Corner Bay Decommissioning – Debris Removal & Site Restoration Performance Work Statement (PWS) Page 1 of 12
General Information
1.0 General
This is a non-personal services contract to provide demolition, debris removal and disposal, site restoration, ford improvements, and asbestos removal and disposal at the Corner Bay Administrative Site. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
2.0 Background and Purpose
The Forest Service developed the Corner Bay Administrative Site and constructed the improvements, including the buildings, in the early 1980s. There is no known lead-based paint at the Corner Bay Administrative Site’s warehouse, garage, or generator building.
Work completed in phase 1 of the decommissioning of this site in 2022 included the demolition and partial removal of the majority of crew quarters, warehouse, garage, generator building, fuel tanks, and water and wastewater systems. During phase 1 of the project, regulated asbestos-containing material (RACM) was discovered in the demolition debris and some work was halted. A third-party professional engineer, with AHERA Project Designer and AHERA Building Inspector certifications, was hired to investigate the debris piles for asbestos and found friable asbestos-containing cement board that is most likely mixed in with the building debris. They also discovered non-friable asbestos-containing sheet vinyl flooring with several pieces missing that may be recovered as full-size pieces or may have been shredded during construction making it RACM.
This is the second phase of work to be conducted at the Corner Bay Administrative Site to finish demolition, perform site restoration, perform ford improvements and remove all debris and debris piles (some of which have asbestos) to finish the decommissioning of this administrative site.
The intent of this contract or phase 2 of decommissioning is to:
• Improve an existing stream crossing (ford) to repair damage and facilitate access to the project site.
• Remove and properly dispose of the garbage, debris, construction and demolition waste (C&D waste), non-regulated asbestos-containing materials (NRACM), and regulated asbestos-containing material (RACM) according to all local, state and federal regulations.
• Remove and properly dispose of all facility and site improvements, including building elements, foundations, utilities, and miscellaneous constructed features, and all traces thereof.
• Remove debris and excess items at the nearby former Corner Bay sort yard.
• Restore the Corner Bay administrative site to conditions reasonably similar to pre-developed conditions, including re-contouring and re-planting the site.
• Excavate and remediate legacy contaminated soil, if discovered during performance of the work.
Possible constraints for performance: There may be dock reconstruction in the area during either Summer 2024 or Summer 2025. This location is also frequented by brown bears.
3.0 Description of Services
The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide demolition, debris removal and disposal, site restoration, ford improvements, and asbestos removal and disposal at the Corner Bay Administrative Site. The Contractor shall provide services in accordance with (IAW) this Performance Work Statement (PWS), and all applicable federal, state and local laws and regulations.
The contractor shall, at no additional cost to the government, obtain all licenses and permits required for performance of work and for complying with all applicable local, state, and federal laws and regulations.
4.0 Place Performance The work shall be performed at the remote location of Corner Bay, Alaska.
• The project site is located on Chichagof Island adjacent to Corner Bay on the south shore of Tenakee Inlet.
• GPS coordinates: 57°44'05.7"N 135°08'55.5"W. The legal description is R63E, T48S, Sec. 1, Copper River Meridian (Sitka C-4 quadrangle). The nearest community, Tenakee Springs, Alaska is approximately four miles
Performance Work Statement (PWS) Page 2 of 12 north on the north shore of Tenakee Inlet. The nearest full-service communities are Juneau, 45 miles northeast on the mainland and Sitka, 50 miles south on Baranof Island.
• The Corner Bay administrative site is accessible by charter boat, floatplane, or helicopter. The Alaska Marine
Highway System has historically made scheduled ferry sailings to Tenakee Springs. A drive-down saltwater dock and marine access facility are within one half-mile of the administrative site, connected to the administrative site by Forest Service Roads 7551 and 75511.
5.0 Period of Performance The period of performance shall be from award through July 31, 2025.
6.0 Government Regular Working Hours
The Government's regular working hours are Monday through Friday from 0700 to 1700, except federal holidays or when the government installation is closed due to local or national emergencies, administrative closings, or similar government directed closings.
7.0 Federal Observed Holidays
When a federal holiday occurs on a Saturday, federal employees are normally granted the previous Friday as the holiday observance. When a federal holiday occurs on a Sunday, federal employees are normally granted the following Monday as the holiday observance. Below is the list of recognized federal holidays:

8.0 Contractor Key Personnel
Contract Manager: The Contractor shall provide a Contract Manager and designated alternate, as applicable, who has full authority to act for the Contractor on all contract matters relating to this contract. The Contract Manager or alternate shall be available during the Government's regular working hours.
Quality Control Representative: The Contractor shall provide a Quality Control Representative who shall be responsible for the Contractor’s Quality Control Plan (QCP) to ensure services are performed IAW the PWS. The Quality Control Representative shall implement and maintain full compliance of the QCP throughout the contract period.
9.0 Government Key Personnel
Contracting Officer (CO): The CO is the only person with the authority to: enter into, administer, and or terminate contracts; make related determinations and findings on behalf of the government; and legally bind the government. The CO shall ensure that the contractor receives impartial, fair, and equitable treatment under this contract. The CO shall determine and document the final assessment of the contractor's performance in the government’s past performance tracking system.
Contracting Officer’s Representative (COR): A COR may be assigned to this contract to monitor all technical aspects and assist in contract administration. The COR may be authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communication with the Contractor concerning technical aspects of the contract;
issue written interpretations of technical requirements (without increasing or decreasing contract scope), including Government drawings designs, and specifications; monitor Contractor's performance and notify both the CO and Contractor of deficiencies; and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the contract or any resulting task order.
Security and Safety Requirements
10.0 Conduct of Contractor Personnel
The CO may require the contractor to remove from the work site any employee working under this contract for reasons of misconduct, security, or found to be or suspected to be under the influence of alcohol, drugs, or other incapacitating

Contractor employee shall be subject to dismissal from the premises upon determination by the CO that such action is in the best interests of the government. Such removal from the work site or dismissal from the premises shall not relieve the contractor of the requirement to provide sufficient personnel to perform the services as required by this PWS.
11.0 Safety
Contractor activities shall be conducted in a safe manner that minimizes accidents as well as any impacts on Government operations and members of the public. Contractor shall comply with applicable federal, state, and local codes and standards, including safety and occupational health requirements, as well as any additional specific requirement contained in this PWS.
Technical Requirements
12.0 Specific Tasks
General:
A. All in stream work and stream crossings shall occur between May 15 and July 15.
B. The contractor shall develop a Work Schedule and Safety Plan and submit it to the COR NLT 15 calendar days prior to work starting. An updated copy shall be provided to the COR as changes occur.
1. Work Schedule: Shall provide a timeline of the services to be provided under this contract.
2. Safety Plan: Shall address safety methods to be used to keep Forest Service, contractor personnel, improvements, and the public safe. Plan shall comply with and reference all applicable OSHA Construction and Workplace requirements.
3. Service Interruptions:
a. If any services must be interrupted (even temporarily), the Contractor shall notify the CO and
COR at least 3 business days in advance. If the service is due to an emergency breakdown, the Contractor shall notify the CO and COR as soon as practicable.
b. When returning to finish the work, the Contractor shall give 7 calendar days prior notice to the COR and CO for work to resume.
C. Spill Containment and Fuel Storage Plan:
1) Contractor shall provide an EPA/OSHA approved Spill Containment Kit and Hazardous Material Storage Plan to the COR and CO 15 calendar days prior to beginning performance.
2) If any fuel or oil are to be stored onsite (regardless of the amount), the Contractor shall prepare, and submit a EPA/OSHA approved Spill Prevention and Control Countermeasures (SPCC) Plan for the COR to review 15 calendar days prior to beginning performance.
3) Contractor is solely responsible for all clean-up costs of petroleum product spills within project vicinity area caused directly or indirectly by their employees or from their contract operations during the performance of this contract.
D. Asbestos Work Plan: Submit an Asbestos Work Plan, in compliance with the applicable asbestos regulations and publications, to the COR NLT 15 calendar days prior to work starting.
E. Soil Erosion and Sedimentation Control Plan
a. A written plan must be submitted to the COR NLT 15 calendar days prior to mobilization that provides permanent and temporary erosion control measures to minimize erosion and sedimentation during and after construction.
b. Provide soil erosion and sediment control measures according to the accepted submitted erosion and sediment control plan and this PWS.

