and the commitment of these personnel to the contract. In cases where personnel associated to the contract are no longer available but the function is still required to support the contract, the Contractor shall provide a comparable or greater resource within one month, or within timelines negotiated with the Government.
The accomplishment of these objectives requires skill and knowledge across the full spectrum of project management of standard systems sustainment, development and testing. These include, but are not limited to: requirements and business process analysis, configuration and requirements management, database design, information systems application design, software systems engineering, documentation development and maintenance, testing, and implementation. In addition to the technical skills, knowledge, experience, and qualifications stated, these Tasks in this PWS will also require the services of personnel who are proven experts in Pin Point, WSIT and Coherent View configuration.
14.1 Personnel Qualifications.
Brief resumes of the proposed Contractor personnel shall include technical skills, security clearance level and experiences applicable to this engagement.
14.2 Personnel & Labor Categories.
The Contractor shall propose its number of personnel, appropriate labor categories and hours that correspond to the performance of all tasks.
Specialized experience for the below key personnel is specified in the following paragraphs. The specialized experiences listed below are minimal requirements for this PWS.
14.3 Key Personnel Minimum Requirements.
Certain skilled, experienced, professional and/or technical personnel are essential for successful accomplishment of the work to be performed under the resultant task order. These are defined as “Key Personnel” and are those persons whose resumes are to be submitted as part of the technical and business proposal. At a minimum, the Government considers the following positions to be key personnel positions:
• Program/Project Manager (Key)
• (Sr)/ Knowledge Engineer
• (Sr)/ Programmer
• Chief Technology Officer
• Software Engineer Manager (Key)
Program/Project Manager - Manages all day-to-day operations including administrative functions, assessing risks and identifying unstated assumptions, and resolving interpersonal conflicts. Responsible for the duties, tasks, and activities required to make the program/project successful. Actively participates in the management decision-making process.
Knowledge Engineer - Develops and leads the development of a stable activity model for the customer; defines performance measures and metrics. Collects and defines project data requirements, Prime accountability for the development of application architecture to meet the information requirements of a project, establishes and maintains performance measures relating to data management and standards, manages content, ensures data quality and promotes knowledge sharing, collects product specifications and related data, creates and maintains knowledge bases, analyzes data and analyses and reports.
Programmer - Designs, develops, and analyzes code to functional data specifications. The programmer will document and test the code changes or additions for system problem reports (PRs) and system change requests (CRs).
Chief Technology Officer - Manages and oversees staff of software engineers to architect, design, test and implement software applications and/or systems. Develops and implements disciplined development strategies, processes, and tools for staff and employs effective project management techniques to oversee development schedules, quality processes, and to control and manage development/project budgets. Provides Program Management services as well as technology architecture design and implementation functions.
Software Engineer Manager - Responsible for managing software engineers to architect, design, test, and implement software applications and systems upon approval by customer. Responsible for viewing and analyzing system logs to troubleshoot performance issues.
In addition to these positions, Offerors may designate other positions as key personnel positions.
Key personnel shall have demonstrated experience for the same or similar IT services for clients for similar size, scope, magnitude, and complexity to the Coherent View NSN data and applications of Pin Point - Parametric Search, and WSIT - Government’s Weapon System and Specification and Standards information.
In addition to the key personnel, other personnel assigned to this project must possess skills and knowledge appropriate to their assigned tasks. Personnel should be capable of working independently and as part of a team, with demonstrated working knowledge of the network hardware and software component types appropriate to their responsibilities. The team must consist of the right mix of skills and expertise to execute the requirements of Pin Point, WSIT and Coherent View.
The Government reserves the right to identify performance issues as they relate to personnel and if not corrected, request removal of any person from the task order. The Contracting Officer (KO) or the COR/COTR will notify the Contractor in writing regarding any performance related issues relating to personnel.
14.4 Personnel Replacement.
The Contractor agrees to use said personnel during the performance of the resultant task order and that they shall not be removed from the task order work, replaced, or supplemented with additional personnel, unless authorized in accordance with the following provisions:
• Contractor shall not substitute key personnel assigned to perform work under this task order without prior written approval of the Contracting Officer (KO). All Contractor requests for key personnel substitution shall be in writing and shall provide for a detailed explanation of the circumstances necessitating the proposed substitution(s). Requests for all personnel, key or otherwise, shall come through the COR/COTR and SM to the KO. Requests must contain a complete resume for the proposed substitute and any other information as requested by the Contracting Officer. Proposed substitutions must have qualifications that are equal to or greater than the key personnel being replaced. The Contracting Officer shall evaluate all such requests and within 15 business days of receipt, promptly notify the Contractor in writing whether the proposed substitution is acceptable.
• In the event the Contractor fails to supply a substitute acceptable to the Government, the Contracting Officer may terminate the PWS for default or for the convenience of the Government, as appropriate, or, at the Contracting Officer’s discretion, equitably adjust the PWS price downward to compensate the Government for any resultant delay, loss of value or damage.
• These provisions shall be fully applicable to any subcontract, at any tier, which the prime Contractor may enter into.
• Key personnel, including all replacements, are subject to the vendor security requirements stated in the PWS. Key personnel shall have a security clearance in place.
14.5 Utilization of Contractor’s Proposed Personnel.
In order to ensure a smooth and orderly start-up of the task order, it is essential that the key personnel specified in the Offeror’s proposal be available and ready for work on the effective date of the PWS.
15. Performance Metrics.
Key Performance Metrics are identified in Appendix A.
16. Invoicing.
The Contractor shall submit proper monthly invoices following or coinciding with the submission of the corresponding monthly status report. The Contractor shall submit invoices electronically to the COR/COTR and through Wide Area Workflow (WAWF) for certification.

