PERFORMANCE WORK STATEMENT
PIPING MODIFICATIONS AND SERVICE OF BOILERS FOR PROCESS HOT WATER
SYSTEM
1. GENERAL INFORMATION
a. Introduction The Department of the Interior (DOI), U.S. Geological Survey (USGS), Upper Midwest Environmental Sciences Center (UMESC) 2630 Fanta Reed Road, La
Crosse, Wisconsin 54603 requires piping modifications and servicing of its process hot water system.
b. Background: The existing process hot water system is currently served by two
Lochinvar 500,000 BTU/hr KBN 501 condensing hot water boilers. The original third boiler failed due to a boiler heat exchanger leak.
c. Scope: Services, construction, to provide all equipment, labor, travel, and materials
(unless otherwise provided herein) necessary to pipe and install a new third hot water boiler to the process hot water loop, repair deficiencies in the existing primary piping loop, and perform complete preventative maintenance, diagnostic and repair services on all three boilers.
2. WORK REQUIREMENTS
a. Project Requirements: Prior to construction, the Contractor shall present the proposed system layout to the USGS Technical Liaison (TL) for approval. Piping shall be reconfigured for all boilers to conform to boiler manufacturers requirements.
Existing controls shall be reconnected to the existing Automated Logic Webctrl
Building Automation System (BAS). Contractor shall install system complete, with any equipment valves, temperature probes, pumps, piping and fittings to provide a complete working system.
b. The contractor shall include a draft design and tentative work schedule with their proposal and adhere to the contracted design and schedule once awarded. Any deviation must be approved by the Contracting Officer (CO).
c. Requirements: System shall meet or exceed the following minimum requirements:
i. Contractor shall furnish and install new condensing boiler: Lockinvar model number KBX 501 or equal. New boiler shall be installed on existing pad next to existing process hot water boilers. Contractor shall furnish and install all piping, venting electrical, controls and safeties according to manufacturer’s guidelines. New boiler shall be programmed and set up to cascade sequence with existing Lochinvar boilers.
ii. System piping shall be reconfigured and reconnected according to manufacturers recommendations for the three boilers. Existing condensing boilers: Lockinvar model number KBN 501.
iii. Boiler piping shall allow all boilers and associated pumps to operate as needed to maintain system water temperature to the primary/secondary heat exchanger. Any existing incorrect piping or pump configurations shall be re-piped according to recommendations from the boiler and heat exchanger manufacturers.
iv. Contractor shall insulate all primary loop boiler piping and fittings.
Insulation shall be fiberglass piping insulation made specifically for insulation of hydronic piping. Pipe insulation shall come with a factory-applied all-service jacket. All pipe and fittings shall be installed complete with approved adhesives, sealants, taping and jacketing.
v. Contractor shall set up and program all three boilers in a cascade sequence of lead, lag, standby boiler operation.
vi. Contractor shall perform startup and preventative maintenance service on all three Lochinvar boilers. Service shall follow the requirements and procedures as outlined in the Lochinvar KnightXL service manual

1. Clean boiler heat exchanger
2. Clean burner and blower wheel
3. Replace igniter
4. Replace flame sensor
5. Check all wiring connections
6. Perform start-up checkout and performance verification per
Section 10 in the Lochinvar Knight XL Installation and
Operation Manual.
7. Verify operation of cascade sequencing.
8. Check and clean condensate trap
9. Test boiler water. Clean system water and add boiler treatment chemicals as needed for cleaning and pH neutralization.
d. General Requirements
i. Contractor shall be responsible for furnishing and installing all material as required to furnish a complete system and meet all service requirements of this Performance Work Statement.
ii. All installation work will conform to manufacturers recommendations, industry standards and local and state building codes. All work to be performed in a clean and workmanlike manner.
iii. Work shall be performed during regularly scheduled facility hours (7:30am-
4pm; Mon. – Fri.). However, if facility personnel will be negatively impacted by the work, after hours and weekend work may be authorized. Any work performed by the Contractor outside of normal facility hours must be coordinated with the USGS TL at least 48 hours in advance.
iv. Coordinate work with the USGS TL to ensure any facility research equipment or studies are not interrupted or disturbed. Contractor will be responsible for any work performed as part of this contract that causes damage to existing equipment or negatively impacts ongoing research.
v. All materials shall be installed in accordance with manufacturer’s recommendations and installation instructions.
vi. Contractor shall provide equipment as the Government deems necessary to minimize debris in and around work areas.
vii. Contractor shall daily clean areas and cover surfaces or equipment impacted by construction work and remove any debris created by the demolition and/or installation from this project.
viii. Contractor shall ensure that no damage occurs to the surrounding buildings or equipment. Contractor shall be responsible for any repair costs due to damage to surrounding equipment, infrastructure or piping caused by construction or demolition as part of this project.
ix. Contractor shall carry a minimum of $1,000,000 liability insurance against potential facility and or equipment damage.
x. Contractor shall gain approval from the TL prior to entry into other areas of the facility not directly related to this project scope. Entry into offices, mechanical/electrical spaces and or laboratories without permission from
USGS TL is prohibited.
xi. Contractors shall notify the TL of any issues affecting project completion or delivery dates as soon as practical but no later than 24 hours.
xii. The TL shall identify circuits designated for Contractor use as part of this project. Contractor shall be responsible for providing portable generators for equipment requiring more than 120 volts ac as needed for Contractor electrical equipment.
d. Project Completion Documentation:
i. Final Inspection and Acceptance Criteria
1. Upon successful completion of the installation and prior to the Final
Acceptance, the Contractor shall ensure that there are no apparent defects in the primary boiler loop system, and all mechanical, electrical and controls are fully installed and operational. Contractor shall perform startup and checkout boilers. Equipment startup shall be performed by a technician with at least 3 years experience in service and startup of hydronic heating equipment. Contractor shall notify TL in writing or email requesting a site inspection for the purpose of formal acceptance of the completed work.
2. Contractor shall provide, as part of closeout documentation, boiler combustion reports, and results of boiler water testing and conditioning.
3. Acceptance by the Government will be given only after the satisfactory completion of the work as outlined in this Scope of Work. Project acceptance can be issued only by the project Contracting Officer (CO).
ii. Warranty Work and Service
1. The Contractor shall warranty all workmanship to meet the specifications set forth in this PWS. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.