c. Use coconut fiber matting for erosion control as an alternative to straw bales when practical. If straw bales are used, then provide “weed-free” straw bales. The CO or COR may request written documentation of methods used to determine the weed-free status of any and all materials furnished by the contractor. Contractor-provided expertise and methods to establish weed-free status must be appropriate for the weeds of concern in the local area.
d. Do not begin work until the necessary controls for that particular phase of work have been implemented.
Do not modify the type, size, or location of any control with out notifying the COR.
e. Incorporate all permanent erosion control features into the project at the earliest practicable time, as outlined in the approved plan.
f. When erosion control measures are not functioning as intended, immediately take corrective action to eliminate or minimize pollutants in storm water discharges from the project.
F. Contractor Furnished Equipment: All Contractor furnished equipment and vehicles to be used at the work site shall be cleaned and free of invasive species (noxious weeds), seeds, external grease and oil and shall be inspected prior to entrance onto federal government lands. The restriction shall include equipment and vehicles intended for off-road use, whether they are owned, leased, or borrowed by the contractor or subcontractor.

Task 1: Mobilization.
This work consists of moving personnel, equipment, material, and incidentals to the project and performing work necessary before beginning work at the project site. This work also includes obtaining permits, insurance, and bonds. The contractor shall be responsible for accounting for costs appropriately and for maintaining records, including supporting documentation, adequate to demonstrate that costs claimed have been incurred, are allocable to the contract, and comply with applicable cost principles in FAR subpart 31.2 and agency supplements. The CO may disallow all or part of a claimed cost that is inadequately supported.
Task 2: Ford Improvements.
Set back the slopes of the ford crossing on the road to the Corner Bay Administrative Site as shown on the Drawing in Appendix 2 to allow for construction equipment to cross. The location of this work is shown on Appendix 2 and the details for the work are shown on Appendix 2. No earthwork should be done within the 11-foot-wide stream channel unless the elevation of the channel at the crossing drops by more than six (6) inches. All excess excavated fill material that cannot be used on the roadway should be loaded, hauled, and disposed of at the old administrative site adjacent to the debris piles for future incorporation into the soil mounds.
Improve ford as shown in the drawing and maintain the upstream channel dimensions throughout the road-stream crossing (Appendix 2). Reshape the left bank to its pre-eroded condition. If more fill is needed, the contractor shall use sandy gravel excavated from the source shown on the drawings. Use rip rap that was excavated from the project area when setting back the slopes to armor the downstream end of the left bank.
On-site material may be used as embankment material if it meets the follow requirements: free draining material free of excess moisture, muck, frozen lumps, roots, sod, waste or other deleterious material. Additional embankment material is
Performance Work Statement (PWS) Page 5 of 12 not required for the project. Any temporary stockpile locations shall be outside the flood plain of the stream and above extreme high tide.
Task 3: Removal of Debris Piles Containing Asbestos Material: Crew Quarters/Warehouse Debris Piles and Miscellaneous Partially Intact Remains This work consists of removing debris from the Corner Bay site to include the Crew Quarters Debris Pile, the Warehouse Debris Pile and other Miscellaneous Partially Intact Debris located on top of the old foundation. See Appendix 1.
Crew Quarters Debris Pile: This pile contains ACM cement asbestos board (CAB) that has been rendered friable by the forces of previous construction activities. Broken fragments of CAB are mixed into the debris pile. This material is classified as friable regulated asbestos-containing material (RACM). The debris pile shall be handled in accordance with regulations for friable ACM and shall be disposed of as RACM.
Warehouse Debris Pile: This material may contain RACM and/or Asbestos Contained Material (ACM). The Contractor’s certified asbestos abatement professional(s) may inspect the Warehouse Debris Pile for cement board chips or any friable or nonfriable sheet vinyl. If any friable sheet vinyl or cement board is found within this debris pile, or if a certified asbestos abatement professional(s) does not inspect the pile, then all debris shall be handled and disposed of as RACM. If only non-friable sheet vinyl is discovered, and the sheet vinyl is not fragmented into small pieces or rendered friable, the sheet vinyl shall be segregated by the Contractor’s certified asbestos abatement professional and disposed of as RACM. If all sheet vinyl pieces can be segregated and the pile does not appear to be contaminated, the remaining non-contaminated debris can be handled and disposed of as C&D waste.
