15A00025R00000014 – Attachment 1 Performance Work Statement Service, Preventative Maintenance, and Support Plan for Laboratory Services Panalytical X-ray Diffraction Instrument

1. Background - The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) is a law enforcement agency within the Department of Justice (DOJ). ATF’s mission is to reduce violent crime and to protect the public. ATF enforces Federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson. The Office of Laboratory Services (LS) provides analytical and advisory services on matters of a scientific nature in support of ATF’s mission. There are two forensic science laboratories within LS which include the Forensic Science Laboratory-Atlanta (FSL-A) and the Forensic Science Laboratory-Washington (FSL-W).

2. Scope - This request is for a new preventative maintenance (PM) contract for a Panalytical Empyrean X-ray diffractometer (XRD). This XRD is required to conduct specific laboratory examinations vital to ATF criminal investigations to better solve criminal investigations. Instrument downtime must be kept to a minimum to continue the effective and efficient processing of evidence related to ATF criminal investigations. Casework is the main mission of the laboratories, and it would have to be interrupted with any instrument downtime. This request is to provide support for the XRD listed below, located at FSL-A for one (1) base year and if exercised four (4) option years. Due to instrument replacement over the life of the contract, ATF requires the ability to add/remove any instrument from the same manufacturer to the contract.

4. Specific Requirements/Tasks

Task 1: The contract shall include two (2) scheduled preventative maintenance services per year, corrective maintenance on all above items, unlimited applications, hardware and software phone support, and phone support during business hours with the Original Equipment Manufacturer (OEM) for corrective maintenance to troubleshoot instrument.

· Performance Standard: Preventative Maintenance must be completed two times a year 100% of the time.

Task 2: All work is to be performed by service technicians certified and authorized by Malvern Panalytical and all replacement parts must be factory certified by the OEM. Parts and labor for routine preventative maintenance and/or planned maintenance are to be covered. All labor and travel for preventative and corrective maintenance for the service technician must be included.

· Performance Standard: OEM parts and technicians must be used 100% of the time.

Task 3: Maintenance must include change or addition of serial numbers due to replacement/addition of XRD and/or accessories.

· Performance Standard: All additions/changes of serials numbers must be accepted 100% of the time.

5. Period of Performance:
