About this file
This document is Standard Form 30 (Amendment of Solicitation/Modification of Contract) dated July 24, 2026, issued by the USGS OAG Reston Acquisition Branch for solicitation 140G0126Q0222. The amendment extends the deadline for receipt of offers and includes Questions and Answers clarifications regarding a monitoring well abandonment project in Easton, Maryland.
The contract involves monitoring well abandonment services with specific technical requirements for casing configuration and grouting procedures. Key clarifications provided address: the 2-inch PVC casing begins at 61 feet below ground surface with a reducing connection and extends to 361 feet; contractors must break through a bridge near 60 feet and grout by tremie from 371 to 205 feet, followed by overdrilling from 205 to 60 feet; investigation-derived waste may be temporarily staged at the site; standard Maryland waste disposal standards apply without requirement for pre-disposal sampling; contractors may select any properly licensed disposal company; and overdrilling to 60 feet is required to remove casing and hydraulically conductive material for a complete seal above the clay confining unit, with traditional sealing requested for the remaining 6-inch PVC casing from 60 feet to land surface. The technical specifications and sealing methods are defined by regulatory objective. Inquiries should be directed to Susan Ruggles at sruggles@usgs.gov.

MONITORING WELL ABANDONMENT, EASTON MD
140G0126Q0222 Amendment 1: Questions & Answers
Question 1. Does the 2-inch PVC casing begin at approximately 61 feet below ground surface through a 6-inch-to-2-inch reducer, or does the
2-inch casing extend to the surface?
Answer 1. 2-inch PVC begins at 61' below ground surface with a reducing connection.
Q2. Please confirm the total depth and configuration of the 2-inch PVC casing.
A2. 2-in PVC extends from 61-feet to 361-feet below ground surface.
Q3. At the bridge near 60 feet below ground surface, should the contractor clear or drill through the bridge to place the tremie pipe and grout from 371 feet to 205 feet, followed by overdrilling from 205 feet to 60 feet? Or should the contractor drill to 371 feet and grout the entire borehole?
A3. Break through the bridge and grout by tremie from 371 to 205-feet, followed by overdrilling from 205 up to 60-feet with tremie from 205 to surface.
Q4. May drums containing investigation-derived waste be temporarily staged at the well site until disposal?
A4. Yes.
Q5. Is sampling or laboratory testing of the waste required before disposal?
A5. Standard waste disposal standards for
Maryland applies, this was an observation well for a drinking aquifer.
Q6. Is there a specific waste hauler the contractor must use, or may the contractor select a properly licensed disposal company?
A6. No, the contractor may select a properly licensed disposal company
Q7. What is the technical basis for requiring overdrilling to 60 feet specifically, rather than sealing directly against the existing
2-inch casing over that interval?

A7. The technical basis for overdrilling the well below 60' is to remove the casing and any hydraulicly conductive material entirely from
60' down to 205' for a complete seal above the clay confining unit. The remaining casing from
60' to land surface is 6" PVC and traditional sealing is requested for this interval.
Q8. Was this depth determined by MDE, the
Talbot County Health Department, or USGS, and is there flexibility to propose an alternative sealing method that achieves the same regulatory objective?
A8. The depth was defined by regulatory objective as detailed above.
