Attachment #1 – Performance Work Statement

Performance Work Statement (PWS) for

Airlift Support Services 2 June 2020

1. DESCRIPTION OF SERVICES

1.1. The contractor shall provide all personnel, personal equipment, tools, materials, supervision, and any other items and services required to successfully perform Pararescue Airlift Support services as outlined in Section 4 and to meet the tasks, standards, and conditions requirements of the Career Field Education and Training Plan (CFETP) Air Force Specialty Code 1T2XX, Pararescue, Specialty Training Standard, Specialty Index 3 Aircraft Operations; and Air Force Specialty Code 13DXX, Combat Rescue Officer, Specialty Training Standard, Specialty Index 3 Aircraft Operations.

2. OBJECTIVES

2.1. Provide Pararescue personnel with one (1) each C-23B Sherpa or equal capacity aircraft(s) and aircrew(s) for Military Free Fall (MFF) High Altitude Low Opening (HALO), High Altitude High Opening (HAHO), and Double Bag Static Line (DBSL) Proficiency Training located within the continental United States.

3. SCOPE

3.1. The Government requires a qualified contractor to provide a minimum and a maximum of aircraft blade hours during the contract period of performance.

3.2. The Air Force maintains the right to separate the flight hours into a day block of training, followed by an aircraft shutdown period, and finish with a night block of training to meet mission requirements during the contract period of performance.

3.3. Any repositioning time shall be separate from the total cost per hour; individual line items will be used for repositioning during the contract period of performance.

3.4. The Air Force maintains the ability to re-schedule training flight hours as needed during the contract period of performance.

3.4.1. The Government Contracting Officer’s Representative (COR) will adhere to a minimum 72hr notice to the contractor of any changes to training flight hours.

4. REQUIREMENTS

4.1. QUALIFICATIONS. The contractor shall be U.S. Air Mobility Command (AMC) approved, to include aircrew certifications, licenses and qualifications to provide the following:

4.1.1. The aircrew shall be proficient in current military static line and freefall parachuting tactics and procedures relating to aircrew and jumpmaster interface/coordination in accordance with Air Force Instruction (AFI) 11-410 (AFI 10-3504 will replace AFI 11-410 when rescinded), Personnel Parachute Operations, and Army Technical Publication (ATP) 3-18.11, Special Forces Military Freefall Operations.

4.1.2. The contractor shall be Department of Defense (DoD) approved commercial operators to include aircraft certifications and licenses in accordance with Department of Defense Instruction (DoDI) 4500.53, DoD Commercial Air Transportation Quality and Safety Review Program, and listed on the Paratroop Commercial Operator Listing.

4.2. PILOT. The pilot shall meet the following qualifications:

4.2.1. A minimum 100 hours experience performing military airdrop operations.

4.2.2. Possess and maintain a U.S. Commercial Pilots License with associated Federal Aviation

Administration (FAA) certificates that coincide with rating.

4.2.3. A Multi-Engine Rating Pilot License with associated FAA certificates that coincide with rating.

4.3. AIRCREW QUALIFICATIONS. The contractor shall provide qualified aircrew to perform all contract requirements. The aircrew operating the aircraft must be licensed to fly that type of aircraft in CONUS. All aircrew personnel shall be United States citizens with citizenship verifiable by provision of birth record or passport. Aircrew shall have oxygen systems (portable or permanent). The Aircraft must have valid certification to fly in United States and will be used for free fall or static line use.

4.4. AIRCRAFT REQUIREMENTS. The type of aircraft shall possess the following features/specifications:

4.4.1. U.S. Air Mobility Command (AMC) approved to include aircrew certifications and licenses.

4.4.2. Side mounted troop seats/side-facing seats (military style canvas/nylon seats with extended length seats) for sixteen (16) parachutists per lift.

4.4.3. At a minimum, standard VHF/AM radios are required with UHF radio preferred and, if available, Global Positioning System (GPS) Navigation.

4.4.4. Parachute jump lights (red/green) must be in cargo compartment for jumpmaster/aircrew coordination.

4.4.5. Aircraft must have a cargo compartment capable of accommodating sixteen (16) parachutists and portable oxygen console.

4.4.6. There must be intercom communications between aircrew and jumpmaster.

4.4.7. The aircraft must be configured for over the ramp static line operations. Aircraft must have static line cable and retrieval system. Static line cables must be permanently installed;

temporary installations are not acceptable. Aircraft must be capable of deploying nine (9) Double Bag Static line (DBSL) jumpers in one single pass. Adherence to United States Air Force Air Combat Command Flight Crew Information File 16-02 is mandatory.