This task includes proper removal and disposal of all facility and site improvements, including building elements, foundations, utilities, and miscellaneous constructed features, and all traces thereof, not mentioned elsewhere in this Performance Work Statement.
Task 4: Removal of Garage Debris Pile and Miscellaneous Debris around the Site Perimeter (non-asbestos containing).
This work consists of removing debris from the Corner Bay site to include Garage Debris Pile and other Miscellaneous Site Debris around the Site Perimeter. Debris in these locations are not known to contain asbestos and can be handled and disposed of as inert C&D waste.
Task 5: Removal of Crew Quarters Foundation (In place).
This work consists of removing the Crew Quarters Foundation Remains, which are located below the Crew Quarters Debris Pile and Miscellaneous Partially Intact Debris. The foundation remains are not known to contain asbestos. If the foundation can be adequately cleaned after the Crew Quarters Debris pile is removed, and if the ACM sheet vinyl remaining on the first floor is abated, then the foundation remains can be handled and disposed of as inert C&D waste.
Task 6: Site Rehabilitation: Excavation, embankment, and revegetation.
A. Excavation and Embankment After all C&D and ACM materials are removed from the site and before any of the site rehabilitation is conducted, 6 inches of clean fill must be added on top of the areas that had friable ACM. This clean fill can come from other areas of the site that did not contain friable RACM and the 6 inches of clean fill must be applied the same day that the RACM is removed.
No areas that had friable RACM should be disturbed during swale construction and no other earthwork should be done in these areas that may spread friable RACM throughout the site.
Use existing on-site soil, not contaminated with ACM, to re-grade the entire administrative site to drain freely towards the salt-water beach after the demolition and removal tasks are complete. Construct up to four soil mounds on the decommissioned site, as marked on the ground by the CO after demolition and removal work is complete. Each soil mound shall not exceed 1,000 SF in area, 5 feet in height, and shall be shaped to match landforms representative of pre-disturbed conditions. Contractor to finish the soil mounds so as to have a smooth and uniform appearance. Material for soil mounds shall be from the existing site activities.
Contractor to slope, shape, and finish the soil mounds per the following:
Sloping. Leave all constructed or altered earth slopes with uniform roughened surfaces, with no noticeable break.
Round tops and bottoms of all slopes including the slopes of drainage ditches and swales. If a slide or slipout occurs
Performance Work Statement (PWS) Page 6 of 12 on a slope, remove or replace the material, and repair or restore all damage to the work. Bench or key the slope to stabilize the slide. Reshape the slope to an acceptable condition.
Shaping. Shape slopes to gradually transition into slope adjustments without noticeable breaks. At the ends of cuts and at intersections of cuts and embankments, adjust slopes in the horizontal and vertical planes to blend into each other or into the natural ground.
Finishing. Finish the re-graded or otherwise-altered ground surface to be smooth and uniform and shaped to conform to the typical sections. Maintain proper ditch and swale drainage.
Construct swales adjacent to soil mounds as needed to ensure positive drainage to the saltwater beach without creating any areas where water could pool.
Any excess excavation shall be disposed on Forest Service lands upon request and approval by the Contracting Officer.
B. Revegetation:
Apply seed mix and fertilizer.
Apply turf establishment to the areas shown on the plans within 14 days after completion of ground disturbing activities.
Seeded areas damaged by construction activities shall be reseeded within 10 days of the damage. Do not seed during windy weather or when the ground is excessively wet, frozen, or snow-covered.
Preparing seedbed: surface soil shall be roughened and moistened for favorable for germination and growth.
Seeding. Apply seed by the following methods:
• Dry Method.
• Do not sow when heavy rainfall is occurring or expected, the ground is too dry, or during windy periods.
• Where possible, seed when rain is forecasted to aid in germination.
• Apply seed evenly, at a rate of 25 pounds per acre in two intersecting directions. Rake in lightly. Do not seed in excess of that which can be mulched on the same day.
Apply fertilizer at a rate of 200 pounds of 10 – 20 – 10 (Nitrogen – Phosphorus P2O5 – Potassium) fertilizer plus 100 pounds of urea (46 – 0 – 0) per acre in all applications. The final analysis of this mix is 22 – 13 – 6.
Furnish and apply the following kinds and amounts of pure live seed:

*If Boreal Red Fescue or Arctared Fescue is unavailable, Fawn Tall fescue may be substituted. If Fawn Tall Fescue is unavailable, then the amounts of the available two may be adjusted to total 100%. Seed mixture contains no more than 0.01% other seed, whether identified or not.
Determine the pounds of seed to be furnished per acre by dividing the pounds of pure live seed required per acre by the product of the percent purity and percent germination.
Confirm seed mix and fertilizer product data with COR prior to ordering to confirm adherence to specifications above.

Optional Work This work may or may not be awarded during performance of the contract. If awarded it will be no later than 120 days after award date. If the government determines to exercise any option a letter of intent will be provided to the contractor no later than 10 days prior to the execution of the modification adding the work.
Option Task 1001: Removal of Crushed Metal Culverts This work consists of removing the Crushed Metal Culverts, located at the former Sort Yard as shown in the photos in Appendix 3 and quantities in Table 1 above.
13.0 Over and Above Work
Work not covered in Paragraph 12.0 of this PWS may be considered Over and Above Work. The contractor shall submit the following information for all over and above work: type of work required; detailed work description; specific location, estimated labor hours; materials required to complete the work, and proposed cost. Data shall be sufficient to satisfy contract requirements and obtain the authorization of the CO to perform the proposed work.
The contractor shall not proceed with over and above work until the Government promptly reviews the information submitted. The government will verify that the proposed work is required and not covered under the basic contract line item(s) and that the proposed corrective action is appropriate. The government will authorize over and above work as necessary and through the issuance of modifications to the contract, issuance of task orders, or use of government Purchase Card (GPC).
Additional Requirements
14.0 Travel
The Contractor shall be responsible for all travel to and from the work site locations.

The Contractor shall submit an electronic copy of all deliverables to the CO and COR in PDF format and phrased in layperson language. Below is a list of all deliverables outlining each objective and due date.

Performance Requirements Measures
16.0 Acceptable Performance
Acceptable performance is achieved if 97% of the requirement is successfully satisfied. The Contractor’s acceptable performance will be rated in COR reports and in the Contractor Performance Assessment Reporting System (CPARS) as Satisfactory, Very Good, or Exceptional.
17.0 Unacceptable Performance
Unacceptable performance is achieved if less than 97% of the requirement is satisfied (e.g., work specified by contract is incomplete or work is not IAW the PWS, task order, and manufacturer’s specifications). If the performance is deemed unacceptable for any objective (required task), the COR will determine the possible cause of this unacceptable performance. Unacceptable performance caused by actions of the Contractor shall be reported to the Contractor’s on-site representative and request its signature on documentation acknowledging notification. Unacceptable performance caused by actions of the Government shall not be held against the Contractor. If the Contractor disputes the results of surveillance, the COR must refer the Contractor to the CO for resolution. The Contractor’s unacceptable performance will be rated in COR reports and in CPARS as Marginal or Unsatisfactory.

Acceptance: The act of an authorized representative of the Government by which the Government, for itself or as agent of another, assumes ownership of existing identified supplies tendered or approves specific services rendered as partial or complete performance of the contract.
Business Day: Refers to any day in which government normal business operations are conducted. For this contract, a business day will be IAW PWS Paragraph 6.0, Government Regular Working Hours.
Calendar Day: Refers to the period of elapse time, using Coordinated Universal Time or local time that begins at midnight and ends 24 hours later at the next midnight.
Contracting Officer (CO): A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer. "Administrative Contracting Officer (ACO)" refers to a Contracting Officer who is administering contracts. "Termination Contracting Officer (TCO)" refers to a Contracting Officer who is settling terminated contracts. A single Contracting Officer may be responsible for duties in any or all of these areas.
Contracting Officer’s Representative (COR): An individual, including a Contracting Officer’s Technical Representative (COTR), designated, and authorized in writing by the Contracting Officer to perform specific technical or administrative functions.
Contractor: A supplier or service provider that enters into a contract with the Government to provide specific supplies or services to the Government. The term in this contract refers to the prime.

