About this file
This is a Vendor Questions and Answers (Q&A) document for the AOML Facility Re-Keying Project solicitation 1333MJ26Q0046. The Q&A addresses 28 vendor inquiries regarding the Performance Work Statement (PWS) requirements, hardware specifications, and project execution details. The solicitation was incorrectly described as "Hazardous Waste Removal Services" but is actually for facility re-keying services at the Atlantic Oceanographic and Meteorological Laboratory (AOML).
Key technical requirements established through the Q&A include: (1) all work must be performed on AOML premises with no off-site processing permitted; (2) the contractor must establish a new master key system based on the Corbin Russwin D1 keyway, preferably with one master key for all locks, though a second SC1 master key system is permissible for non-conforming hardware; (3) existing serviceable Yale and Falcon lever locks should have only cylinders or cores replaced to achieve standardization, while non-standard hardware (KW1, SC1, Defiant, Kwikset) must be replaced with specified Falcon, Yale, Schlage, or approved equivalents; (4) the Master Key Chart/Lock and Key Inventory Spreadsheet is a post-award deliverable; (5) contractor personnel must be U.S. citizens with state or federal ID verification, subject to AOML facility director oversight and escorting; (6) deliverables include eight copies of the master key, two operator keys per lock, and 25 uncut spare key blanks per cylinder family; and (7) replacement hardware must match existing finish and function unless otherwise directed, with the contractor responsible for ensuring all listed locks are fully functional. The evaluation method is Lowest-Price, Technically Acceptable, with technical proposals requiring the contractor's suggestions on materials, locksets, cylinders, applicable PWS options, and work performance methodology. Option clauses FAR 52.217-5, 52.217-8, and 52.217-9 were noted as inadvertently included and removed, with only CLIN 0001 covering the September 1 through November 30, 2026 performance period.

Vendor Questions and Answers Solicitation: Facility Re-Key Requirement (Consolidated)
Question 1 [PWS Section 3 - Master Key Chart Deliverable]:
Is the completed Master Key Chart / final Lock & Key Inventory Spreadsheet required to be submitted with the initial quote/proposal, or is it a post-award contract deliverable to be completed after the master-key system has been established? If it is not required with the initial proposal, is any preliminary master-keying plan or system documentation required to be submitted with the quote? If so, please clarify what specific information the Government expects offerors to provide.
Government Response:
It shall be required for delivery after completion.
Question 2 [PWS - Offsite Re-keying / Chain of Custody]:
The PWS states that all work is to be completed on the AOML premises and that door-security equipment may not be removed. Would the Government permit the applicable cylinders to be temporarily removed and transported to a secured locksmith facility for re-keying and preparation, provided they are properly controlled, accounted for, and secured? Furthermore, does this restriction apply specifically to existing Government-installed equipment, or may newly purchased cylinders, cores, replacement hardware, and keys be pinned, keyed, fabricated, or otherwise prepared at the contractor’s shop before being delivered to AOML for installation?
Government Response:
No. Work must be done on the AOML premises.
Question 3 [PWS Section 2 & 5 - Falcon Hardware Standardization]:
Section 2 states that existing Falcon locks shall remain in place and that cylinders shall be "replaced or rekeyed to Baldwin." Section 5 defines "Baldwin" as Corbin Russwin D1 master keyed. Since the existing SFIC format is different from the conventional Corbin Russwin D1 cylinder format, please confirm the Government's intent: a. Retain the existing Falcon SFIC housings and use SFIC cores under a separate master key system; or b. Replace or modify the applicable Falcon hardware so the openings can be incorporated into the Corbin Russwin D1 master key system.
Government Response:
Replace or modify the applicable Falcon hardware so the openings can be incorporated into the Corbin Russwin D1 master key system.
