Supply Buy SRD Refrigerated Storage Container (Reefer Container)
1.0 General
This is a supply buy contract to purchase a refrigerated storage container for the Forest Service Seward Ranger District (SRD), Chugach National Forest (CNF), Alaska.
2.0 Background and Purpose
The Silviculture and Timber Shop on the Seward Ranger District is seeking to purchase a refrigerated storage container. This is a specialty piece of semi-movable storage that preserves the quality and viability of the tree seedlings and seed/cone, allows for the storage for upcoming planting seasons, and aids in the long-term storage of local seed collected. This refrigerated storage container is critical for reforestation needs, ecology restoration, silvicultural management and continued active management efforts on the Chugach National Forest.
Due to increased active management and restoration work, there is a need to increase planting of seedlings throughout managed areas. Seedlings need to be refrigerated to prevent mold and other damage after shipping.
Local cold storage is necessary prior to planting these seedlings.
3.0 Description and Specifications
The contractor shall provide a refrigerated storage container meeting the following specifications:
Type: ISO-compliant refrigerated container equipped with an internal refrigeration unit.
Dimensions: Nominally 40 feet long, 8 feet wide, and 9.6 feet high.
Temperature Range: Capable of maintaining temperatures between 25°F and 55°F.
Electrical Features:
o Minimum of 2 wall-mounted electrical outlets within the container.
o Interior powered lighting system.
o 220-volt, 20-amp, single-phase twist-lock electrical hookup.
The contractor shall provide manufacturer’s specifications and product details, operation and maintenance (O&M) manuals, and warranty information for all items.
4.0 Delivery Information
The contractor shall deliver all items using Free On Board (FOB) destination to the following address no later than 30 September 2026.

The contractor shall notify the CO and COR at least 48-hours prior to delivering the items. No partial shipments will be accepted. No full payments will be authorized until all items have been delivered, inspected, and accepted by the government.
5.0 Contract Type
The Government will award a Firm-Fixed Priced (FFP), Supply contract.
6.0 Inspection and Acceptance
All inspections will be conducted at the delivery location specified in Section 4.0 of this document. A Contracting Officer Representative (COR) will be responsible for inspection of the items delivered under this contract to ensure compliance with the terms, conditions, and specifications of the subject contract. The COR has no authority to make any changes to the terms and conditions of the contract.

If the items delivered are in compliance with the terms, conditions and specifications of the contract, the items will be accepted, and the contractor can proceed with invoicing.
If the items delivered are not in compliance with the terms, conditions and specifications of the contract, the COR will immediately notify the CO and items will be rejected. In the event items are rejected, the CO will notify the contractor in writing within 5 business days of the inspection. The contractor shall have 5-10 business days after notification to correct the deficiencies and deliver the items at no cost to the government.
7.0 Invoicing
All contractor invoices shall be submitted via the Invoice Processing Platform (IPP) using contract line item numbers (CLINs). The contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through IPP. Invoices not submitted via IPP shall not be accepted or paid.
8.0 Payment
Full payment shall not be a condition for delivering the items required in the contract.
The items will be paid in full once the Government receives, inspects, and accepts all the items requested in the contract.
9.0 Warranty
All items shall include manufacturer’s warranty against manufacturing defects and workmanship for a period of one year.
10.0 Taxes
The federal government is exempt from taxes when purchasing through contracts and orders.
11.0 Definitions
Refrigerated Storage Container: Also known as a reefer container—is a portable, temperature-controlled unit designed to store perishable or climate-sensitive goods either on-site or in transit. It’s like a walk-in fridge that can be dropped off wherever you need it, from a restaurant parking lot to a disaster relief zone.
High Cube: It refers to the height of the refrigerated storage container being 9.6ft tall instead of the standard 8ft tall height found on most shipping containers.
