1. REQUIREMENT:
Whiteman AFB has Oil Water Separators, Grease Traps, and Lift Stations requiring routine and unscheduled, emergency servicing. These services are performed via contractor due to limitations of Whiteman AFB’s in-house maintenance team.
The contractor shall provide all management, tools, supplies, equipment and labor necessary to inspect, clean and remove debris from Oil Water Separators (OWS), Lift Stations, & Grease Traps at Whiteman Air Force Base as defined in this Performance Work Statement (PWS). The contractor must adhere to all federal, state, local laws and regulations, Air Force Occupational Safety and Health (AFOSH 91-501) and Occupational Safety and Health Administration (OSHA) requirements. Work shall be performed in accordance with (IAW) the terms and conditions of this Performance Work Statement (PWS).
Estimated requirements and workload data is listed in Technical Exhibit 1. Unmentioned tasks shall not limit the contractor’s obligation to conform to all state and local regulations (to include safety and environmental) in accordance with standard industry and commercial practice. The contractor shall provide all travel, personnel, transportation, equipment, tools, materials, supervision, and quality control necessary, as defined in this Performance Work Statement.
1.1. TRAVEL AND TRANSPORTATION:
The Contractor is responsible for mobilization of personnel and equipment to and from all individual facilities including all shipping, delivery of materials, loading and offloading of materials, tools, and necessary equipment, including storage, to perform the required activities to accomplish the performance work statement.
1.2. PERIOD OF PERFORMANCE (PoP) / HOURS OF SERVICE / HOLIDAYS:
1.2.1. PoP: 5 Years, 1 Base Year plus 4 one-year Option Periods
1.2.2. Hours of Service: The contractor shall provide services between the hours of
0730-1630 on Monday through Friday, except for Federal holidays.

1.3. AVAILABLE PROPERTY, EQUIPMENT, AND SERVICES
The government will provide all water and electricity as may be required by the contractor to perform the service. Contractor should be prepared to supply materials to access provided utilities. Contractor shall provide all extensions (hoses/electrical cords) to utilities and compatible hook ups to water source or hydrants where applicable. Contractor shall protect water sources by use of back flow prevention supplied by the contractor. Available electrical connections can be utilized by contractor or contractor must provide a generator.

1.4. SECURITY, FIRE, AND MEDICAL SERVICES
The government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
1.5. CONTRACTING OFFICER (CO) AND CONTRACTING OFFICER
REPRESENTIVE (COR)
The CO will appoint primary and alternate representatives for management of the day-to-day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contract award.
2. SPECIFICATIONS OF WORK:
2.1. SAFETY AND HEALTH STANDARDS
The contractor shall initiate and maintain programs to comply with the provisions of the Occupational Safety and Health Standards Act (OSHA) concerning entry requirements in confined spaces and handling potential hazardous substances as it pertains to liquid wastes.
The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Report to the CO as soon as possible each occurrence of damage to Government property and accidents resulting in death, injury, occupational disease, or adverse environmental impact. Contractor shall provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
2.1.1. LICENSES AND PERMITS
The contractor shall be responsible for obtaining all required federal, state, and local permits in order to perform the work and transport of hazardous and non-hazardous materials as described in this performance work statement and in accordance with Commercial Vehicle Safety Act of 1986. Contractor is responsible for complying with any federal, state, and municipal laws, codes, and regulations applicable to the work under this contract. The contractor shall provide proof of such applicable licenses and permits upon request of the Air Force. For example, the contractor shall obtain and keep current a DOT Certification permitting transport of hazardous waste.
2.1.2. CONFINED SPACE ENTRY
All confined spaces on Whiteman AFB are permit-required confined spaces. However, all OWSs and lift stations are accessible from ground level, and it should not be necessary for the contractor to break the surface plane to clean or inspect them. If a contractor deems it crucial to enter the confined space, they shall notify the COR to coordinate a confined space entry.
