About this file
This is a Performance-Based Work Statement for well abandonment services required by the U.S. Geological Survey Maryland-Delaware-Washington, D.C. Water Science Center. The contracting agency seeks a licensed drilling contractor to properly abandon a monitoring well located in Easton, Maryland within a 30-day performance period. The well is 371 feet deep and presents special challenges due to bridged bentonite material at approximately 60 feet below land surface that must be addressed through specialized procedures.
The contractor must execute abandonment work in strict compliance with Maryland Department of the Environment, Water and Science Administration standards and Talbot County Health Department requirements. Technical work includes sealing material pumped continuously from 371 to 205 feet below land surface, overdrilling the 2-inch portion from 205 to 60 feet, and sealing continuously from 205 feet to land surface. The contractor must submit the scope of work via email a minimum of seven days prior to work initiation and provide 48 hours' notice before starting. All derived waste must be disposed of off-site, and the work site must be cleaned upon completion with affected ground surface regraded and seeded as necessary. A Water Well Abandonment Sealing Report must be completed and submitted 45 days after sealing. The contractor must maintain current state, county, and local drilling licenses and will be held liable for any damages. Vendor evaluation will be based on technical capabilities and price, with the deadline to be determined by solicitation.
