About this file

This is a Performance Work Statement (PWS) for environmental remediation services at a contaminated site in Akiak, Alaska.

The Bureau of Indian Affairs seeks contractor services to conduct targeted environmental remediation activities at the former BIA elementary school site in the Native Village of Akiak (DEC Hazard ID 3367) during prospective contract year 2026. The site contains documented historical releases of petroleum and related contaminants from aboveground storage tanks, day tanks, fuel pipelines, and former tank farms. Previous investigations identified soil impacts including diesel range organics (DRO), polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), and related compounds of potential concern. The contractor must furnish all labor, materials, equipment, logistics, and technical expertise required to plan, execute, and report on remediation activities, with all work performed in compliance with Alaska Department of Environmental Conservation 18 AAC 75 regulations, BIA policies, tribal coordination requirements, and applicable federal, state, tribal, and local regulations.

The three primary tasks include: (1) Project Management & Planning—conducting a kickoff meeting within two weeks of award, reviewing historical data, and preparing a Project Site Characterization Work Plan compliant with 18 AAC 75.335, Sampling and Analysis Plan, Site-Specific Health and Safety Plan, and Community Notification letters for BIA and DEC approval; (2) Additional Site Characterization & Soil Delineation—advancing soil test pits and/or borings at approximately 12 locations, documenting soil conditions and GPS coordinates, and collecting soil samples for laboratory analysis; and (3) Reporting—submitting Field Activity summaries, Laboratory Analytical Data Packages with DEC Data Review Checklists, an Updated Conceptual Site Model reflecting 2026 conditions, and a Final Comprehensive Remediation Report with narrative discussion, figures, maps, photos, deviations from work plan with justifications, and recommendations for additional actions. The period of performance is 12 months from contract award, with field activities potentially restricted by weather, seasonal access, freeze-thaw cycles, and coordination with the community and Lower Kuskokwim School District. Special considerations include requirements for cultural sensitivity, close coordination with the Village of Akiak, BIA coordination for all external communications, and careful excavation and drilling practices due to permafrost conditions.
