About this file

This is a draft Performance Work Statement (PWS) for an Earned Wage Access (EWA) platform to be provided to the Transportation Security Administration (TSA) workforce.

The contractor must provide a comprehensive, secure, and fully managed EWA platform accessible via commercial mobile application that allows TSA employees to access earned but unpaid wages between bi-weekly federal pay cycles. The platform must operate in a FedRAMP-authorized environment with secure integration to TSA's designated federal payroll system (National Finance Center). Key requirements include: streamlined voluntary enrollment for all eligible TSA employees (approximately 59,000); secure employee identity verification; clearly defined fund transfer options; dedicated employee support via phone, chat, and email; and monthly uptime reporting with system availability, data latency, and enrollment rate metrics. The contractor must maintain continuity of operations for a minimum of four months during federal government shutdowns without receiving payroll data or recoupment from the government. All services must be provided at no direct cost to the U.S. Government, with employee fees transparently displayed in the application before transaction execution and collected exclusively via ACH debit or linked debit card—not through federal payroll systems. The contractor assumes sole financial and legal liability for all funds transferred throughout the EWA lifecycle. Deliverables include a Monthly Program Management Review report (due by the 10th business day each month), an Updated Fee Schedule (30 days prior to any fee changes), a Transition-In Plan (at post-award kickoff), a Transition-Out Plan (90 days before contract expiration), and final data transfer in non-proprietary format. The PWS covers a base year plus option years and requires Section 508 accessibility compliance for all information and communications technology components, including detailed accessibility conformance reports and testing documentation.

Earned Wage Access

Performance Work Statement (PWS)

DRAFT

SECTION ONE: GENERAL

1. Background Information

The Transportation Security Administration’s (TSA) mission is to protect the Nation’s air, rail, transit, and highway transportation systems to ensure the safety and freedom of movement of the traveling public and open commerce. TSA is not only committed to promoting a culture founded on the values of integrity, respect, and commitment but, sets the standard for excellence in transportation security through its people, processes, and technology.

To execute its mission, TSA employs approximately 59,000 employees to secure our nations transportation systems and to screen an estimated 2.3 million passengers each day at over 440 Federalized airports, located throughout the United States and territories inclusive of American Samoa, Guam, Puerto Rico, the Northern Mariana Islands, and the U.S. Virgin Islands.

Human Capital (HC) is a support organization within TSA that provides strategic, sustainable, and comprehensive programs and services that attract, build and inspire a talented workforce through positive customer engagements. HC strives to provide flexible and innovative solutions that address the full lifecycle of a TSA employee.

In pursuit of operational excellence, HC seeks to secure Earned Wage Access (EWA). This will be utilized to give our workforce access to earned wages in between pay cycles without relying on high cost lending products, credit cards, or emergency loans. Each pay period TSA pays approximately $300M per pay period in payroll.

TSA requires services to be provided in support of TSA duty locations geographically dispersed across all U.S. States and U.S. Territories.

2. Scope

The Contractor shall provide a comprehensive, secure, and fully managed Earned Wage Access (EWA) platform for the Transportation Security Administration (TSA) workforce. The purpose is to enhance employee financial readiness and stability by providing a mechanism for employees to access earned, but as-of-yet unpaid, wages between standard bi-weekly federal pay cycles.

The service shall include provisioning and maintenance of the EWA platform in a FedRAMP-authorized environment, secure integration with TSA’s designated federal payroll system, robust employee identity verification and support, and detailed performance and security reporting. The Contractor shall ensure all services are delivered with no disruption to official payroll processing and in full compliance with federal information security standards. This PWS covers the ongoing operational service, to include a base year and subsequent option years.

• A full schedule of any and all potential fees charged to the employee for any service, including but not limited to instant transfers, card usage, or account maintenance.

• The Contractor shall not introduce new fees, increase existing fees, or alter the baseline fee structure charged to TSA employees without prior written notification. If the

• All employee-paid fees shall be collected by the Contractor exclusively via direct Automated Clearing House (ACH) debit from the employee’s personal bank account or via a linked debit card. TSA and the National Finance Center (NFC) will not establish, maintain, or process voluntary payroll allotments or system-level deductions to satisfy contractor fees or advanced wage recoupments.
