About this file

This document is a Request for Information (RFI) regarding the potential use of a Project Labor Agreement (PLA) for a federal construction project. The project involves the construction of a maintenance and operations complex for the 10th Marines at Marine Corps Base (MCB) Camp Lejeune in North Carolina, with an anticipated construction cost between $25,000,000 and $100,000,000. The Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic is seeking feedback from the public on the use of a PLA for this project, which is required for large-scale federal construction projects over $35 million. The RFI includes a questionnaire asking for information on the respondent's involvement, the availability of union and non-union labor, interest in participating, and potential impacts of a PLA requirement. Responses to the questionnaire are due by November 12, 2024, and will be used for planning purposes only, without a solicitation or contract award resulting from this RFI.
