Performance Work Statement (PWS)

For

USSOCOM Barrier System Maintenance

13 July 2022

Place of performance: HQ USSOCOM, MacDill AFB, FL 33621

SECTION 1.0 DESCRIPTION OF SERVICES

1.1 Scope of Work:

1.1.1 The contractor shall provide all personnel, tools, material, supervision, and other items as necessary to perform manufacturer recommended monthly, quarterly, and annual maintenance on the following equipment at MacDill AFB, FL

• (12) DSC-800 Delta Security Bollard System

• (20) DSC-800 Delta Manual Assist Bollards

• (55) DSC-2000 Delta High Security Barrier System

• (2) TW2015 Delta High Security Surface Mount Barriers

• (18) DSC-720 Delta Hydraulic Bollards

• (3) DSC-720 Delta Manual Assist Bollards

• (5) Manual Assist Bollards

• (14) Delta Hydraulic Pumping Units

• (14) LED Traffic Lights Red/Yellow (6-8” and 8-12”)

• (14) Sump Pumps

• All related Delta components and options sold with system

Maintenance shall be performed per manufacturer requirements with annuals on each HPU receiving a hydraulic fluid change. SOCOM is green oriented and uses Mobil 224H Bio-degradable vegetable based hydraulic fluid in the hydraulic barricades and contractor should use same or equivalent fluid meeting manufacturer specifications. Contract for one year plus four option years. During normal business hours, no additional labor charges shall be incurred for the duration of the contract. Weekends, holidays, and after-hour charges may apply.

1.2 Specific Tasks

Contractor will perform all Manufacturer recommended maintenance to each barricade, HPU, and bollard to ensure proper operation of SOCOM’s Barricade System. If called out in the manufacturer’s technical manual the task shall be completed by the contractor regardless of complication or accessibility.

It is up to the contractor on how best to complete the task to meet the requirements. If necessary, bollards shall be removed to ensure tubes are clean and clear of debris per manufacturer direction.

1.2.1 Proprietary/Administrative Access. SOCOM utilizes a unique custom designed automated control system which has proprietary programming. Proprietary access to all electronic touch panels and controls is mandatory in order to service, modify, edit, synchronize, test, audit, and administratively control all aspects of the entire barricade system throughout the USSOCOM Compound.

1.2.2 Monthly Maintenance Services: Meet manufacturer recommended maintenance for each system and shall include additional funding for quick repairs of hoses, sumps, and electronics.

1.2.3 Quarterly Maintenance Services: Meet all manufacturer recommended monthly maintenance and during every third visit (quarterly) the oil filters will be changed on each HPU. Funding shall be included for quick repairs of hoses, sumps, and electronics.

1.2.4 Annual Maintenance Services: Meet all manufacturer recommended maintenance and shall include hydraulic fluid change, filter change, and funding for quick repairs of hoses, sumps, and electronics.

1.2.5 SUBMITTAL ITEMS AND REQUIRED REPORTS:

a. Submittals:

The Contractor shall submit tentative annual preventive maintenance schedule to include which system will be worked on what day. ie: Monday – VIP Ent & Exit bollards. Tues – 493-

Barricades – Wed….

The Contractor shall provide a checklist for each barricade/bollard system serviced under this contract. Checklist should show all tasks performed, any parts replaced, or any findings observed.

The Contractor shall submit comprehensive dated service reports of all equipment serviced under this agreement, listing services performed, parts used, and overall site conditions along with the completed checklists for each providing a monthly, quarterly, and annual maintenance history of performed.

The Contractor shall submit a service order and quote for any issues found during maintenance that requires extensive repair ie: accumulator replacement. SOCOM representative will address funding and once approved will contact the contractor to schedule repairs.

b. Required Reports:

Service Reports: Contractor shall provide "USSOCOM" with a dated service report of all equipment serviced under this agreement, listing services performed, parts used, and overall site conditions along with the completed checklists within two business days after the completion of the maintenance visit

Service Orders: Service orders and quotes must be submitted withing five business days

Training: If requested, contractor must provide proof or training which shall include the make, model, and date trained.

