PERFORMANCE WORK STATEMENT

FOR

Building 4607 HVAC Testing & Balancing Service

CANNON AFB, NM

14 July 2020

PERFORMANCE WORK STATEMENT (PWS)

FOR

Building 4607 HVAC Testing & Balancing Service

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, labor, and certifications necessary to perform preventive maintenance and inspection (PMI), along with minor repair and specified replacement actions, as specified in this PWS, for Building 4607 ventilation systems and applicable equipment at Cannon AFB, NM.

The contractor's work shall be in accordance with (IAW) Federal, State and local regulations, along with as-built drawings (Appendix B), manufacturer recommendations and standard commercial practices.

1.1. SERVICE ELEMENTS. The contractor shall perform PMI, along with system adjustments and specified replacement and installation actions in order to restore proper airflow and air metering functionality throughout the building. A Government laptop computer, with specific controls software, will be available for the contractor's use while onsite. The Government may provide a laptop computer (if available) for controls servicing, however, the contractor shall be able to provide their own equipment for controls servicing if Government equipment is not available.

1.1.1. AIR BALANCING. Test and balance supply and exhaust air systems to meet Unified Facilities Criteria (UFC) 4-211-02, Aircraft Corrosion Control and Paint Facilities (Appendix A), to achieve 80% recirculation and 20% fresh air. Ductless split system units are not included.

1.1.1.1. Within the hangar bay spray paint booth, 75 cubic feet per minute/square foot of cross-sectional area shall be provided. System balancing shall meet a static pressure of -0.02 to -0.04 inch (water gauge) between the hangar area and adjacent occupied spaces. Negative pressure shall be established between the paint booth area and the exterior of the facility, in order to prevent fugitive hazardous emissions from escaping from the hangar into adjacent occupied spaces or the atmosphere.

1.1.2. AIRFLOW SENSORS AND GAUGES. Inspect all airflow sensors and gauges for proper function, and adjust, calibrate or replace if out of tolerance.

1.1.2.1. Provide and install four new differential pressure gauges (e.g. Magnehelic), suitable for the existing environment, in the following areas (as identified in Appendix C):

1. Small paint booth room to adjacent spaces

2. Clean room to hangar bay paint booth

3. Office spaces to clean room and hangar bay paint booth

4. Outside atmosphere to hangar bay paint booth

1.1.3. AIR FILTERS. The Government will replace unserviceable system filters prior to the contractor's start of work. During work performed under this contract, the contractor shall notify the Contracting Officer's Representative (COR, reference paragraph 4.5) if the contractor discovers unserviceable filters that may affect the requirements of this contract, whereby the Government will replace the filters. The contractor shall be aware that due to the nature of industrial paint booth operations, hazardous waste may be present, to include, but not limited to, Barium, Cadmium, Chromium, and Methyl Ethyl Ketone.

1.1.4. DOCUMENTATION. Provide report detailing all work performed and resulting pre- and after service data, to include location, equipment, zone and calculations. The contractor shall submit the report to the Contracting Officer (CO) in electronic format; it shall be compatible with Microsoft Word or Excel. The report is due within three business days following final inspection of on-site work, and shall be certified by a licensed professional engineer.

2. SERVICES SUMMARY. The contractor's service delivery requirements are summarized as Performance Objectives that relate directly to standards of performance required to meet contract requirements. To meet a Performance Objective, the contractor's service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum service delivery required for acceptable quality control. Failure to meet a Performance Threshold (a discrepancy) may mean that the contractor's quality control is unacceptable, and re-performance is necessary, at no additional cost to the Government.

Conditions beyond the contractor's control will be evaluated by the COR (and CO as necessary).

The table below lists key Performance Objectives that will be verified for contractual compliance by the COR and/or CO; however, inspection of any contract requirement is authorized.

1.1.4 One discrepancy. Report shall detail all work performed, resulting pre- and after service data, and description of additional problem areas.

3. GOVERNMENT FURNISHED SERVICES. Existing electrical, water, sewage and municipal solid waste utilities are available for the contractor's use in meeting the requirements of this contract. The contractor shall be responsible for all temporary connections (e.g. threaded hose fitting, extension cord plug) and for their removal prior to final acceptance of work.

4. GENERAL INFORMATION.

4.1. CONTRACTOR PERSONNEL.

4.1.1. Contract Manager: The contractor shall provide a Contract Manager who shall be responsible for the performance of services. The name and contact information of the Contract Manager and alternate (if assigned) shall be provided to the CO in writing prior to the beginning of work. The Contract Manager and alternate must be able to read, write, speak, and understand English.

4.1.1.1. The Contract Manager and alternate (if assigned) shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.

4.1.2. Contractor Employees: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

4.1.2.1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English. Contractor employees must be able to read, write, speak, and understand English.

4.2. CONTRACTOR AND CONTRACTOR PERSONNEL QUALIFICATIONS.

The contractor, or contractor’s employees actually performing the work required under this contract, shall be fully qualified technicians, or a journeyman mechanic working under the direct and physically present supervision of a fully qualified technician. A fully qualified technician shall have a current certificate or license, issued by a reputable and qualified agency. The contractor shall provide to the CO a copy of the certification or license for each qualified technician prior to performing any work.