2.1.3. WASTE HANDLING
All liquids and semi-solid waste removed from Whiteman AFB shall be disposed of off Air Force property in permitted disposal facilities in accordance with all applicable Federal, State and local environmental regulations. The contractor is fully responsible for selecting appropriate disposal facilities and verifying that any disposal facilities used are permitted to receive the waste. Furthermore, the contractor must ensure that proper disposal procedures are followed at all times. Failure to follow any environmental regulations may result in fines and penalties, as dictated by environmental agencies.
2.2. MAINTENANCE
2.2.1. SCHEDULING MAINTENANCE
All routine maintenance must be scheduled at least one week prior to arrival with the CE Service Contracts office. OWS maintenance shall be scheduled after testing has been completed, and must begin within 10 calendar days after being approved to complete work.
2.2.2. OIL/WATER SEPARATORS
Services shall be performed in accordance with the minimum frequencies listed in Technical Exhibit 1. Testing shall occur IAW section 2.2.2.1. The contractor shall pump all oil, scum, and water from separators and catch tanks; draining completely.
All filters shall be removed, cleaned, and reinstalled. Drop tubes must be retrieved or replaced if lost or damaged. Waste shall be disposed of IAW with federal, state, and local regulations, at an approved off-base facility. Additionally, contractor shall pressure wash tank interior, drain, fill, and verify operation.
2.2.2.1. TESTING.
The contractor shall test the contents (floating materials, liquid and sludge) of each OWS to determine materials present in tanks and the classification of the materials.
Samples will be analyzed by an accredited environmental lab in accordance with 40 CFR 136 and 40 CFR 279. A composite sample of Oil Water Separators will be taken and tested. The results shall be used to determine appropriate handling, transportation and disposal prior to servicing. Test results will be provided to the COR and reviewed by the 509 Civil Engineer Squadron Environmental Office prior to scheduling and servicing. Removal of material from an OWS shall not occur until the COR & Environmental Office have approved removal. Once the test results are reviewed by the Government, the contractor will have 10 calendar days to complete work. The contractor shall transport and dispose of waste in accordance with federal, state and local regulations.
2.2.2.1.1. COMPOSITE SAMPLE TEST
A sample of an individual Oil Water Separator or Holding Tank is called a discrete sample. When multiple discrete samples are mixed together, the resulting sample is called a composite sample. Consequently, only a single test needs to be conducted per service, regardless of the number of separators and holding tanks serviced, because only the composite sample is tested, not the individual discreet samples.
2.2.2.2. DISPOSAL CERTIFICATION
Upon disposal of waste, the contractor shall furnish a copy of Disposal Certification to the COR and the 509 Civil Engineer Squadron Environmental Office within five business days of disposal.
2.2.3. GREASE TRAPS.
Services shall be performed as listed in Technical Exhibit 1 as noted. The contractor shall remove all grease and clean the grease traps. Drop tubes must be retrieved or replaced if lost or damaged. Furthermore, the contractor shall furnish five gallons of powered enzyme digestant for each grease trap listed and treat grease traps when work is completed. Additionally, contractor shall pressure wash tank interior, drain, fill, and verify operation.
2.2.3.1. FOOD GRADE GREASE TRAP CERTIFICATION
WAFB will provide a signed certificate for disposal facility that waste is only food grade grease. WAFB shall use language below or similar, unless disposal facility requires a specific certification.
“As an authorized representative of the above named Generator, I certify under penalty of law that the above information is true and correct and that the waste material to be collected and disposed of by ______________ pursuant to this manifest, is all liquid waste (including recyclable materials) generated by Generator and that this waste material specifically excludes any radioactive, volatile, corrosive, highly flammable, explosive, biomedical, infectious, bio-hazardous, toxic, or hazardous material as defined by applicable federal, state, provincial, or local laws or regulations.”
2.2.3.2. DISPOSAL CERTIFICATION
Upon disposal of waste, the contractor shall furnish a copy of Disposal Certification to the COR and the 509 Civil Engineer Squadron Environmental Office within five business days of disposal.
