About this file

This Performance Work Statement (PWS) details an annual service contract for a Luminex INTELLIFLEX DR-SE laboratory instrument located at the USDA's Center for Grain and Animal Health Research (CGAHR) in Manhattan, Kansas. The contract requires a Luminex-certified contractor to provide a Platinum Service Plan that includes two scheduled preventative maintenance visits per year and unlimited emergency maintenance visits with a one-business-day response time.

The Sources Sought Notice indicates the USDA Agricultural Research Service plans to award a small business set-aside contract for this service, contingent on receiving at least two qualified small business responses. The contract will be a firm fixed-price commercial item purchase using NAICS code 811210 (with a $34M size standard). Interested vendors must provide detailed technical capabilities, company information, socioeconomic status, and existing customer references. The procurement will be conducted as a Simplified Acquisition Procedure, with the government reserving the right to use submitted information for market research purposes.

STATEMENT OF WORK

Project: Annual Service Contract and Preventative Maintenance Plan for Laboratory Equipment – INTELLIFLEX DR-SE

Background The Foreign Arthropod-Borne Animal Diseases Research Unit (FABADRU) currently has a Luminex INTELLIFLEX DR-SE instrument located at the Center for Grain and Animal Health Research (CGAHR) that requires the continuation of an annual service contract, which will include preventative and, if necessary, emergency maintenance visits from the vendor. CGAHR is a USDA facility, and the instrument is located in a laboratory operating at BSL-2. Contractors arriving on site to provide preventative or emergency maintenance to the equipment must be signed in and escorted at all times while in non-public areas of the CGAHR building.

Objectives

· The annual service plan will provide two scheduled preventative maintenance visits per year to ensure that the instrument is operating properly.

· The annual service plan also covers unlimited emergency maintenance visits during the year, with one business day response time, to prevent loss of productivity due to equipment malfunction and ensure maximum uptime.

Scope

· This Statement of Work covers the INTELLIFLEX DR-SE with serial number IFLEXP22250001, currently located at CGAHR in Manhattan, Kansas, for the period of one year.

· The Platinum Service Plan includes:

· Unlimited visits for emergency repair (includes travel, parts, and labor)

· Two preventative maintenance visits per year

· Priority scheduling for service requests

· Certain software updates and modifications

· Telephonic and online support 24 x 7

· PC hardware coverage (limited to PCs installed by Luminex on Luminex® 100/200™, FlexMAP 3D®, and MAGPIX® instruments)

Tasks or Requirements

· The contractor will be required to:

· Initiate an annual service contract including the benefits described above

· Complete two preventative maintenance visits at CGAHR in Manhattan, Kansas, during the contract period

· Facilitate priority scheduling for any emergency maintenance service requests

· Arrive onsite within one business day, with travel, parts, and labor covered by the contractor, for any necessary emergency maintenance service visits

· Contractor must be certified by Luminex to perform work on Intelliflex equipment.

Deliverables or Delivery Schedule

· Service report is to be delivered to the USDA technical point of contact electronically within five (5) business days of each maintenance visit.

· Response time for repair services will be one business day for contractor to arrive on site in Manhattan, Kansas, as long as dispatch determination is made by 6:00 PM Central Standard Time on the previous business day.

Government-Furnished Equipment and Government-Furnished Information

· The preventative maintenance visits and all parts and labor are included in the Platinum Service plans. No government-furnished equipment nor government-furnished information should be required for completion of the contract, other than personal protective equipment (PPE) required for work at BSL-2.

Travel

· The contractor will be required to travel to CGAHR in Manhattan, Kansas, for each service visit. Travel is paid by the contractor.

Place of Performance

· Work will be performed at CGAHR in Manhattan, Kansas. The facility is access-controlled, so the contractor will need to schedule each visit with the USDA technical point of contact, who will escort the contractor when in non-public areas of the building. The laboratory in which the instrument is located operates at BSL-2. Required PPE (nitrile gloves, safety glasses, and lab coat) will be provided to contracting personnel while on site.

· Contract performance will not require contractors to have routine physical access to USDA facilities or information systems. Contract personnel will be escorted at all times while in the CGAHR building.
