Performance Work Statement (PWS)
For Roof Replacement Projects
At the Atmospheric Turbulence and Diffusion Division (ATDD) Air Resources Laboratory (ARL) Research Facility
Located at 456 S. Illinois Avenue, Oak Ridge, TN 37830.
Mission:
The Office of Atmospheric Research (OAR) Air Resources Laboratory (ARL) Atmospheric Turbulence and Diffusion
Division (ATDD) in Oak Ridge, Tennessee conducts research to advance atmospheric science and technology and provide the highest quality atmospheric, meteorological and climate products and services to NOAA, our partners, the research community, and society to protect human health and our environment.
ATDD’s research is aligned with NOAA’s objectives to build and maintain a Weather Ready Nation, enhance our nation’s abilities in Climate Adaptation and Mitigation, and promote a holistic understanding of the Earth system through research and the development of an integrated environmental modeling system.
Purpose:
The purpose of this Request for Proposal (RFP) Construction Services is to solicit proposals from qualified firms to provide construction services for the replacement of roof systems along with general site improvement necessary to allow for proper drainage of these roofs to controllable areas.
The ATDD Complex consists of three (3) buildings: the Main Building, which includes an Electronics Shop addition, the
Wind Tunnel Building and the White Storage Building. The Electronics Shop addition, the Wind‐Tunnel Building, and the
White Storage Building all require new roofs. All work must be performed in accordance with local, state, and federal roofing codes.
Project No. 01 Electronics Shop:
The Electronics Shop is a single‐story cinder block addition that has been cladded with vinyl siding. It was built in 1962 and currently uses a Thermoplastic Polyolefin (TPO) roof over a substrate that consists of bar joists and waffle board.
The sub‐structure includes purlins that distribute load to the perimeter wall system. The exterior envelope consists of eight (8) double pane, double operable windows and two (2) access/egress doors, one single and one double. These doors have a roof canopy system above them. The interior of the building is open office space with a verified gross square footage of 1,500 square feet (GSF).
The Work shall include the removal and replacement of approximately 1,500 square feet (GSF) of TPO roof on the Electronics Shop and approximately 150 square feet (GSF) of TPO roof at the two door canopies with a new EPDM roof.
The Work shall include the removal and replacement of three (3) scuppers on each side of the building. One is at the mid‐span and two are located on either end of the facility.
The Work shall include the tie‐in of the new scuppers to the existing down spouts.
The Work shall include the installation of approximately, thirty (30) 2’x2’ walkway pads to and from the equipment platforms.
The Work shall include the boot flashing or curb flashing necessary to flash around four (4) two inch (2”) galvanized plumbing vents and one sleeved outlet.
Project No. 02 Wind Tunnel Building:
The Wind Tunnel Building is a single story pre‐engineered steel structure that was constructed in 1976. The roof system is a corrugated galvanized metal decking system that has received a silver coat application. There are no canopies above the doors at this facility. The verified gross square footage of the facility 6,196 square feet (GSF).
The Work shall include the removal and replacement of approximately 6,196 square feet (GSF) of corrugated metal roof on the Wind Tunnel Building.
The Work shall include the removal and replacement of seven (7) gutters, three (3) in the front and four (4) in the back.
The Work shall include the removal and replacement of seven (7) downspouts along with the tie‐in of the new scuppers to the new down spouts.
The Work shall include the removal and replacement of the break metal trim, capping and coping details around the building to provide a completely integrated roofing and drainage system with proper eves and vents for the facility.
Project No. 03 White Storage Building:
The White Storage Building is a single story stick frame wooden structure that was constructed in 1943. The existing roof is a 5V metal roof (white aluminum) over a substrate that consists of wood joists and wood lath. There are no canopies above the doors at this facility. The verified gross square footage of the facility 960 square feet (GSF).
The Work shall include the removal and replacement of approximately 960 square feet (GSF) of corrugated metal roof on the White Building.
The Work shall include the removal and replacement of one (1) gutter and two (2) downspouts.
The Work shall include the removal and replacement of the break metal trim, capping and coping details around the building to provide a completely integrated roofing and drainage system with proper eves and vents for the facility.
Project No. 04 Paving and Drainage:
The storm water pipe distribution system from the down spouts to the watershed area require trenching, horizontal pipe installation, backfill and paving for twelve (12) downspouts as part of the three building complex. Work shall include the re-grading of the area behind the Wind Tunnel, back fill, installation of structures, installation of horizontal laterals, installation of perforated piping, installation of stone, sub grade, paving and top coat.