SECTION 2.0 SERVICES SUMMARY:

All maintenance shall be performed in accordance with manufacturer recommended monthly, quarterly, and annual requirements. Each barricade\bollards shall be maintained in operational condition and all service\emergency request calls shall be answered within required timelines unless otherwise agreed upon between the COR and contractor. Operational is defined as all barrier systems being fully functional

(Green or Yellow(degraded) status) at the Access Control Point (ACP). Operational downtime shall begin once the Contactor is notified of the non-operational barrier.

An ACP that has a barrier system for the inbound and outbound lanes must have the barrier systems rated as Green or Yellow, to meet this requirement. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success. The Government expects the Contractor to perform at the acceptable levels throughout the life of the contract. See table below.

SECTION 3.0 GOVERNMENT-FURNISHED PROPERTY (GFP) AND SERVICES:

3.1 GOVERNMENT PARTS

The Government may provide parts/items for repairs to the Contractor. The Government is under no obligation to provide any parts/items for repairs to the Contractor; however, if parts/items are available, the Government may decide to make these available to the Contractor. If parts/items are made available to the Contractor, these parts/items will not be considered Government Furnished Property because the items are incidental to the place of performance, Contractor personnel will perform work related to this contract on a Government installation, and the parts/items used by the Contractor will remain accountable to the Government. As part of the PM task, the Contractor shall recommend a list of long lead time parts/items (defined as parts/items with a delivery period in excess of two (2) weeks) for the

Government’s consideration for storage on-base. The Government is under no obligation to store any long lead time parts/items for repairs on-base. The Government may store long lead time parts/items for repairs on-base only when the CO determines that it is in the best interest of the Government. Any long lead time parts/items will be initially procured and replenished as required using the SO procedure.

3.2 GOVERNMENT SUPPORT SERVICES

SOCOM BARRICADE MAINTENANCE

4.1 MAINTENANCE. The Contractor shall, in accordance with standard practices, inspect the equipment listed above and make such adjustments as may be necessary to maintain the equipment in normal operating condition to meet manufacturer recommendations, provided that such inspections, services and maintenance are made to the equipment by a Delta Scientific Corporation certified factory trained representative. Services shall be performed during normal working hours (07:00 - 15:00), Monday through Friday, (unless work greatly impedes the flow of traffic) during the period of this contract.

4.2 WARRANTY OF WORK. The Contractor shall guarantee that any new parts and equipment delivered and installed shall be free from defective materials, design, and workmanship for a period of 90-days from the date of installation. The Contractor shall promptly furnish replacements parts and correct defects in design and workmanship upon receipt of notice from the SOCOM Representative concerning failure of any part of the system during the guarantee period.

4.3 LOCATION. The work sites are located at HQ United States Special Operations Command, MacDill

Air Force Base FL. (MAFB). The work shall include providing all labor, transportation, and materials to perform all work in accordance with these specifications. Maintenance agreement shall include all Delta

Scientific Corporation installed barrier systems and Delta Scientific Corporation installed supporting equipment at these locations.

4.4 INTERFERENCE. The Contractor shall not service barriers in a manner that completely denies entrance and egress to any HQ USSOCOM gate without prior coordination and authorization through the

Security Management Office. The Government will prescribe the sequence of barriers to be certified and will make reasonable efforts to allow the contractor maximum access to the work area. A USSOCOM liaison will be available to interface with security personnel. This is to facilitate the contractor in performing their contracted responsibilities.

4.5 SCHEDULING. The Contractor shall provide a proposed annual maintenance schedule upon contract award. When scheduling permits, the Contractor shall provide a finalized maintenance date two weeks prior to commencement of work. Schedule should be detailed enough to provide SOCOM with dates that each barricade\bollard will be worked on.

4.6 DISPOSAL. Debris and rubbish shall be disposed of off MacDill AFB in compliance with Federal, State and local disposal regulation. All petroleum products removed as part of the maintenance or used by contractor requiring disposal (used oil and cleaners) shall be turned into an authorized recycling center or removed by a recycling agent. The Contractor shall provide the company name and amount recycled to the Base Contracting Officer if requested. Used, environmentally safe, vegetable based hydraulic oil may be disposed of by the contractor.

4.7 PRODUCT DATA. The manufacturer’s maintenance agreement covering specific maintenance procedures and routine function checks shall be submitted to the Security Management Office prior to commencement of work.

4.8 SECURITY. All personnel employed by the contractor in the performance of this contract or any representative of the Contractor entering MacDill AFB shall abide by all security regulations of the installation. Valid Registration and proof of insurance for personal vehicles requiring access to MacDill

AFB is required prior to access. When any employee no longer works for the Contractor at the installation, the Contract Manager shall return a Government furnished identification if issued, to the

Government. These passes are at no cost to the Contractor. The use of photographic equipment is forbidden without express consent of the USSOCOM Representative.

4.9 EXCLUSIONS.

a. Service required by causes other than normal use.

b. Vehicle detection loops.

c. Equipment damaged or rendered inoperable because of damage due to vandalism, vehicular damage, lightning, fire, theft, or by causes other than normal use.

4.10 SERVICE CALLS, SERVICE ORDERS

Service Calls shall be separated into two (2) different categories: Emergency and Routine. The difference between Emergency and Routine is the on-site response time of twelve (12) hours for Emergency Service

Calls versus twenty-four (24) hours or 1000 hours (the ordering installation’s local time) the next business day (whichever is greater). At a minimum, Labor costs for four service calls shall be included in this contract. The Government reserves the right to take emergency or routine actions necessary utilizing its own resources to correct any situation that can cause injury, death, or property damage, or impede traffic flow or installation security.

4.11 EMERGENCY SERVICE. The Contractor shall respond by phone to emergency calls as soon as possible or within three (3) hours of initial notification to assist in securing the facility. For emergency problems that cannot be cleared over the phone, the contractor shall be on site within 12 hours of initial notification with parts needed for repair. The Service Call shall be designated an emergency if a repair is required to correct a situation that can cause injury, death, or property damage, that can impede traffic flow at a barricade (example, an bollard stuck in the upright position), or due to security threat levels.

Response time to such calls shall be 12 hours or less portal to portal during normal business hours of 0700 hours to 1500 hours Monday through Friday or NLT 0800 next business day if agreed upon with SOCOM representative.

4.12 ROUTINE SERVICE

All other Service Calls shall be classified as Routine

4.13 REPLACEMENT PARTS. All replacement parts required for the maintenance services in paragraph 1 shall be Delta certified replacements, all replacement parts exceeding quarterly/annual limits shall be pre-approved and paid for on a case-by-case basis through the Security Management Office prior to their installation. If the barriers cannot be returned to operational status within six (6) hours and under the $750 minor parts/call threshold included in the FFP Service Call, the Contractor (Lead

Technician) shall provide the CO/COR with a repair plan before the Contractor leaves the site.

After leaving the site, the Contractor shall provide the repair plan’s estimate and schedule for the proposed SO (per PWS Section 8.2) within 48 hours of the Lead Technician’s visit unless otherwise negotiated at the Task Order level.

4.14 CDC PROTOCOLS. Until otherwise notified, personnel must adhere to the Centers for

Disease Control protocols regarding health protection while performing services. Measures include minimizing crew size to enable social distancing, wearing face covers. routine cleansing of frequently touched surfaces and practicing good hand hygiene. Report health issues for necessary contact tracing to Public Health and inform the Contract Officer of potential COVID -

19 contamination.

Contractor should be aware of any system, technical, or operational changes that may occur to these references throughout the term of the contract and adjust the maintenance checklist accordingly.