Acronyms/Definitions
• Coherent View - Coherent View is a database consisting of Government provided information (GFI) that focuses on reference number data (CAGE and part number) and National Stock Numbers (NSNs). The database standardizes NSN properties.
• COI - Conflict of Interest - Would occur if the Contractor was involved in multiple projects, one of which corrupted the motivation for their interest with the project.
• COR - Contracting Officer Representative - Qualified individuals appointed by the Contracting officer to assist in the technical monitoring or administration of a contract.
• CR - (System) Change Request - Document requesting a system change for all new functionality or enhancements to existing system capability.
• CWBS - Contract Work Breakdown Structure - The tool used to manage projects by dividing the project into manageable pieces of work to facilitate planning and control of cost, schedule and technical content.
• DISA - Defense Information Systems Agency - A combat support agency that engineers and provides command and control capabilities and enterprise infrastructure to continuously operate and assure a global net-centric enterprise in direct support to joint warfighters, national level leaders, and other mission and coalition partners across the full spectrum of operations.
• DLA - Defense Logistics Agency - The Department of Defense's largest logistics combat support agency, providing worldwide logistics support in both peacetime and wartime to the military services as well as several civilian agencies and foreign countries.

• POC - Point of Contact - Designated individual assigned to be responsible for a task or to provide information on a subject matter.

It provides DoD Standardization Management Activities a tool to identify the use of Defense specifications and standards.
Section 3.0 PRICING INSTRUCTIONS
3.1 GSA Schedule Pricing
a) The prices may not exceed each vendor’s GSA rates. Vendors are strongly encouraged to submit prices with discounts off of their GSA rates. The government is prohibited from paying a price which is in excess of the rate published under the firm’s GSA contract or as otherwise approved by GSA.
b) Proposals not in accordance with the GSA schedule will not be considered for award. ESI blanket purchase agreement holders must submit quotations with any discounts in accordance with their ESA.
With its quote, the vendor shall provide a copy of its GSA FSS and any ESI agreement with the relevant price schedule in order to confirm all prices and any discounts.
Section 4.0: SECURITY REQUIREMENTS
4.1 DOD 8570.01-M, INFORMATION ASSURANCE (IA) WORKFORCE IMPROVEMENT
PROGRAM
The following requirements apply when the Contractor is required to obtain privileged access to DoD/Government systems.
The DOD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, requires training and certification for IA duties performed. All contract employees performing IA functions must meet the requirements in accordance with DOD/DLA guidance. Additionally, all contract employees must be certified in operating systems on any system on which System Administration duties are performed;
refer to C3.2.4.8.3 for further guidance. Proof of certification must be provided before Privileged access is granted; this includes, but is not limited to, system administration access, network administration access, router/switch access, firewall access, and IDS access.
Any person performing any IA function must attain certification at the level of complexity as a 1, 2, or 3 as specified in DOD 8570.01-M.
All documentation required for security certification will be maintained by both the Contractor and the Government. All contract employees will have acquired the necessary certification requirements, per DOD 8570.01-M, throughout the entire period of performance of the contract.
Refer to the information in Chapter 3 of DOD 8570.01-M for a description of duties and functional requirements associated with the IA levels and certification requirements. These certification requirements are not based on position title; they are based on duties.
