ATTACHMENT 1

Purchase Document

A. OBJECTIVES

The United States Department of Agriculture, Agricultural Research Service located in Beltsville, Maryland requires ten (10) Tractors, two (2) Skid loaders, one (1) Self-propelled mower conditioner, and one (1) Self-propelled Sprayer for agricultural use with horsepower (HP) ranging from 70 to 175 power-take–off (PTO). Three (3) tractors are required to have front-end loaders. This requirement is for a one-year lease with four option renewals. Tractors are used in the cultivation of experimental crops, production of feed for experimental livestock, and related activities. Agricultural operations include, but are not limited to, soil preparation, planting, cultivation, fertilization, spraying, mowing, harvesting, materials handling, etc.

B. OVERALL REQUIREMENTS

1. The Contractor shall provide new, unused, current production tractors that shall be the manufacturer’s standard commercial product.

2. All tractors shall be equipped with diesel engines, engine block heater, vertical exhaust, toolbox, collapsible mirrors, grill guard and new fire extinguisher.

3. Tractor specifications in Table 1 in reference to PTO horsepower (HP)

(min), Weight (min) and Hydraulic Pump (GPM – gallons per minute) should be based on the Nebraska Tractor Test (NTT) or Organization for Economic Cooperation and Development (OECD).

4. All equipment shall be furnished with slow moving vehicle emblems, warning lights, turn signals and shall comply with requirements of the Occupational Safety and Health Administration (OSHA), U.S. Department of Labor.

5. Tire size for each tractor has been specified to accommodate specific field and row crop conditions.

6. Tables 1-4 list the specific requirements for each type of equipment needed, while Table 5 lists the estimated hours of use by each piece of equipment.

C. SERIAL NUMBERS

At the time of delivery, the Contractor shall furnish the Contracting Officer’s

Representative (COR), with a copy to the Contracting Officer. (CO), a listing of the serial numbers of all tractors and equipment delivered.

D. CONTRACTOR MAINTENANCE

The Contractor shall be or shall provide a local service representative to facilitate repair and maintenance services. The response time for maintenance service by the Contractor shall be 48 hours after a request for assistance. The repairs and costs of repairs (including transportation), except when the government is negligent, shall be the responsibility of the Contractor.

The Contractor shall maintain the equipment according to the manufacturer's service recommendations of the manufacturer. During the terms of this lease, this shall include the cost of all filters and lubricants needed for normal scheduled maintenance.

The warranty for tractors and equipment shall be the manufacturer’s standard warranty. Should the manufacturer’s warranty not cover the entire period of the contract, the Contractor shall provide extended warranty coverage through the end of the contract. The extended warranty shall be equal in scope to that provided by the manufacturer.

E. MAINTENANCE BY THE GOVERNMENT

The Government will use the equipment in a careful and prudent manner, properly lubricate moving parts as instructed in the manufacturer’s literature, properly house when not in use, and always operate by or under supervision of experienced and competent operators. The Government will confine the use of equipment to projects under its direction.

During the term of this lease, unless terminated sooner, the Government shall, at its own expense, provide all fuel, lubricants, and DEF needed for normal daily operations.

F. LOADERS

Hydraulically operated self-leveling up and down front-end loaders are required on items 2, 5 and 7. Loaders must be a quick detachable type with bucket level indicators and electro-hydraulic single lever control. Parking stands are required. Attachments must be quick change and replaceable wear edges are required on all buckets. (see Table 2 for specifications on each item).

G. CABS

All tractors shall have cabs, that are to be factory installed and fully enclosed.

Cabs must have an air conditioner, heater, and defroster. Cabs also require an AM-FM radio, air seat with swivel, front and rear windshield washer and wiper, and foot throttle. Items 3, 4, and 6-10 must come equipped with a service backed integrated technology system to include but not limited to: RTK GPS (repeatable accuracy level +/- 2 in), auto steer, touch screen display, and USB data port. The GPS systems must be compatible with a base station operated on-site at USDA by the contractor. One additional existing John Deere tractor, owned by USDA and currently equipped with autosteer, needs a monitor and communication to be compatible with the local base station. The technology systems must be compatible across the board with all equipped govt owned technology.

H. HYDRAULIC SYSTEMS

Hydraulic systems may be open or closed systems. Electro-hydraulic Selective

Control Valves (SCV) must have adjustable detent and metering valve. Items 3- 10 must have a low-pressure hydraulic motor return line. Tractors are to be equipped with three-point hitches with extendable arms and sway blocks or stabilizer bars.

I. FRONT AND REAR AXLES

All front and rear axles must be adjustable to meet necessary row width requirements. For rear axles, power adjust rack and pinion adjustable, or bar axle with sliding hub are acceptable. Item 3 requires 110” rear axles and must be able to straddle a 96” swath. Items 8 and 9 require wheel spacing to be as close to 60” on center as possible for row cropping. Items 7 and 10 require the wheel spacing to be as close to 73” on center as possible.

J. TRANSMISSION

Items 2-10 require a stepless variable transmission. Item 1 requires a minimum

16 speed/12 speed reverse with synchronized ranges and clutch-less shifting within range. Item 1 to also include a left-hand power reverser with neutral position capable of no clutch direction changes.

K. TRACTOR WEIGHT

Minimum tractor weight is outlined in Table 1. Specific requirements for front and rear weights are listed in Table 1. All tires are to be tube-less, and no fluid used for weight. Additional front and rear weights may be considered to meet total minimum tractor weight requirements.