Day: Unless otherwise specified, it means a calendar day.
Defective Service: A service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
Equipment: A tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for the performance of a contract. Equipment is not intended for sale and does not ordinarily lose its identity or become a component part of another article when put into use. Equipment does not include material, real property, special test equipment or special tooling.
Facility: An establishment, structure, or assembly of equipment designated for a specific function; something designed, built, installed, etc., to serve a specific function affording a convenience or service.
Government-Furnished Property (GFP): Property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract.
Government Property: All property owned or leased by the Government. Government property includes both government-furnished property and contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.
Inspection: Examining and testing supplies or services (including, when appropriate, raw materials, components, and intermediates assemblies) to determine whether they conform to contract requirements.
Invoice: A contractor’s bill or written request for payment under the contract for supplies delivered or services performed.
Line Item: the basic structural element in a procurement instrument that describes and organizes the required product or service for pricing, delivery, inspection, acceptance, invoicing, and payment. The use of the term "line item" includes "subline item," as applicable.
Line Item Number: Either a numeric or alphanumeric format to identify a line item.
Non-Personal Services Contract: A contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Non-personal service contracts are authorized by the Government IAW FAR 37.012, under general contracting authority, and do not require specific statutory authorization.
Option: Unilateral right in a contract by which, for a specified time, the Government may elect to purchase additional supplies or services called for by the contract, or may elect to extend the term of the contract.
Over and Above Work: Work discovered during the course of performing decommissioning work that is within the general scope of the contract; not covered by the line item(s) for the basic work under the contract; and necessary in order to satisfactorily complete the contract.
Performance Objectives: Describe the work that is to take place.
Performance Requirements Summary (PRS): Identifies the key performance indicators of the contract that will be evaluated by the Government to ensure the Contractor meets standards.
Performance Standard: Describe the desired results that are to be achieved. A measure of comparison; an acceptability criterion; a benchmark or yardstick against which a service will be measured.
Quality Assurance (QA): Refers to the various functions, including inspection, performed by the Government to determine whether a contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Assurance Surveillance Plan (QASP): An organized written document used by the Government for quality assurance surveillance. A plan describing how the government will survey, observe, test, sample, evaluate and document the contractor’s performance in meeting critical performance standards identified in the contract.
Quality Control (QC): Refers to the various functions performed by the contractor to control and improve the quality of goods and services provided.
Quality Control Plan (QCP): An organized written document used by the Contractor for quality control. A contractor’s internal quality assurance procedures for measuring, tracking, reporting, and analyzing contract performance. A contractor’s QCP is separate from the government’s QASP.
Random Sampling: A method of looking at a few individual items in a lot to determine the quality of that lot against a standard.
Service Contract: A contract that directly engages the time and effort of a contractor whose primary purpose is to perform an identifiable task rather than to furnish an end item of supply.
Serviceable Condition: Refers to items that are usable; ready for use; in proper operating condition; durable; clean and in good condition; usable for its intended purpose.
Sub-Contractor: One that enters into a contract with a prime Contractor. The Government does not have privy of contract with the sub-contractor.
Work Request: Document prepared by the Contractor which describes over and above work being proposed.
Construction and Demolition Waste (C&D waste): Waste that is generated from construction, renovation, repair, and demolition of houses, large building structures, roads, bridges, piers, and dams. C&D waste is made up of wood, steel, concrete, gypsum, masonry, plaster, metal, and asphalt.
Non-regulated or Non-friable Asbestos-Containing Materials (ACM) Waste:
• “Category I - include packing, gaskets, resilient floor coverings, and asphalt roofing products that are not friable or likely to become friable during handling.
• Category II – include any other ACM that are not friable.”

Regulated Asbestos-Containing Materials (RACM): “Any friable asbestos material or nonfriable asbestos-containing material (ACM) that will be or has been subjected to sanding, grinding, cutting, or abrading or has crumbled, pulverized, or reduced to powder in the course of demolition or renovation operations. The handling and disposal of friable ACM is stringently regulated as the material poses the greater health risk to residents and workers. Friable ACM is more commonly referred to as regulated ACM (RACM).”
