About this file

This Performance Work Statement (PWS) details a 5-day sUAS (small Unmanned Aerial Systems) Manufacturing Course to be conducted at Cannon AFB in May 2025 for 16 students. The training requires a contractor to provide comprehensive instruction on sUAS concepts, including fundamentals of drone manufacturing, radio control, battery safety, soldering techniques, drone flying, programming, and machine learning model integration using PyTorch within Jupyter Notebooks. The course demands that at least 90% of students demonstrate proficiency in each skill area, with a strong emphasis on open-source software and avoiding vendor-specific technological lock-in.

The contractor must supply extensive equipment for each student, including sUAS frames, electronic components, batteries, tools, and first-person view (FPV) equipment. Additional requirements include FAA certification, prior military training experience for instructors, expertise in sUAS wireless communication, and ability to execute automated flight missions. The training will operate from 0800-1700 daily, with the contractor responsible for curriculum development, classroom setup, and providing all necessary instructional materials and equipment. The opportunity is set aside specifically for Service-Disabled Veteran-Owned Small Businesses under NAICS code 611512.
