Performance Work Statement

Group Exercise Instructor Services

At Lajes Field, Azores Portugal

20 July 2022

SCOPE OF WORK

The contractor shall furnish all personnel, labor, certifications and transportation necessary to perform group fitness services as defined in this Performance Work Statement (PWS) at Chase Fitness Center, Lajes Field, Azores, Portugal.

DESCRIPTION OF SERVICE

The purpose of this contract is to provide group exercise fitness classes to assist members in achieving their fitness goals and improving their health and well-being. Group exercise classes shall be offered to

Department of Defense (DoD) active duty military, TDY military, civilian employees, local national employees, and their family members at Lajes Field, Azores, Portugal.

CLASSES

The contractor shall provide a minimum of 10 classes per week and a maximum of 13 classes per week, of different categories such as strength training, spin, HITT, Zumba, circuit, yoga, step, RECON etc.

Classes may be aerobic or anaerobic in nature, and must be scheduled with the Chase Fitness Center

Director. Classes shall be at least 55 minutes in length and consist of a warm up phase (minimum of 5 minutes) and a cool down period (minimum of 5 minutes).

PERSONNEL

The Contractor is responsible for ensuring an adequate number of instructors to perform all scheduled classes. The Contractor shall have adequate credentialed staffing to fill-in when an instructor is not able to perform his/her scheduled class. This fill-in must show certification as required by this PWS, and must be approved by the Chase Fitness Center Director. If an instructor has an emergency situation and the contractor is not able to provide a fill-in for the scheduled class, the Contractor/Local Point of

Contact (POC) will contact the Chase Fitness Center Director, Fitness and Sports Officer, or Fitness and

Sports Superintendent. Instruction of scheduled classes is a high priority under this contract. The

Contractor, at the Contractor's expense, will replace any instructor that misses two (2) or more classes per month on more than one (1) occasion. Instructors shall be neat, clean, and well-groomed and in appropriate clothing and present a professional appearance at all times, and contribute to providing a clean and safe environment for exercise classes.

CREDENTIALING

The contractor is responsible to ensure that ALL instructors have current aerobics instructor, group class, and or group strength and conditioning credentials from a nationally recognized body i.e.

American College of Sports Medicine (ACSM), American Council on Exercise (ACE), Athletics and

Fitness Association of America’s (AFAA), International Sports Sciences Association (ISSA).

Portuguese bodies are also recognized i.e. Instituto Portugûes do Desporto e da Juventude (IPDJ)

Instituto Português de Acreditação, IP (IPAC)…

All instructors shall have and maintain valid cardiopulmonary resuscitation (CPR) and Automated

External Defibrillator (AED) certification throughout the entire performance of the contract.

Any changes/updates in credential/certification status must be reported to the contracting officer and contract specialist immediately. Failure to maintain appropriate certification may result in an instructor not being allowed to perform classes until the contracting officer and contract specialist receive proof of current and proper certification.

One-year experience in teaching group classes is highly desirable but not required.

SCHEDULE

Contractor shall provide a draft monthly training calendar to the Chase Fitness Center Director to be approved, no later than 30 calendar days in advance of the month that classes will be provided. This calendar shall address the list of exercise classes to be offered for a duration of at least 55 minutes, instructor names, times, and locations. The Government reserves the right to change the time/classes offered in the monthly training calendar within five (5) business days of receipt of the monthly schedule.

While class hours may vary according to demand, the prioritization of classes should be held during the following peak hours of Monday through Sunday:

0600 – 0900 1000 – 1300 1600 – 1900

Exercise class days and times are subject to change to meet customer demand. If the Government requires a change to a class schedule that has already been approved by the Chase Fitness Center

Director, the contracting officer will direct changes in this class schedule (be it to add or delete a class) via written notice, with a minimum notice of one (1) week before the change in class schedule is required. However, in case of an emergency as determined by the Government, the Government may cancel one (1) or more classes by notifying the contractor by phone at a minimum of two (2) hours prior to the class start time.

CLOSURES

During a planned closure of the facility due to training, holiday, or an unplanned closure (e.g., natural disasters, military emergencies, and severe weather) the contractor shall with prior coordination and approval in writing from the CO or Fitness Center Director, conduct classes in an alternate form, such as virtual online or outdoors. The Contractor shall be compensated for these alternate form classes at the same rates as compensated for in-person classes within the terms and conditions of the signed contract.

