About this file

This is a Performance Work Statement for the Atlantic Oceanographic and Meteorological Laboratory (AOML) Facility Re-Keying Project. The contractor, who must be a qualified locksmith, is responsible for reviewing all locks throughout the six-floor AOML building, rekeying cylinders, replacing cylinders and locks as necessary, and fabricating keys to establish a secure, uniform, and thoroughly documented lock and key system. The primary objective is standardization, targeting no more than three distinct lock models across the entire building with preferably one master key system.

The keying and hardware requirements specify that all exterior locks must be Grade 1, while interior doors require at least Grade 2 locks (Grade 1 preferred). Existing mortise style lock sets keyed to Corbin Russwin D1 Keyways must be retained and rekeyed or have cylinders replaced as needed. Existing Falcon locks must remain in place with cylinders replaced or rekeyed to Baldwin. Office and lab space doors should be replaced with Falcon or Yale Lever locks with Baldwin Cylinders compatible with Corbin Russwin D1 keyways, while other doors are to be replaced with Schlage Grade 1 locksets or approved alternatives. The master key system allows for a maximum of two different master keys per lock type. Deliverables include eight master key sets, two occupant user keys per lock (one control key), all keys permanently tagged and etched with room numbers, 25 spare key blanks per lock type, and a comprehensive Lock & Key Inventory Spreadsheet organized by floor. Work is permitted Monday through Friday, 8:00 AM to 5:00 PM, and all work must be completed on-premises with no equipment removed for security reasons. The contractor must manage debris, coordinate with the fire alarm system, notify building occupants one day in advance, maintain daily worker logs, and exercise care to minimize disruption to facility operations.

PERFORMANCE WORK STATEMENT

AOML Facility Re-Keying Project

Prepared for: Facilities Management, AOML

1. General Information

1.1 Purpose

The Atlantic Oceanographic and Meteorological Laboratory (AOML) requires secure door locks at all exterior and interior doors. Over the years, locks have been mismatched, keys have been misplaced, and critical information for individual locks has been lost. The purpose of this contract is to re-establish a secure, uniform, and thoroughly documented lock and key system for the entire facility.

1.2 Scope of Work

The contractor (a qualified locksmith) shall review all locks in the AOML building, rekey cylinders, replace cylinders, replace locks, and fabricate keys as necessary to secure the premises according to the standards established by the facilities manager. The primary objective is standardization, aiming for an end result of no more than three (2) distinct models of locks across the entire building with preferably (1) master Key for all locks, ensuring all like-kind doors feature identical types of locks.

2. Keying and Hardware Requirements

The contractor shall adhere to the following lock replacement and rekeying guidelines:

Exterior and Interior Lock Grades: All exterior locks must be Grade 1. All interior doors must have at least Grade 2 locks, but Grade 1 is preferable.

Mortise Locks: Keep all existing mortise style lock sets in place. They are currently keyed to Corbin Russwin D1 Keyways with a master key system. Replace or rekey cylinders as necessary.

Falcon Locks: Keep all existing Falcon locks in place. Replace or rekey cylinders to

Baldwin.

Office & Lab Spaces: Replace all like-kind office and lab space doors (excluding

Baldwin mortise style) with Falcon or Yale Lever locks and Baldwin Cylinders with Corbin

Russwin D1 (or compatible key locks) if they currently feature another brand.

Other Doors: Replace all other doors with Schlage Grade 1 locksets or a similar alternative approved by the Facilities Manager.

Master Key System Rules: Ideally, there will be one master key for all locks. However, a maximum of two (2) different master keys for each type of lock is permissible.

3. Deliverables

The contractor is responsible for providing the following deliverables to the AOML Facilities

Manager:

Master Keys: A total of eight (8) master key sets must be delivered.

Occupant Keys: Two (2) occupant user keys must be made and delivered for each lock

(one of these must be a control key).

Key Identification: All keys must be permanently tagged and etched with the corresponding room number.

Spare Blanks: A quantity of twenty-five (25) key blanks per lock type shall be delivered to the Facilities Manager for future use.

Lock & Key Inventory Spreadsheet: A comprehensive, tabled spreadsheet organized by floor containing the following information for every lock: Floor, Room number, Lock type, Lock manufacturer, Type of key blank, and Cut pattern for the key. (The starting reference inventory is provided in Section 6).

4. Work Site and Operational Conditions

4.1 Facility Description

The AOML building comprises six (6) floors (a basement/ground floor and five interior levels) of mixed-use office, laboratory, engineering, and computing spaces. Access between floors is available via a passenger elevator, a freight elevator, and a central atrium stairwell.

4.2 Hours of Operation and Access

Work is permitted between the hours of 8:00 AM and 5:00 PM, Monday through Friday.

Work is strictly prohibited when the building is officially closed.

All work must be completed on the AOML premises. For security reasons, no locksets, cylinders, or other door security equipment may be removed from the premises at any time.

Contractors are not permitted to use any building assets (such as forklifts). Power and lighting are available in the work areas.

The contractor is permitted to keep a tool/supplies storage receptacle (e.g., an enclosed trailer) onsite in a designated area of the parking lot authorized by the Point of Contact

(POC). This is done at the sole risk and expense of the contractor.

4.3 Safety, Cleanliness, and Coordination

Debris Management: The contractor must exercise care to minimize dust and debris caused by door work. This includes vacuuming and/or masking off entrances as necessary.

Fire Alarms: The building's fire alarm system is highly sensitive. The Facilities

Management must be notified before any work begins that poses a risk of accidental triggering, allowing them to place the system in test mode programming.

Occupant Notification: Building occupants must be notified at least one (1) day prior to work being conducted in their respective areas. This notification will be coordinated through consultation with the Facilities Manager prior to commencing work.

Daily Logs: The contractor shall require all workers to sign in on a daily log. These logs must be turned over weekly to the POC.
