PERFORMANCE WORK STATEMENT

Performance Work Statement Exodus Bus Transportation Services

17th Force Support Squadron Goodfellow AFB, Texas

1. Contractor will provide charter bus services to and from Goodfellow Air Force Base

(GAFB), Texas, to and from Dallas/Fort Worth International Airport (DFW) as listed below:

1.1 Departure Trip: 21 December 2023, to 22 December 2023, approximately 11 each 55-passenger buses (605 total seats). The dates are subject to change and dates will be finalized NLT 01 November 2023. Total number of buses required will be provided 13

December 2023.

1.1.1 Buses must go through the Commercial Vehicle Inspection Area (CVIA), located at the south end of the installation, off Chadbourne Street, near the Jacobson

Gate. Buses must arrive at the base theater parking lot located on Scherz Blvd., Bldg. 812 on GAFB, no later than 6:00 p.m. on 21 December 2023 for loading.

1.1.2 Departures will be staggered. Approximately 3-4 buses will depart from GAFB for DFW every 30 minutes beginning at 8:00 p.m. on 21 December 2023. The dates are subject to change and dates will be finalized NLT 01 November 2023.

1.2 Return Trip: The first buses must arrive at DFW no later than 09:30 a.m. on 02

January 2024 for loading.

1.2.1 Buses will arrive DFW on 02 January 2024, approximately 11 each 55-passenger buses (605 total seats). The bus drivers must communicate NLT 30 minutes out from their arrival time with a DFW P.O.C. GAFB will provide Point of Contact

NLT 08 Dec 2023.

1.2.2 Buses will depart DFW for GAFB beginning at 10:00 a.m. on 02 January 2024, with last bus departing at approximately 6:00 p.m.

1.2.2.1 Buses will depart when full.

1.2.3 The contractor may need multiple drivers due to wait/loading times at the airport.

1.2.4 An empty bus must be onsite at DFW within 30 minutes of the departure of the previous bus.

1.2.5 Drop off: The buses will drop off students at the base Commissary parking lot.

2 Contractor must provide additional buses (suggest at least two) to support the mission and to alleviate any delays or mission failures due to motor vehicle accidents that may occur of mechanical issues that may arise. Replacement bus must report within 1 hour to the location of the bus it is replacing. Contactor shall have additional bus driver’s that are able to flex from current position or route in case additional drivers are needed in response to unknown factors, illness, accidents, etc.

3 In the event luggage cannot be moved to the replacement bus, contractor is responsible for cost of shipping luggage to owner; shipping cost not to exceed $275 + 5% fuel charge.

3 Contractor must provide required information of all potential bus drivers to the contracting officer for base access no later than 10 a.m. on 13 December 2023. Required information is full name (first, middle, and last), date of birth, last four of the SSN and valid driver’s license number/state of issue.

4 Bus drivers must contact GAFB Law Enforcement Desk at 325-654-3504 no less than 10 miles/15 minutes from anticipated arrival at GAFB.

5 Buses will utilize the GAFB South Gate which is accessed from S. Chadbourne St. (FM

1223).
