About this file
This document is an Attachment listing Provisions and Clauses incorporated by reference into federal contract FA460826QC055. The contract applies standard Department of Defense (DoD) and Federal Acquisition Regulation (FAR) clauses effective from 2006 through 2026, addressing compliance requirements across multiple regulatory areas. Key clauses cover telecommunications equipment restrictions, whistleblower protections, debarment/suspension checks, small business set-asides, child labor remedies, equal opportunity for veterans and workers with disabilities, prohibited business operations with the Maduro regime and Xinjiang Uyghur Autonomous Region, hexavalent chromium prohibition, domestic commodity preferences, and electronic submission of payment requests through the Wide Area WorkFlow (WAWF) system.
The document includes full text for three primary clauses: (1) 252.204-7017 addressing covered defense telecommunications equipment or services representations and disclosures, requiring offerors to identify any such equipment/services and provide detailed descriptions including manufacturer information and proposed use explanations; (2) 252.232-7006 establishing WAWF payment instructions with specific routing data codes (Pay Official DoDAAC F87700, Issue By DoDAAC FA4608, Inspect By DoDAAC F1G3A2) and contact information through the Northwest Louisiana APEX Accelerator; and (3) 52.212-2 outlining evaluation criteria whereby the lowest three offerors receive technical evaluation based on ability to furnish requested line items and attachments, with price evaluated lowest to highest for reasonableness and balance. Award will be made to the responsible offeror whose conforming offer is most advantageous considering price and technical factors.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-00038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Page 6 of7
Attachment 1 - Provisions and Clauses
Price: The total evaluated price will include the total price of all line items. The price will be evaluated based upon price and ranked lowest to highest. The price evaluation will determine whether the proposed price is complete, fair and reasonable, and not unbalanced.
Technical: Lowest three offerors will undergo technical evaluation. The quotes will then be evaluated based upon ability to furnish the items requested in the CLINS outlined as well as any attachments associated with this solicitation. If any or all three of the lowest quotes are deemed unacceptable the next lowest quote(s) will be evaluated, and the process will continue until 3 quotes are found to be technically acceptable. If three or less quotes are received, then all quotes received will be sent for technical evaluation.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
( c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer ( or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