4.2.1. The contractor, Contract Manager, and alternate (if assigned) are responsible and in charge of the work on site. The contractor shall ensure the Contract Manager is available via telephone at all times in order to communicate with the CO and COR while onsite at CAFB. The Contract Manager shall be able to communicate with onsite contract employees at all times.

4.2.2. The contractor shall ensure that all personnel are appropriately trained for the management and packaging of hazardous wastes generated during this work effort.

4.3. SAFETY REQUIREMENTS. In performing the work required under this contract, the contractor is responsible for employee and worksite health and safety.

4.3.1. The contractor shall record and report promptly (within one hour) to the CO or COR, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel.

4.3.2. In the event of an accident/mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the

CO.

4.4. QUALITY CONTROL. The contractor shall have and maintain a quality program to ensure services are performed IAW contract requirements. The contractor shall have and implement procedures to identify and prevent defective services from recurring. At a minimum, the contractor shall utilize quality control procedures that address the areas identified in paragraph 2, Services Summary.

4.5. QUALITY ASSURANCE. The Government will evaluate the contractor’s performance by appointing a COR to ensure services are received. The COR will evaluate the contractor’s performance through periodic onsite inspections and investigation of complaints from base personnel. If required, the CO will make final determination of customer complaint validity.

4.5.1. The COR will perform assessments of the contractor’s performance. Subsequent to contract award, the identity of the COR, with a letter defining their duties and authority will be furnished to the successful bidder/offeror.

4.5.2. The COR will inform the Contract Manager in person when deficiencies occur in order for the contractor to initiate corrective action. The COR will make a notation of the discrepancy on a surveillance checklist with the date and time the discrepancy was noted and will request the Contract Manager alternate (if assigned) to initial the entry on the checklist.

4.5.3. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO and not to the COR.

4.6. HOURS OF OPERATION. The contractor shall perform the services required under this contract during the following hours: 7:00 AM to 4:00 PM (MST/MDT), Monday through Friday, except for Federal Holidays. The Contractor may request permission to work outside of these hours by obtaining approval from the COR or CO at no additional cost to the Government (includes weekends and extended daily work hours). 4.7. SECURITY REQUIREMENTS. The contractor shall be responsible for all passes issued to their employees under this contract. Applications shall be coordinated through the CO. At the time of application, the 27th Special Operations Security Forces Squadron may conduct a background check on employees. Upon termination of employment, the contractor shall be responsible for returning identification cards and base passes to Security Forces within 24 hours.

4.8. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE SERVICES

DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR

OVERSEAS COMBATANT COMMANDER. This service is determined to be non-essential for performance during crisis according to DODI 3020.41, Operational Contract Support, paragraph 2.c. In the event of a crisis, the contractor will be notified by the CO of the need to discontinue services due to contingency, base closure or other causes. If notification to discontinue services is not received, the contractor shall be expected to continue performance in accordance with this PWS.

4.9. ENVIRONMENTAL REQUIREMENTS. The contractor shall comply with all Federal, State and local laws and regulations concerning the obtaining, use, storage, reporting, control and disposal of Hazardous Materials (HM) and Hazardous Wastes (HW). In performance of this contract, the contractor shall comply with the requirements of the Cannon Air Force Base (CAFB) and Melrose Air Force Range (MAFR) Civilian Contractor Environmental Guide (See Appendix D) unless otherwise specified. In complying with the CAFB and MAFR Civilian Contractor Environmental Guide, the contractor shall continue to primarily communicate with the CO or COR.

4.9.1. Focus areas of the CAFB and MAFR Civilian Contractor Environmental Guide include, but are not limited to:

4.9.1.1. The contractor shall not bring HM onto CAFB, nor use HM on CAFB until the contractor receives required authorizations (Reference Appendix E).

4.9.1.2. CAFB tracks HM. The contractor shall coordinate with the COR prior to purchasing HM; and shall provide usage data, typically monthly.

4.9.1.3. The contractor's disposal of HW shall be coordinated through the COR, for Government disposal.

4.9.1.4. The contractor shall ensure that employees are appropriately trained to manage/package hazardous wastes generated during this work effort.

4.9.2. In the event Federal, State and local environmental laws and regulations change during the term of this contract, to include the CAFB and MAFR Civilian Contractor Environmental Guide, the contractor is required to comply as such laws and regulations come into effect. The contractor shall immediately implement those changes in laws and regulations that result in a decrease or no change in the contract price. Prior to implementing any such laws and regulations that will result in an increase in contract price, the contractor shall submit to the CO a price proposal and obtain prior approval of the CO. Said price proposal shall be submitted within 15 calendar days from the date the contractor receives notice of the laws and regulations giving rise to the increase in cost of performance. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the CO.

4.9.2.1. If the contractor spills or releases any HM or HW substance into the environment, the contractor or its agent shall immediately report the incident to CAFB Fire Dept at 911. The liability for the spill or release of such substances rests solely with the contractor and its agent.

4.10. Environmental Management System (EMS). All contractor personnel shall complete EMS Awareness training prior to commencement of any activities. Training is available through the learning management system called The Environmental Awareness Course Hub (TEACH) at https://usaf.learningbuilder.com/account/login/?ReturnUrl=%2f. The Contractor shall submit the Awareness Training Certificates of Completion to the COR prior to any on-base performance under this contract. Use of Microsoft Edge, Google Chrome or Mozilla Firefox is recommended.