4.4.8. Aircraft must be configured for day and night HALO/HAHO operations.

4.4.9. Aircraft must be capable of air drop operations up to 19,999 feet MSL via ramp.

4.4.10. The aircraft ramp must have a non-skid surface.

4.4.11. Aircraft must have side door suitable for spotting. Side door must be capable of opening and closing during flight.

4.4.12. Aircraft must have ramp and door for jumper’s exits.

4.5. DELIVERABLES. The contractor shall provide the following:

4.5.1. Clean and serviceable aircraft with qualified aircrew

4.5.2. Insurance coverage to include parachute and HALO/HAHO/SL operations per

USTRANSCOM DoD certification.

4.5.3. Contractor shall provide Oxygen for pilots.

4.6. GOVERNMENT PROVIDED ITEMS, EQUIPMENT and MATERIALS.

4.6.1. The Government will provide a drop zone medic and medical equipment in accordance with AFI 13-217, Drop Zone and Landing Zone Operations.

4.7. The contractor is not authorized to purchase fuel nor re-fuel contract aircraft utilizing

Department of Defense and/or United States Air Force owned and operated fuel systems or equipment.

4.8. The cost of the contractor's lodging and per diem and the cost of aircraft movement to and from the staging location shall be included in the contract price. Operations will begin and end at the pre-coordinated staging locations. It is recommended that the aircraft remain at that location through consecutive block times, but this is not mandatory.

5. SAFETY

5.1. Nothing in this PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this description of supplies shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract. Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the trip lead, the Contracting Officer and COR. A formal Accident Investigation Report shall be submitted to these personnel in accordance with PWS Paragraph 9.4.1 below and the contractor shall fully cooperate with Government

5.2. All training supporting Pararescue air operations must be fully compliant with the policies and procedures contained within DODI 4500.53, Air Force Manual (AFMAN) 11-411, Special Forces Military Free-Fall Operations (ATP 3-18.11), TC18-11, AFI 10-3504 and AFI 11-410.

5.3. The Government will not sign any release forms, as Government liability is governed by the contract and applicable Federal laws and regulations.

8. APPLICABLE PUBLICATIONS AND FORMS. The Government will furnish all required publications, to the contractor upon request in order to perform the previously mentioned duties. However, the contractor shall maintain and update all publications to successfully perform Pararescue Airlift Support services. 9. GENERAL INFORMATION

9.1. Recognized Federal Holidays. The contractor is not required to perform routine services on the following federal holidays, or the day set aside for observance, but there may occasions when the contractor is required to perform services on Federal holidays, in emergency situations or to support specific mission needs.

9.1.1. If a federal holiday falls on a Saturday, the preceding Friday will be observed. If a federal holiday falls on Sunday, the following Monday will be observed. If a federal holiday falls on a scheduled service day, the contractor is responsible for rescheduling services for the first day after the holiday observance. The COR will provide adequate notification, when possible, when work is required on a federal holiday.

9.2. Continuation of Essential DoD Contractor Services During a Crisis. In accordance with

Department of Defense Federal Acquisition Regulation Supplement (DFARS), Subpart 237.76, Continuation of Essential Contractor Services, the Government has determined that contract services described in this PWS are not mission essential and do not require the contractor’s continued support during a crisis.

9.3. Contractor Personnel

9.3.1. Contract Manager. The contractor shall designate a primary, and at least one alternate, contract manager, who is responsible for contractor-performed services. The contract manager shall be available to Government personnel during normal business hours. The contractor shall submit the names and phone numbers of the primary and alternate contract manager, in writing, to the Contracting Officer upon contract award.

9.3.2. Personnel. Contractor personnel shall present a neat appearance and shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.

9.3.3. Employee Restrictions. The Government is authorized to restrict employment under the contract of any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

9.3.4. The Contracting Officer reserves the right of the Government to restrict the employment under the contract of any contractor employee or prospective contractor employee identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

9.3.5. Military Members. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment.

Military reservists and National Guard members are may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform services. The absence of these personnel at any time shall not constitute an excuse for nonperformance under this contract.

9.3.6. Illegal Aliens. In accordance with the Air Force Installation Security Program (FOUO), illegal aliens are unauthorized on all Air Combat Command military installations, including DMAFB.

The contractor shall not hire illegal aliens to perform contract services on DMAFB, nor attempt to bring illegal aliens on the installation. Illegal aliens found on DMAFB shall be immediately detained by base security forces and barred from the installation. Corrective/punitive action will be taken against the contractor and the illegal alien if the contractor hires illegal aliens to perform contract services on DMAFB. Foreign nationals are only to be granted un-escorted access with explicit written authorization from the installation commander, on a case by case basis, in accordance with AFI 31-101, Integrated Defense.

9.3.7. Contractor Employee Conduct. The Government reserves the right to require removal from the installation any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform contract services.

9.3.8. Communication. Contractor employees shall maintain open, professional, and respectful communication with military personnel, Government civilian employees, customers, and other contractor employees. Contractor employees are required to identify themselves as a contractor at all times while on the job, (e.g. in the workplace, when attending meetings, when answering Government telephones, in e-mails, or when making phone calls on behalf of the Government).

9.3.9. Coordination with Other Contractors. The Government may undertake or award other contracts for additional work, and the contractor shall fully cooperate with such other contractors and Government employees and carefully schedule work under this contract to such additional work as may be directed by the Contracting Officer. The contractor shall not commit or permit any act, which will interfere with the performance of work by any other contractor or by any Government employee. The Contracting Officer shall resolve all work schedule conflicts between this contract and the additional work contract(s) awarded to other contractor (s). The Contracting Officer shall provide written direction to the contractor to reschedule work when required.

9.4. Safety. The contractor shall comply with all local, state and federal laws and safety regulations.

Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the contractor’s obligation, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities. The contractor is responsible for providing contractor employees with all necessary/required personal protective clothing and equipment.

9.4.1. Safety Report. The contractor shall provide a verbal report to the Contracting Officer as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. The contractor shall provide a completed copy of required Accident Investigation Reports to the Contracting Officer within five calendar days of each occurrence and fully cooperate with Government accident investigators.

9.4.2. Fire Prevention and Safety. Contractor employees shall comply with the Occupational Safety and Health Act (OSHA), DMAFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program.

9.4.3. Smoking in AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in Air Force facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

9.5. Security Requirements

9.5.1. Antiterrorism Awareness Training. Level I – Antiterrorism (AT) Awareness Training is available to all contractor employees. Non-Common Access Card (CAC) holders can accomplish Level 1 - AT Awareness Training at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf.

Additionally, contractor employees may contact the Government sponsoring agency’s Unit Antiterrorism Representative (UATR) to request Antiterrorism Awareness Training material.

9.5.2. Physical Security. The contractor is responsible for safeguarding all Government property provided for contractor use. Areas controlled by contractor employees shall comply with base Operations Plans/instructions for Threat Condition (THREATCON) procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all Government property, including controlled forms, provided for contractor use. At the end of each work shift, the contractor shall secure all Government facilities, equipment, and materials.

9.5.3. Reporting Requirements. Contractor personnel shall immediately report to an appropriate

Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor personnel are required to review suspicious activity reporting procedures. Contact the Government sponsoring agency’s Unit Antiterrorism Representative (UATR) to request Suspicious Activity Reporting training material. Contact the Base Defense Operation Center (BDOC) to report actual suspicious activity at 520-228-3200.

9.5.4. Protection of Personally Identifiable Information. Personally Identifiable Information (PII) refers to information that can be used to distinguish or trace an individual’s identity either alone or when combined with other information that is linked or linkable to a specific individual. PII may range from common data elements such as names, addresses, dates of birth, and places of employment, to identity documents, Social Security numbers (SSN) or other government-issued identity, precise location information, medical history, and biometrics. The contractor shall protect all PII encountered in the performance of services in accordance with Department of Defense Directive 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program. If a PII breach results from the contractor's violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals who's PII has been compromised.

9.5.5. Pass and Identification Items. The contractor shall ensure that all necessary pass and identification items required for contract performance are obtained for contractor employees and non-Government owned vehicles.

9.5.6. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from contractor employees that depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.) and turn them in to the issuing office. Once contractor employees are no longer employed, the contractor shall notify the issuing office of the termination immediately.

9.5.7. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of seat belts is mandatory for all vehicle occupants. The use of cell phones is prohibited while driving on base, unless the phone is a hands-free cell phone.

9.5.8. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

9.5.9. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.

9.5.10. For Official Use Only (FOUO) Material. If the contractor determines that unauthorized personnel have access to For Official Use Only (FOUO) material, such as the Base map or CVC access, the contractor Site Manager will immediately notify the Contracting Officer and cooperate fully with any investigation. The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program. This regulation establishes policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

9.5.11. Main Base Access. Current security access restrictions require all contractor vehicles to enter through the Swan Gate only. Contractor vehicles may be subject to search prior to gaining base entry. The contractor should plan and allow for 40 minute (average) delays as a result of increased and ever-changing security procedures.

9.5.12. Contractor Travel on the Installation. Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on the installation only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart the installation.

9.6. Environmental Protection Compliance

9.6.1. Environmental Laws and Regulations. The contractor shall comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations/requirements change during the term of the contract, the contractor shall comply with such law/regulation as changed. The contractor is responsible for any penalties, fines, etc. resulting from violations. The contractor shall immediately notify the COR when violations occur, and cooperate fully with fire department personnel and Government investigators.