Question 4 [PWS Section 1.2 - Number of Lock Models]:
Section 1.2 states that the objective is to have “no more than three (2) distinct models of locks” across the facility. Could you please clarify whether the intended maximum is two (2) or three (3) distinct lock models? Please also clarify whether “model” refers to lockset model, manufacturer, cylinder format, keyway, or another classification.
Government Response:
The preference is to have all locks on the Corbin Russwin D1 keyway allowing for 1 master key; however, it is permissible while replacing all other “unlike” locksets to have them on a separate master key SC1.
Question 5 [PWS Section 1.2 & 2 - Master Key System]:
Section 1.2 indicates a preference for one master key across the facility, while Section 2 permits up to two master keys for each lock type. Given the different keyways and cylinder formats currently present, please confirm whether two master key systems are acceptable where a single system is not technically achievable while retaining existing hardware.
Government Response:
The preference is to have all locks on the Corbin Russwin D1 keyway allowing for 1 master key; however, it is permissible while replacing all other “unlike” locksets to have them on a separate master key SC1.
Question 6 [Existing Keying Records]:
Does AOML have any surviving bitting lists, key codes, master-key charts, progression records, or other documentation for the existing Corbin Russwin D1 master-key system? If such records are available, please confirm whether the contractor will be expected to extend the existing system or establish a new master-key system.
Government Response:
No documentation is available and it is expected to establish a new master key system.
Question 7 [Existing Yale and Falcon Lever Hardware]:
For existing commercial Yale and Falcon lever locks that are serviceable, should the contractor retain the lock body and replace or rekey only the cylinder or core as necessary to achieve the required standardized system?
Government Response:
Yes
Question 8 [Nonstandard Existing Hardware]:
For openings currently using KW1, SC1, Defiant, Kwikset, and other nonstandard hardware, should the contractor assume these openings are to be replaced with the specified Falcon, Yale, Schlage, or approved equivalent commercial hardware?
Government Response:
Yes
Question 9 [PWS Section 3 - Control Key Requirement]:
Section 3 requires two occupant/user keys for each applicable lock and states that one must be a control key. Conventional Corbin Russwin D1 cylinders do not normally use an SFIC-style control key, and an SFIC control key is not normally an occupant operating key.
Please clarify whether the control-key requirement applies only to interchangeable-core locks such as SFIC, or whether an additional control key is required for every keyed opening.
Please clarify whether the Government requires: two operating/change keys, one operating key and one Facilities copy, an actual removable-core control key where applicable, or another key configuration.
Government Response:
The contract only calls for a master key for all like kind locks and 2 copies of operator keys.
Question 10 [Facility Access and Technician Badging]:
Please advise what identity verification, background screening, badging, PIV requirements, security screening, or other access requirements will apply to contractor personnel performing the work. Please also advise whether technicians will require escorts in any restricted areas, the anticipated lead time for obtaining required access credentials after award, and any advance personnel-submission requirements given the short mobilization period.
Government Response:
Workers must be a US citizen permissible to work in the US. State or equivalent federal ID is required at initial check-in at the facility. General federal contract rules apply for personnel.
AOML facility director or appointed POC will be in charge of contractors whereabouts and escorting.
Question 11 [PWS Section 4.2 - Onsite Locksmith Operations & Staging]:
Section 4.2 requires all locksmith work to be performed onsite. Please confirm that onsite cylinder pinning, core servicing, master-keying, and key origination/cutting are expected.
Please also confirm whether the designated parking-area staging/storage location described in Section 4.2 will be available to the contractor throughout the performance period.
Government Response:
All work must be performed on the AOML premises. A designated parking area/staging area will be made available through the performance of the contract. There will also be a designated storage area made available in the facility departments shop for the contractor throughout the performance of the contract.
Question 12 [Solicitation Description Error]:
The solicitation description states that Solicitation 1333MJ26Q0046 is issued for “Hazardous Waste Removal Services,” while the remainder of the solicitation and Performance Work Statement identify the requirement as Facility Re-Key Services. Could you please confirm that the hazardous waste reference is a typographical error and that the requirement is for the AOML Facility Re-Keying Project?
Government Response:
This is a typographical error that should say “AOML Facility Re-Keying Project.”
Question 13 [Pre-award ROA]:
The manufacturer advised that an ROA letter from the facility/customer is required before they can provide pricing, master-key information, or order the restricted hardware. We reviewed the PWS and did not see an ROA requirement for obtaining this information during the pre-award phase. Could you please confirm: Whether a pre-award ROA can be provided for proposal pricing purposes; or How prospective offerors should obtain pricing for the restricted D1/RU46 system if an ROA cannot be issued before award.
Government Response:
There is no need for an ROA as the cylinders and keys are easily available. The Corbin Russwin D1 keyway and its corresponding RU46 (Ilco A1011D1) key blank are not legally restricted or factory-patented. It is a conventional open commercial and residential key section. Key and Cylinder DetailsKeyway Type: D1 is a standard conventional open keyway historically used by Russwin.Key Blank: RU46 is the standard 6-pin uncut blank for the Russwin D1 keyway. Third-party manufacturers like Ilco and JMA widely produce these blanks openly. Because it is non-restricted, locksmiths and hardware suppliers can freely sell the cylinders, locks, and key blanks without authorization cards or factory signatures.
Question 14 [Existing Lock Inventory Completeness]:
Is the Section 6 Existing Lock Inventory intended to represent the complete quantity of openings that must be included in the firm-fixed-price quotation? If not, please identify any additional openings or areas that are expected to be included.
Government Response:
Yes, all locks identified in the inventory list are those to be quoted for work
Question 15 [Inventory Row Quantities]:
Does each row in the Section 6 inventory represent one door opening, one lock, or one cylinder? Several entries include double doors, deadbolts, rim/double cylinders, exit devices, and other configurations that may contain more than one keyed cylinder. Please clarify how these entries should be counted for pricing and key quantities.
Government Response:
Each line represents a door opening which usually means one lock with cylinder unless indicated in a separate column for things such as double cylinder locks
Question 16 [Required Work by Opening]:
Can the Government provide an opening-by-opening scope identifying which existing openings are anticipated to require rekeying only, cylinder replacement, complete lockset replacement, or no keyed hardware work? If not, please confirm that the contractor is expected to make these determinations during performance based on existing field conditions and the PWS requirements.
Government Response:
No, The contractor is expected to make that determination based on a site conditions and the PWS requirements
Question 17 [Meaning of “Replace Doors”]:
The PWS states that like-kind office and laboratory space doors are to be replaced with
Falcon or Yale lever locks and that “all other doors” are to be replaced with Schlage Grade 1 locksets or an approved equivalent. Please confirm that these requirements refer to replacement of lock hardware/locksets only, and not replacement of the physical doors or frames.
Government Response:
This only refers to the locksets and hardware and not replacement of any doors or frames
Question 18 [Electronic/Card Access Openings]:
How should openings equipped with electronic or card-access hardware be treated under this project? Are these openings excluded from the mechanical re-keying scope, or are their mechanical key-override cylinders included?
Government Response:
The electronic openings are only on the striker side of the door frame and will not be affected or need to be touched for this work. The locksets on those doors shall be treated as any other door.
Question 19 [Meaning of “Baldwin”]:
The PWS glossary identifies “Baldwin” as “Corbin Russwin D1 Master Keyed,” while other sections reference “Baldwin Cylinders with Corbin Russwin D1.” Please confirm whether actual Baldwin-manufactured cylinders are required, or whether “Baldwin” is being used to identify conventional cylinders utilizing the Corbin Russwin D1 keyway.
Government Response:
Originally all doors were done in the Baldwin locksets with the Corbin Russwin D1 keyway.
The actual Baldwin is not required but the Corbin Russwin D1 keyway is.
