Performance Work Statement (PWS) Project: Maintenance and Repair of 3 USDA-WHNRC LC-MS/MS Systems

GENERAL INFORMATION

1.0 Background and Purpose: The goal of this agreement is to provide 1 year of ongoing maintenance and repair support for 3 mission critical LC-MS/MS systems in the Western Human Nutrition Center in Davis CA: 1 Waters Classic UPLC/Sciex API 4000 QTRAP; 1 Waters I-Class FTN UPLC/Sciex API 4500 QQQ; 1 Shimadzu AD30-AC20/Sciex 6500 QTRAP. This will include annual preventative maintenance and repair of catastrophic failures, including parts replacement, allowing reasonable continuous operation of these systems.

2.0 Definitions:

LC-MS/MS = liquid chromatography - tandem quadrupole mass spectrometer.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Maintenance to include repair visits, parts along with bi-annual preventative maintenance on Mass Spectrometers and annual preventative maintenance on all other components of the LC-MS/MS systems defined below:

It is expected that the service engineer will be onsite to initiate repairs within 48 hours of request or scheduled service.

It is expected that the agent will ensure that the system will perform within manufacturers’ specifications before closing the service visit.

The agent must have experience in maintaining the instrumentation listed above.

4.0 Deliverable / Schedule: {All written deliverables shall be phrased in layperson language.} o The service engineer is expected to be onsite to initiate repairs within 48 hours of request or scheduled service. Routine maintenance should be completed within 2 days/system.

o Completion of repairs will be concluded with all haste, but reasonable delays due to troubleshooting and parts availability are acceptable. Once the problem is fully diagnosed and parts are available, repairs are expected to be completed within 2 days.

o Preventative maintenance on the mass spectrometers will follow all manufacturers recommendations and shall include:

o a) cleaning of the ion source;

o b) cleaning of the mass spectrometer pre-filter (i.e. the QJet);

o c) changing the roughing pump oil;

o d) check electron multiplier performance and adjust voltage;

o e) evaluate mass calibration and adjust if necessary;

o f) assess that instrument sensitivity is within manufacturers limits.

o Preventative maintenance on liquid chromatography systems will follow all manufacturers recommendations and shall include:

o a) replacement of all solvent pumps pistons and seals;

o b) replacement of injection port seats and seals;

o c) evaluation of system pressure profiles and replacement of any tubing/ferrules with evidence of high back pressure or leaking.

5.0 Government Furnished: The government will provide supervised access to the Western Human

Nutrition Research Center located at 430 W Health Sciences Drive, DAVIS CA 95616, and provide parking during the service visit.

6.0 Travel: Travel of service engineers to the job site will be provided by the contracted agent.

7.0 Contractor’s Key Personnel: The contractor is expected to vet all visiting service personnel with respect to appropriate experience to accomplish the assigned task.

8.0 Security Requirements: The service engineers shall have supervised access to the Federal facility and will not have access to computer networks. Therefore, they will not require specific security clearance.

9.0 Data Rights: Not Applicable

10.0 Section 508 – Electronic and Information Technology Standards: Not Applicable

11.0 Performance Requirement Measures: The service engineer will provide a written summary of all work completed and documentation that the instrument is performing within manufacturers specifications at the end of each service visit

6.0 Travel: Travel of service engineers to the job site will be provided by the contracted agent.
