About this file

This is a Pricing Worksheet that establishes labor category rates and staffing models for the ThinkTrends Software Implementation and Support IDIQ contract (Solicitation 75F40126R00097) issued by the FDA's Office of Acquisition and Grant Services. The worksheet defines 13 government labor categories spanning project management, data science, business analysis, software engineering, systems analysis, testing, and management consulting, with detailed minimum education requirements and functional responsibilities for each role at Level II and Level III proficiency tiers.

The pricing structure covers a Base Year, four Option Years, and a six-month extension period, with each year allocating one Full-Time Equivalent (FTE) per labor category at 1,812 billable hours annually (or 906 hours for the extension period). The worksheet includes separate line items for ThinkTrends software licenses across six FDA centers of operations (CDER, HFP, CVM, CTP, CBER, OCAC) for each contract period. The contract vehicle is an Indefinite Delivery/Indefinite Quantity (IDIQ) that serves as a blanket ordering mechanism for FDA task orders requiring technical expertise in software implementation, configuration, data migration, AI/ML capabilities, analytics, security compliance, agile project management, and training services. This is a Total Small Business Set-Aside under NAICS code 541511 (Custom Computer Programming Services) with a $34 million size standard threshold, restricting eligible proposals to small business concerns only.
