Solicitation Summary: GAOA Sullivan Lake Swim Dock Replacement

This is a Performance Work Statement for a firm-fixed-price, non-personal services contract (Solicitation 1240BD26Q0026) issued by the USDA Forest Service for the replacement of an existing swim dock at Sullivan Lake Campground in the Colville National Forest near Metaline Falls, Washington. The contractor must completely remove and dispose of the existing 20'x20' wood dock at an approved off-site facility and furnish, transport, install, and anchor a new swim dock. The project period extends from the date of award (estimated April 2026) through September 1, 2026. The contractor must submit a delivery/work schedule no later than seven business days prior to delivery, a final inspection report upon completion, invoices via IPP.gov within ten days of Government acceptance, and manufacturer warranty documentation matching terms offered to the general public.

The new dock must meet specific salient characteristics regardless of construction method selected. Contractors shall submit quotes for only one of two options: Option 1 features a marine-grade aluminum or galvanized steel frame with encapsulated foam flotation and non-slip composite board decking (light grey or cedar tone); Option 2 uses heavy-duty UV-stabilized HDPE with integrated non-slip texturing. Both options require minimum 15'x15' and maximum 16'x16' surface area, 12" to 18" freeboard height under dead load, black dock edging with a detachable 4-to-5 step swim ladder, flush coupling system with rubber safety covers, and flexible anchoring for 30-foot rocky/sand bottom depths. Materials must withstand Sullivan Lake's freeze/thaw cycles and peak wind events. The contractor must provide all labor, materials, equipment, and supervision, with the Government exercising no supervision over contractor personnel. Performance will be evaluated on complete removal and disposal, dock installation meeting all salient characteristics with safe anchoring and no hazards, and timely completion within the period of performance unless delayed by excusable delays.