Question 20 [Required Final Keyway]:
Is Corbin Russwin D1 the required final keyway for all mechanically keyed openings? The
PWS also permits “D1 (or compatible key locks).” Please define what the Government considers a compatible key lock. Specifically, must an approved compatible cylinder operate under the same facility D1 master key?
Government Response:
In the end the entire system should have a new master key with the old one not working any longer. All keyways should be based on the Corbin Russwin D1. This was given as an option in case there was a situation where the locksmith chose to utilize rekeying of original cylinders as well as using new cylinders
Question 21 [Eight Master Key Sets]:
Please clarify what is meant by “eight (8) master key sets.” Does this mean eight copies of the facility master key, or eight complete sets containing each master and/or sub-master key established under the final key hierarchy? If more than one master-key system is approved, should each set include a master key for each system?
Government Response:
Eight copies of the same master key
Question 22 [Twenty-Five Spare Blanks]:
Please clarify what constitutes a “lock type” for the requirement to provide twenty-five spare key blanks per lock type. Does this mean per keyway, per cylinder family, per lockset model, or per master-key system? Please also confirm that these are intended to be uncut key blanks.
Government Response:
Uncut blanks per cylinder family so keys can be cut in the future
Question 23 [Replacement Hardware Specifications]:
Where complete lock replacement is required, please provide or confirm the required lock function, finish, lever style, backset, door thickness, cylinder format, and any other required hardware characteristics. Should replacement hardware match the existing finish and function unless otherwise directed?
Government Response:
Should match the existing finish and function unless otherwise directed, contractor can suggest a lockset for approval by the facility
Question 24 [Specialized Openings]:
Please clarify the intended treatment of existing panic/exit devices, crash bars, rim cylinders, deadbolts, pocket-door mortise locks, double-cylinder configurations, and similar specialty hardware. Are these generally intended to remain in place with cylinder/rekeying work only, or should complete replacement of any of these assemblies be included in the base quotation?
Government Response:
Original should remain in place with only cylinder re-keying replacement, but where the lockset does not conform to the Corbin Russwin D1 keyway then it has to be replaced
Question 25 [Fire-Rated and Special Openings]:
Are any openings in the existing inventory fire-rated, smoke-rated, or otherwise subject to special listing requirements? If so, please identify those openings and the required ratings/functions for replacement hardware. Please also confirm whether any accessibility requirements beyond the specified ANSI/BHMA Grade 1 and Grade 2 requirements must be incorporated into replacement hardware.
Government Response:
No
Question 26 [Differences Between Inventory and Field Conditions]:
If the actual field conditions or quantities differ from the Section 6 reference inventory, how will additional work be handled? For example, if additional openings, cylinders, failed hardware, or other conditions not reasonably identifiable from the PWS are discovered, will those items be handled through a bilateral modification or other equitable adjustment rather than being considered included in the original firm-fixed price?
Government Response:
The locks will then not be done for additional openings; however, the locksmith shall anticipate common failures that they will be responsible for all locks listed on the PWS to ensure they are fully functional
Question 27 [Option Clauses]:
The solicitation incorporates FAR/RFO 52.217-5, 52.217-8, and 52.217-9, while the pricing information provided identifies only CLIN 0001 for the September 1 through November 30, 2026 period of performance. Are any option periods or optional services contemplated under this procurement? If so, please provide the applicable option CLINs, periods of performance, quantities, and pricing instructions.
Government Response:
These clauses were inadvertently included and are hereby removed.
Question 28 [Technical Quote Requirements]:
Because the solicitation states that award will be made using a Lowest-Price, Technically Acceptable evaluation, please confirm the documentation that must be included with the quotation in order to be considered technically acceptable. Specifically, does NOAA require any of the following: technical
Government Response:
Shall give the contractor’s suggestions on materials, manufacture, locksets, cylinders, etc. to be used as well as which options they will utilize based on the PWS options. How they will go about performing the work as a whole.
