Supply Buy ASO Snowmobiles Purchase

1.0 General

This is a supply buy contract to purchase 2 snowmobiles for the Forest Service Anchorage Supervisor’s Office (ASO), Chugach National Forest (CNF), Alaska.

2.0 Background and Purpose

These snowmobiles will be used to assist avalanche forecasters in compiling snowpack, weather, and avalanche observations in support of the growing Chugach National Forest Avalanche Information Center (CNFAIC) program. Site conditions across the CNF that this snowmobile will operate in can be described as a winter environment. Terrain needed to access by this machine ranges from sea level to 4,000’ in elevation. Terrain can be steep, off camber, and always covered in snow. The weather ranges from clear skies and sunny with temperatures in the 40 degrees Fahrenheit to blowing snow or rain and temperatures dipping to -20 degrees below zero. Geographical range where this machine will be utilized includes all winter motorized areas across the Chugach National Forest.

3.0 Description and Specifications

The contractor shall provide 2 brand new snowmobiles. Each snowmobile shall be fully assembled and ready for use with all equipment and accessories installed.

The snowmobiles shall comply with the following specifications:

The items provided by the contractor shall be capable of having local servicing if needed and warranty work performed within 150 miles of Anchorage, AK.

The contractor shall provide manufacturer’s specifications and product details, operation and maintenance (O&M) manuals, and warranty information for all items.

4.0 Delivery Information

The contractor shall deliver all items using Free On Board (FOB) destination to the following address no later than 31 December 2025:

USDA Forest Service Chugach National Forest - Anchorage Supervisor’s Office 161 E 1st Avenue, Door 8 Anchorage, AK 99501

If the items are within 40 miles of Anchorage, the Government will pick up the items at the contractor’s facility.

The contractor shall notify the CO and COR at least 48-hours prior to delivering the items. No partial shipments will be accepted. No full payments will be authorized until all items have been delivered, inspected, and accepted by the government.

5.0 Contract Type

The Government will award a Firm-Fixed Priced (FFP), Stand-Alone, Supply contract.

6.0 Inspection and Acceptance

All inspections will be conducted at the delivery location specified in Section 4.0 of this document. A Contracting Officer Representative (COR) will be responsible for inspection of the items delivered under this contract to ensure compliance with the terms, conditions, and specifications of the subject contract. The COR has no authority to make any changes to the terms and conditions of the contract.

If the items delivered are in compliance with the terms, conditions and specifications of the contract, the items will be accepted, and the contractor can proceed with invoicing.

If the items delivered are not in compliance with the terms, conditions and specifications of the contract, the COR will immediately notify the CO and items will be rejected. In the event items are rejected, the CO will notify the contractor in writing within 5 business days of the inspection. The contractor shall have 5-10 business days after notification to correct the deficiencies and deliver the items at no cost to the government.

7.0 Invoicing

All contractor invoices shall be submitted via the Invoice Processing Platform (IPP) using contract line item numbers (CLINs). The contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through IPP. Invoices not submitted via IPP shall not be accepted or paid.

8.0 Payment

Full payment shall not be a condition for delivering the items required in the contract.

The items will be paid in full once the Government receives, inspects, and accepts all the items requested in the contract.

9.0 Warranty

All items shall include a manufacturer warranty against manufacturing defects and workmanship for a period of at least one year.

10.0 Taxes

The federal government is exempt from taxes when purchasing through contracts and orders.