2.2.4. LIFT STATIONS
Services include pumping, and scraping debris from lift stations listed in Technical Exhibit 1. The contractor shall ensure that all grease is removed from the lift station after scraping and use of a ridged suction pipe to remove sludge and grit from bottom, however, do not pump all the water from the station as this causes the pumps to air lock and not allow the pumps to remove the wastewater.
2.2.4.1. DISPOSAL CERTIFICATION
Upon disposal of waste, the contractor shall furnish a copy of Disposal Certification to the COR and the 509 Civil Engineer Squadron Environmental Office within five business days of disposal.
2.3. EMERGENCY HYDRO JET CLEANING
The contractor shall perform Emergency Hydro Jet Cleaning within 24 hours of notification from the COR. Approval from the COR is needed to perform an emergency hydro jet cleaning service, and should only be accomplished if the 509 CES is unable to perform hydro jet cleaning themselves. The price for Emergency Hydro Jet Cleaning is inclusive of travel costs.
2.4. EMERGENCY MAINTENANCE SERVICE CALLS.
In the event of an emergency call, the contractor shall begin work within 24 hours of notification from the COR. Emergency services shall be priced as a separate contract line item number (CLIN). The price for Unscheduled/Emergency Maintenance is inclusive of travel costs.
2.5. CONTRACTOR REQUIRED IDENTIFICATION:
All contractor personnel attending meetings, answering Government telephones and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The contractor shall ensure that all documents or reports produced by contractor personnel are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor’s status as a “contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities. All contractor personnel will be required to obtain and wear badges, wear specific uniforms, etc., in the performance of this contract. Example - Contractor personnel shall wear identification badges distinguishing themselves as such. The badges shall have the company name, employee name and the word “contractor” displayed.

4.1. QUALITY CONTROL / QUALITY ASSURANCE
4.1.1. POST AWARD CONFERENCE / PERIODIC PROGRESS MEETINGS
The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The CO, COR, Government Subject Matter Expert (SME), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the contracting officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. Meetings may be held in person, by conference call, or by email.
4.1.2. CONTRACT MANAGER (CM)
The contactor shall designate a CM who shall ensure performance under this contract.
The name of this person, and an alternate who shall act for the contractor when the CM is absent, shall be designated in writing to the CO. The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the CO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.
4.1.3. QUALITY CONTROL (QC)
The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Service Summary (SS)
4.1.4. QUALITY ASSURANCE (QA)
4.1.4.1. COR/ SURVEILLANCE WITH QASP
The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The COR is the primary contact for surveillance and contract performance. The COR does not have the authority to make any contract changes or authorize additional work.
5. DELIVERABLES
5.1. INVOICES
Invoices shall be submitted in Wide Area Work Flow (WAW F). Invoices shall detail date of service, building number and name of location(s) serviced, cost of service at each building, and total cost. Specific directions on invoicing can be found at the WAWF help desk, at 866- 618-5988. The Contractor shall submit a proper invoice within 30 calendar days of performance.
5.2. SERVICE TICKETS
Service tickets shall be provided by the contractor for each of the areas listed in this agreement. As a minimum the tickets shall reflect the date, time, and type of service (Approx.
number of gallons removed) that was performed with a comments section that allows for description of services provided and notation of any repairs that the unit being serviced may require. A copy of the tickets shall be sent to: Service Contracts Office in 509 CES.
5.3. TEST RESULTS
Results from composite samples of the OWS taken IAW with section 2.1.2 will be analyzed by an accredited environmental laboratory and in accordance with 40 CFR 136 and 40 CFR 279, and the test results submitted to the COR and 509 CES Environmental Office.
5.4. DISPOSAL CERTIFICATION
The contractor shall furnish a copy of Disposal Certification to the COR and the 509 Civil Engineer Squadron Environmental Office within five business days of disposal.
