PERFORMANCE WORK STATEMENT

64-INCH WIDE-FORMAT COLOR ENGINEERING TECHNICAL DRAWING

EQUIPMENT MAINTENANCE INTRODUCTION

The DLA Document Services seeks to enter into a contract to receive continuing maintenance and services of the Konica Minolta CET Q5-250H Large Format UV Ink Technology 64" Format Printer and accessories.

1.0 GENERAL INFORMATION

1.1 The DLA J67F Document Services requires the ongoing service maintenance for existing equipment.

2.0 ROUTINE MAINTENANCE & REPAIRS

2.1 The contractor shall provide Monday thru Friday, 8:00 am-5:00 pm, local time, service representative(s) to receive requests for service (excluding federal holidays). A service technician must respond within eight-business hour(s) from service request unless substantial limitations beyond the contractor’s control are identified at the time of the service request, causing delays beyond the eight-hour requirement. A telephone call is not an acceptable service response. The technician cannot arrive within 30 minutes before the end of shift (1530 hours local).

2.2 The contractor shall ensure service technicians are highly trained in repairing the Konica Minolta CET Q5-250H Large Format UV Ink Technology 64" Format Printer. The technician must be able to perform all aspects of maintenance and actively engage in resolving the reported issue.

2.3 The contractor shall schedule and perform bi-annual maintenance of the equipment, fine tuning of sensors, replacing/adjusting parts and parameters for device operations. The actual dates are subject to discussion with the production shop supervisor to find the best date/time to perform, but the bi-annual maintenance should be within 30 days +/- of 1 October, and 1 April.

2.4 The contractor must ensure all service technicians are eligible for access to Department of Defense facilities in accordance with the authority in Directive Type Memorandum (DTM 09-

012) which establishes DoD access control policy and the minimum DoD security standards for controlling entry to DoD installations and stand-alone facilities. Contractors must also check and follow installation access policies specific to each DoD installation. Technicians must be eligible at time of the award.

2.5 The contractor shall report all repairs and equipment outcomes in accordance with section 6.0.

2.6 The contractor shall propose the cost to break down and set up the device in the event of a facility relocation as an “contingency relocation” option. The contractor may price with or without rigging. The DLA will provide the actual shipping between locations since the move may be across the installation or across the country.

3.0 IT CONFIGURATION

3.1 The device is being operated as a stand-alone system, not connected to the DLA network.

The contractor shall maintain and keep current existing loaded software ensuring no connection to an exterior network is created.

3.2 The contractor shall make recommendations for software upgrades to ensure digital longevity. Any software upgrades

4.0 IT CERTIFICATION & ACCREDITATION, AND TECHNICAL SUPPORT

4.1 The contractor shall update all contractor supplied software.

4.2 All purchased hardware shall be registered by the vendor under the “DLA” name for 3rd party technical support.

4.3 The contractor shall not have remote access to equipment unless authorized.

5.0 TRAINING REQUIREMENTS

5.1 The contractor shall provide, under a separately priced CLIN, additional training sessions, as needed by the Government. Each training session will be teaching approximately 2 to 10 attendees. Additional training sessions will be written as an option and the contractor shall provide the training within ten (10) business days of the date of the receipt of the contract officer direction to proceed with the training.

6.0 MEETINGS, REPORTS AND ADMINISTRATION

6.1 The Contractor shall provide a single POC for administration of the contract and a single POC for service issues. The Contractor shall prepare and deliver a “per service” report via email to the facility POC named in the contract. At a minimum the report shall contain the following:

6.2 The Contractors’ Administrative POC and the Contractors’ Service POC shall attend, upon request by DLA Document Services, a teleconference with the POC and others to discuss the report set forth in paragraph 6.1. Reports are due within 10 days after the repairs/maintenance is performed.

7.0 INVOICES.

7.1 The Vendor shall electronically submit “two in one invoices” in accordance with the Defense Federal Acquisition Regulations Supplement (DFARS) Clause 252.232-7006.

8.0 EQUIPMENT AND ACCESSORIES

8.1 During the period covered under this contract, should the Government and/or the contractor desire to substitute or upgrade equipment with technology improvements, all such actions shall be approved by the Contracting Officer prior to the contractor taking any action. If a substitution is needed the contractor must notify the Contracting Officer and a formal review process will be conducted. Substitutions will be provided at no cost to the government.

8.2 The contractor shall provide parts that are new or remanufactured as well as currently manufactured, and actively marketed. The terms “new” and “remanufactured” are defined at

FAR 52.211-5.

9.0 NO GOVERNMENT OWNED OR FURNISHED PROPERTY/EQUIPMENT

9.1 The Government will not provide administrative space for use by the contractor.

10.0 CLINS:

10.1 Base year maintenance contract plus four option years for the following devices. Konica Minolta CET Q5-250H Large Format UV Ink Technology 64" Format Printer and accessories:
