Contents

A. ACQUISITION QUESTIONS

B. TECHNICAL QUESTIONS

A. ACQUISITION QUESTIONS

1. Are General Contractors (GC) required to be pre-qualified for Oak Ridge National Laboratory

(ORNL) or would we be able to bid?

a. All qualifying Small Businesses are eligible for proposal submission.

b. Oak Ridge National Laboratory (ORNL) is a Department of Energy (DOE) site and is separate from the solicited ATDD site for NOAA.

2. Will there be a sign-in sent out for the site visit attendees?

a. No, there will be no sign in sheet for the parties that attended the site visit.

B. TECHNICAL QUESTIONS

1. Would NOAA/ARL/ATDD accept a membrane roof over the metal roofs as an option and use the metal roofs as the new substrate.

a. No, NOAA/ARL/ATDD has not evaluated the roof system for this type of solution which may require a different configuration and present new unknown challenges such as the add load and a revised drainage configuration

2. What is the R-value of the existing membrane roof system? How much insulation will be required and what will that do to the overall system? Can a contractor pull a core sample to measure thickness and repair/replace?

a. This existing R-Value is unknown. The requirement is to match existing. Contractors can schedule a return visit to the site to pull a sample through the Contracting Officer and Contracting Specialist. Sample results will be made public to all bidders.

3. There may be wood substrate for the White Building that has to be replaced as part of the Work. Can we perform this Work on a unit price basis as part of our proposal with a schedule for removal and replacement of wood sheathing and support timbers?

a. The drawings illustrate that the Contractors are to replace where required, therefore, should include a value for this work as part of their bid based on their site survey of the facility. The White Building is the main concern which is only 960 square feet and only a portion of it may need to be removed and replaced.

4. Would the owner/designer be willing to accept the following scope of work in lieu of removing and replacing the existing metal roof systems?

Install the required thickness of insulation between the standing seams of the existing roof panels to match the elevation of the standing seams. This would be installed up and down the slope.

Install 1/2" insulation on top of the newly installed insulation. This would be installed across the slope. All insulation will be mechanically attached to the metal roof substrate below.

Install a new wood nailer at the eaves to match the new insulation elevations.

Install a fully adhered Johns Manville .060 mil EPDM roof system to the newly installed insulation.

Install new pre-finished gutter and drip edge at the eaves.

Install new metal edge at the rakes.

Provide a manufacturer's 20 Year Warranty.

a. The requirements as listed in the Performance Work Statement (PWS) stands as issued.
