PERFORMANCE WORK STATEMENT (PWS)

DORMITORY FURNITURE DISASSEMBLY, RELOCATION, CLIMATE-CONTROLLED WAREHOUSE FACILITIES, AND REINSTALLATION SERVICES JOINT BASE SAN ANTONIO (JBSA) – FORT SAM HOUSTON, TEXAS

BLDG 3314

1.0 GENERAL INFORMATION

1.1 Scope of Work

The Contractor will provide all management, personnel, supervision, equipment, tools, logistics, materials, transportation, and climate-controlled warehouse facilities necessary to disassemble, clean, inventory, transport, store, and return/reinstall approximately 8,313 government-owned dormitory furniture located at Joint Base San Antonio (JBSA) – Fort Sam Houston, Texas. The Contractor will accomplish all requirements in accordance with commercial standards, base operating procedures, and the measurable thresholds defined herein.

1.2 Background

JBSA requires the complete, damage-free removal and long-term secure preservation of dormitory furniture from Buildings 3314 prior to scheduled structural and interior facility renovations and abatement/demolition timelines. Due to phased renovation schedules across the installation, stored assets will be recalled and reinstalled incrementally over a three-year storage window. Multi-contractor activity will occur concurrently across these facilities, requiring precise coordination, strict operational security, and rigorous adherence to the milestone schedule.

1.3 Period of Performance (PoP) & Operational Hours

All items must be fully removed from the buildings no later than 15 October 2026. This is a firm, non‑negotiable deadline. Performance will begin immediately upon contract award. If the contractor has not removed all required items by 15 October, any remaining items will stay in the building, and the contract will be modified to reflect the updated unit count. The contractor will only be permitted to invoice for the items actually removed. Storage will be at an off-site climate-controlled warehouse facility.

Hours of Operation: Work hours are unrestricted. Standard shifts may be conducted Monday through Friday, 0700–1700 hours. Work on weekends, national holidays, or extended shifts is authorized provided the Contractor coordinates with and notifies the Contracting Officer’s Representative (COR) and Civil Engineering Point of Contact (CE POC) at least twenty-four (24) hours in advance to guarantee facility and inspector availability.

2.0 SPECIFIC TASKS & PERFORMANCE REQUIREMENTS

2.1 Phase I: Site Assessment, Inventory Control, and Staging Coordination

2.1.1 Joint Pre-Move Inventory & Condition Assessment: Prior to handling or disassembling any furniture asset, the Contractor will conduct a 100% joint walkthrough with the COR and building managers. The Contractor will document all pre-existing cosmetic or structural, or mechanical damage on an Initial Joint Inventory Log & or Condition Matrix. Any undocumented damage discovered post-removal will be deemed contractor-caused.

2.1.2 Staging Operations: The Contractor will establish secure exterior and interior staging zones approved by the CE POC/Facility Manager that do not obstruct emergency egress paths, fire hydrants, loading lanes, or concurrent building trade activities.

2.2 Phase II: Sanitation, Disassembly, Hardware Control, and Protective Packaging

2.2.1 Sanitation & Surface Decontamination: Prior to disassembly, packaging, or wrapping, the Contractor will wipe down all surfaces of each furniture asset to remove dust, biological contaminants, dirt, and debris. Items will not be wrapped or placed into storage in a soiled state. The Contractor will disassemble bed frames (wood and metal), headboards, and footboards without structural damage, striping, or splitting. Monolithic solid items (such as bar stools and select casegoods) that do not require disassembly will be prepped directly.

2.2.2 Component Preservation & Hardware Accountability: Dis-assembled mounting hardware (bolts, pins, screws, cam locks, brackets, washers) shall be accounted for, sealed inside minimum 4-mil heavy-duty plastic bags, clearly labeled with room and item numbers, and firmly strapped/taped directly to the parent furniture frame component. Loss of hardware is unacceptable.

2.2.3 Protective Wrapping: All finished wood and metal surfaces will be fully wrapped in clean industrial-grade furniture pads and stretch film to eliminate transit abrasion, chipping, gouging, and denting. All mattresses will be encapsulated in tear-resistant, heavy-duty polyethylene mattress bags and sealed watertight to maintain strict hygienic conditions during transport and multi-year storage.

