VMware Broadcom Professional Services to supply Resident Consulting Services to the Office of Information Technology (OIT) Performance Work Statement (PWS) December 2024
1. General This is a non-personnel services contract to provide VMware Broadcom Professional Services to the Indian Affairs (IA), Office of Information Technology (OIT). IA will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to IA.
2. Background IA wishes to engage VMware Broadcom Professional Services to supply Resident Consulting Services for assistance to IA on a time and materials basis for 528 hours of a Consulting Architect, 2240 hours of Senior Consultants (qty 2), and 528 hours of a Senior Project Manager over a duration of up to 52 weeks. VMware will deliver the Resident Consulting Services at 1101 Indian School Road NW Albuquerque, NM 87104 or Remote work with consent of government.
3. Objectives BIA has a need for VMware Professional Services primarily for supporting VMware infrastructure, addressing issue within the SDDC environment.
4. Scope The contractor shall provide Professional Services needed in support of VMware infrastructure, issue resolution and application automation of SDDC which shall meet the functional and technical requirements provided in this section.
Resident Senior Consultant - 1760 hours. The Resident Senior Consultant will work at the direction of the designated Federal personnel. The Resident Senior Consultant will have deep technical experience in their area of specialty. The Resident Senior Consultant will possess technical knowledge, usage, installation, configuration, optimization, and administration experience with the following VMware technology NSX, VCF Resident Senior Consultant - 480 hours. The Resident Senior Consultant will work at the direction of the designated Federal personnel. The Resident Senior Consultant will have deep technical experience in their area of specialty. The Resident Senior Consultant will possess technical knowledge, usage, installation, configuration, optimization, administration, and automation experience with the following VMware technology: VRA, VCF Resident Consulting Architect – 528 hours. The Resident Consulting Architect will work at the direction of the designated Federal personnel. The Resident Consulting Architect will have deep technical experience in their area of specialty. The Resident Consulting Architect will possess technical best practice knowledge and have assessment, design, and architecture experience with the following VMware technology: VCF, VRA, VRNI, VRL Resident Senior Project Manager - 528 hours. The VMware Senior Project Manager will work with designated Federal personnel Project Manager to provide the expertise, dedication, support, and communication necessary to position this engagement for success. The VMware Senior Project Manager will work with the designated Federal personnel Project Manager to identify project goals, the project resources, the project structure, and plan the project execution leveraging the VMware best practices.
VCF Technical Adoption Manager (TAM)- 2. The VMware TAM will assist IA with success planning, Technology assessments, solution guidance to ensure secure feature state of VMware infrastructure at the direction of the designated Federal personnel.
Support Account Manager (SAM)- 1 Ensures exclusive access to technical approach, best practice with VCF environments. Monthly reporting, work with teams to plan critical patching.
5. Place of Performance The work to be performed under this contract will be performed at the Government facility location at 1011 Indian School Road NW, Albuquerque, NM 87104 or remote location approved by government.
6. Contract Type Firm Fixed Price.
7. Travel All travel is included in the cost of services.
8. Special Material Requirements
Hardware Requirements BIA will provide computer hardware and systems support for the activities requested of the Resident Consultant(s), including: working hardware, network and storage that is compatible with VMware products.
Software Requirements BIA will provide any software and associated licenses required for the Resident Consultant service.
9. Other Unique Requirements There are no other unique requirements.
10. Government-Furnished Property, Material, Equipment, or Information (GFP/GFM/GFE/GFI)
The government will provide all equipment and property required. Since this is a long term engagement, contractors will have to be cleared by a BIA background investigation. Occasionally VMware/Broadcom contractor specialists may be called on to assist with specific short term tasks which will require that they be escorted and are limited to providing advice but do not work hands on the government systems.
11. Security Since this is a long term engagement, contractors will have to be cleared by a IA background investigation to be allowed to work on IA equipment. Those contractors for whom no special background investigation will be required, the consultant will be escorted at all times and required to wear a visitor badge. The consultant will be allowed to use a personal laptop as a reference and to produce documents but the consultant will only be allowed to observe and advise as the actual work will be performed by federal government employees or contractors that have been cleared by a BIA background investigation.
Information made available to the Contractor by the Government for the performance or administration of this effort shall be used only for those purposes and shall not be used in any other way without the written agreement of the Contracting Officer.
If public information is provided to the Contractor for use in performance or administration of this effort, the Contractor, except with the written permission of the Contracting Officer, may not use such information for any other purpose. If the Contractor is uncertain about the availability or proposed use of information provided for the performance or administration, the Contractor shall consult with the COTR regarding use of that information for other purposes.
The Contractor agrees to assume responsibility for protecting the confidentiality of Government records, which are not public information. Each offeror or employee of the Contractor to whom information may be made available or disclosed shall be notified in writing by the Contractor that such information may be disclosed only for a purpose and to the extent authorized herein.
12. Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

13. Deliverables Schedule All reports, documentation, etc shall be prepared and presented in Microsoft Office application software: e.g., Word, Excel, Project, PowerPoint etc. The applications shall be compatible with the versions installed at Indian Affairs at the time the PWS is issued.
