Re: Hazardous materials sampling results from Corner Bay Camp on Baranof Island

Dear Erin, On 8 June 2022, I traveled to Corner Bay Camp to sample the bunkhouse demolition project for asbestos-containing materials. The camp is located just south of Tenakee Springs on the south side of Tenakee Inlet on Chichagof Island. Figure 1 shows the camp location. Demolition of the bunkhouse had begun previously but had halted due to concerns about materials discovered during demolition.

The bunkhouse being demolished was constructed in 1983. An asbestos management plan for the building was prepared in 1992 is included with this report. The structure was wood-framed with several modular sections on it. The modular sections were separated from the foundation and the site-built parts of the structure previously and were shipped to Hoonah, Alaska for reuse.

Demolition halted when the contractor knocked down a wall and discovered that two types of cement board had been hidden inside it, most likely part of a fire wall where the wood stove had been located. Forest Service personnel reviewed the 1992 asbestos management plN and discovered that some of the sheet vinyl identified in the 1992 report appeared to still be present in the building.

Samples of each type of cement board and the suspect sheet vinyl were collected for analysis for asbestos content by polarized light microscopy and were submitted to Atlas Laboratories, a NVLAP-certified laboratory located in Anchorage, AK.

The following materials were found to contain asbestos:

Panel-style cement board (1/4” thick) nailed to framing contains 20% chrysotile asbestos.

Sheet vinyl on the floor of the dining/lounge area contains 20% chrysotile asbestos, consistent with the results of the 1992 survey.

No asbestos was detected in the cement product embedded in metal lath. Sample results are attached for your records. Photos of each material are shown below.

MATERIAL CONDITIONS

The asbestos-containing cement board (type A1) is broken and the full quantity of it is unknown. Most likely it has broken and mixed in with building debris, as shown in Figure

2. This material appears to have been hidden in the south wall of the building.

The non-hazardous cement-on-lath material is broken and mixed into the debris pile, but can be handled as regular demolition debris. This material also appears to have been hidden in the south wall of the building.

The sheet vinyl flooring is torn in several locations on the north side of the bunkhouse and several pieces are missing. It is possible that the pieces will be recovered as full-size pieces, but they may also have been shredded during demolition.

RECOMMENDATIONS

A certified asbestos removal firm can assist you in setting up a plan for removal and disposal of the materials at Corner Bay Camp.

Both asbestos-containing materials are regulated by OSHA for removal and are regulated by EPA for disposal. Both materials must be handled by workers holding current Alaska Department of Labor asbestos abatement certification. All debris that has cement board chips mixed in must be collected and bagged for disposal as hazardous material. Adjacent debris piles need to be searched to find the missing sheet vinyl and it needs to be determined if this material has become shredded (friable). If the sheet vinyl has become friable, all waste piles that contain any remnants of sheet vinyl must be disposed of as asbestos-contaminated debris. Removal of the sheet vinyl remaining on the floor also needs to be accomplished before demolition of the structure can continue.

BACKGROUND INFORMATION:

The Corner Bay Bunkhouse is located at the Corner Bay Logging Camp, Alaska. The facility is used to house SRD employees.

INSPECTION:

The Corner Bay Bunkhouse was inspected for asbestos in 1992 by Ray Wiggins, a USFS employee and certified asbestos inspector on a 4 week detail from the Coronado National Forest.

The management option for the ACM in this facility is to monitor and remain in place.

The linoleum floor tiles are not a hazard as long as it remains in good condition and is undisturbed. The maintenance staff will discuss any construction, renovation, maintenance or repair involving the ACM with the asbestos coordinator in advance.

The coordinator will ensure that recommended procedures and safety precautions are followed.

SIGNING:

The required identification sign for ACM’s remaining in buildings must be displayed.