2.3 Phase III: Loading, Multi-Floor Egress, and Transit Logistics

2.3.1 Vertical Egress Under Degraded Conditions: The Contractor will execute vertical egress/ingress using trained manual carrying teams across multi-story stairwells. Personnel will use appropriate material handling equipment (straps, stair-climbing dollies, hand trucks) equipped with non-marking wheels. The Contractor will prevent damage to facility walls, handrails, stair treads, door jams, and thresholds during removal. Any damage caused to base real property will be repaired to original condition at the Contractor’s sole expense.

2.3.2 Transit Security: Furniture will be loaded into clean, weatherproof, fully enclosed commercial moving vans/trailers. Loads will be secured to prevent internal shifting, load friction, or tipping during transit.

2.4 Phase IV: Post-Move Housekeeping and Final Acceptance

2.4.1 Daily Waste Management: The Contractor will collect, contain, and remove all contractor-generated packing materials, stretch film, cardboard, banding, and debris from the work site daily. All disposal will take place off-base in licensed disposal/recycling facilities at the Contractor’s expense.

2.4.2 Facility Protection: The Contractor will protect door jambs, stairwell handrails, walls, and flooring along transit routes using edge guards or neoprene runners. Any damage inflicted to government facilities will be repaired to pre-existing condition at the Contractor's sole expense.

2.4.3 Final Inspection & Sign-off: The Contractor and COR will conduct a joint closeout inspection following initial building clearance and subsequent room installations. Formal acceptance occurs only upon COR execution of the Final Inspection Sign-Off Sheet.

2.5 Phase V: Warehouse Receipt & Climate-Controlled Warehouse Facility

2.5.1 Storage Facility Standards: The Contractor will provide commercial off-base warehouse storage maintaining temperature controls between 60°F and 80°F and relative humidity levels not exceeding 60% year-round. This is mandatory to prevent mold, warping, laminate peeling, rust, and fabric degradation over the 3-year period of performance.

2.5.2 Warehouse Master Inventory Log: Within five (5) business days following final intake at the storage facility, the Contractor will provide the COR with a searchable electronic Warehouse Master Inventory Log. The log will detail appliance type, building/room of origin, assigned warehouse aisle/bay/rack location code, and initial condition grade.

2.6 Phase VI: Recall, Re-delivery, and Reinstallation Services

2.6.1 Phased Recall Order Response: Throughout the 3-year storage period, the Civil Engineer Point Of Contact will issue electronic Task Delivery Notices requesting the return of specific quantities and types of items to renovated rooms at JBSA Fort Sam Houston.

2.6.2 Timetable for Delivery: Upon receipt of an electronic Task Delivery Notice, the Contractor will pull, inspect, transport, and reinstall the designated items within thirty (30) business days per point of contact instructions.

Reinstallation Standards: The Contractor will execute vertical egress/ingress using trained manual carrying teams across multi-story stairwells. Personnel shall use appropriate material handling equipment (straps, stair-climbing dollies, hand trucks) equipped with non-marking wheels. The Contractor will prevent damage to facility walls, handrails, stair treads, door jams, and thresholds during removal. Any damage caused to base real property shall be repaired to original condition at the Contractor’s sole expense.

2.6.3 All finished wood and metal surfaces shall be fully wrapped in clean industrial-grade furniture pads and stretch film to eliminate transit abrasion, chipping, gouging, and denting. All mattresses shall be encapsulated in tear-resistant, heavy-duty polyethylene mattress bags and sealed watertight to maintain strict hygienic conditions during transport and multi-year storage. The Contractor will unpack, wipe down, position, level, and reinstall units in designated dormitory rooms according to provided room layout diagrams. Reassembled bed frames, bunk configurations, and wardrobes will be level, rigid, plumb, and structurally sound. All mechanical fasteners and safety bolts will be torqued to manufacturer specifications. All items will receive a post-assembly wipe-down to ensure immediate move-in readiness for METC dormitory residents.

The COR will take steps to ensure the government does not interfere with the contractor’s performance in the future.

4.4 Discrepancy Report

When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the CO a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor will respond to the CDR IAW instructions provided and return it to the CO within 10 business days of receipt.

4.5 Quality Assurance