QUALITY CONTROL

Each group exercise class shall start on the days and times specified in the approved class schedule with no more than ten percent (10%) of all classes conducted during the month failing to be on time. In addition, the contractor shall stage (position) all necessary equipment and supplies needed for each class prior to the beginning of each exercise session.

SPECIFIC TASKS

Contractor shall provide aerobic and anaerobic classes for the Chace Fitness Center patrons. Therefore, the contractor shall:

- Research and develop up to date aerobic and anaerobic classes in various styles to provide a variety of exercise classes for the fitness center patrons. The new developed routines shall be approved by the

Chase Fitness Director prior to implementation.

- Offer 5 of the total classes per week with given priority to Fitness Improvement Program patrons

(RECON). Classes can be an assortment of aerobic and anaerobic classes such as circuit training, spin, HITT, Zumba, yoga, and step, but are not limited to these classes.

- Demonstrate and/or explain how to perform various exercises and routines with proper techniques to minimize the risk of injuries and meet the health, wellness and fitness goals of the patrons. Contractor must also monitor the execution of these exercises during workouts or classes and provide professional feedback to the patrons.

- Provide alternative exercises during workouts or classes for different levels of fitness, skill and capability, and monitor the progress of the patrons, adapting the exercises and programs as appropriate.

- Promptly notify Chase Fitness Center staff at the front desk of any broken or improperly functioning equipment and/or unclean or unsafe conditions encountered before, during, or after any exercise session.

Contractor shall then instruct class participants not to use such equipment and areas and, brief new class members on safety precautions and effective exercise principles

- Immediately notify the Chase Fitness Center staff of any in injuries or accidents that should occur during any scheduled classes. Chase Fitness Center staff will request the proper medical assistance. If the Chase Fitness Center staff are not available, the contractor shall immediately call 295-57-1911.

- Work with the Fitness Center program manager to develop and implement a marketing plan to promote and advertise scheduled classes; this includes, but is not limited to, the development and distribution of flyers, leaflets, articles in the newspapers, and publicity.

- Maintain records of each class to provide monthly information, which shall include: class roster, monthly class schedules, and description of class provided. Records will remain property of, and are subject to the exclusive control of the United States Government. List of instructors and their certification will be kept on file with the fitness director.

- Distribute a customer service survey, on a monthly basis, to every client attending scheduled classes.

The Chase Fitness Center Director will provide these customer surveys to the contractor. Patrons will be instructed to submit their survey at the front check-out counter.

- Adhere to local lock up procedures regarding the group exercise room security when ending each class session offered.

- Ensure that all class and services are being provided in accordance with Air Force Instruction (AFI)

34-266, paragraph 3.2.7.

PROHIBITIONS

The contractor is prohibited from accepting payment in any form, from clients for class participation as well as from providing additional personal training for clients and accepting fees or payment in any form for those services. All services will be provided at no cost to the clients. Services are strictly limited to the teaching of advertised classes.

OUTCOMES

The Chase Fitness Center Director, Assistant Director (or designated representative in their absence) is the responsible point of contact for the inspection and acceptance of services authorized. All work shall be accomplished in a timely and professional manner. Work, which does not conform to the specifications contained here-in, will be justification for rejection. In case of need to correct any deficiency, this shall be done so at no cost to the government or the Chace Fitness Center

FACILITIES

The government will grant use of the following items at no cost to the contractor, upon request to the

Lajes Fitness Director or other authorized representatives:

i. Aerobic steps, exercise balls, dumbbells and other related equipment.

ii. Publicity requests for services marketing.

iii. Use of stereo system.

iv. Use of a wireless microphone receiver and transmitter (if available); however, a compatible head set shall be the responsibility of the contractor. These items are not required to be provided by this contract.

INVOICE INFORMATION

Invoices shall be submitted through WAWF. Payment will be paid monthly upon receipt of a properly certified invoice for classes taught under this order. The Chase Fitness Center Director or designated representative in their absence will be the only persons authorized to certify this pay document.

BASE ACCESS

Proper authorization is required for all contractors and vehicles to enter the base. Requests for passes will be submitted by email to the contract specialist. These passes will be valid through the pass expiration date. The request letter should state the contract number, names of the personnel, and identification numbers. In the case of a fill-in instructor, a temporary access request must be submitted

72 hours in advance, with the same information provided.

TRAFFIC LAWS

The contractor and all instructors shall comply with all base traffic regulations.

BEHAVIOR

The contracting officer may in writing, require that the contractor be removed from the work site, area, or base due to objectionable behavior. Objectionable behavior includes wearing inappropriate attire, using profane language, or abusing or disobeying base/host country rules or regulations.
