Summary: Deer Carcass Processing Services Performance Work Statement
This is a Performance Work Statement (PWS) issued by the USDA Animal and Plant Health Inspection Service (APHIS) Wildlife Services for deer carcass processing services in Ohio. The government requires one or more qualified meat processing facilities to receive, process, package, freeze, and store venison from white-tailed deer harvested during local wildlife management operations, with final products distributed to charitable organizations. The processing facility must be located within approximately 60 miles of Brecksville, Ohio, to support mission-critical operational timelines and chain-of-custody standards. The contractor will receive field-dressed, eviscerated deer deliveries between Tuesday and Saturday, 7:00 AM to 12:00 PM, with annual volumes ranging from 100 to 1,600 deer, primarily between October and March.
The contractor must skin and remove all venison meat, grind it, and package in 1-pound or 5-pound packages with required labeling including plant name, "NOT FOR SALE," "VENISON," safe handling instructions, and Ohio Division of Wildlife identification numbers. All packaged venison must be immediately frozen to 0°F or below in containers not exceeding 30 pounds. The processor must maintain separate storage for Chronic Wasting Disease (CWD)-sampled deer pending test results and dispose of all waste byproducts through approved sanitary landfill methods at the contractor's cost. The disposal rate cannot exceed 2 percent of delivered deer. The contractor must enroll in SAM.gov and IPP.gov at no cost, maintain records for one year, provide monthly invoices listing project-specific deer counts and meat weights, and notify the government of unprocessable deer within 24 hours. Performance standards require ≥98 percent of deer delivered to be processed, 100 percent CWD segregation compliance, 100 percent waste disposal compliance, complete and accessible recordkeeping, and 100 percent accurate project invoicing. The processor must possess commercial meat processing experience, knowledge of food safety requirements, and familiarity with USDA and State inspection standards, though no formal résumé submission is required unless requested.
