About this file

This Performance Work Statement (PWS) details the United States Department of Agriculture Agricultural Research Service's (USDA-ARS) requirement to replace three entrance gates at the Conservation and Production Research Laboratory (CPRL) in Bushland, Texas. The project involves procuring and installing three electric, key-card operated sliding gates with specific technical requirements: 32-foot gate openings, automatic closing mechanisms, compatible wireless card readers, and accessory fencing. Two gates will be solar-powered (Gates 1 and 2), and one will be powered by 120 VAC line power (Gate 3).

The gates will be strategically positioned at different entrance points: Gate 1 located 100 feet north of the existing fence along County Road 34, Gate 2 situated 50 feet north of the existing fence along County Road 34, and Gate 3 placed 100 feet east of the existing fence along Samson Road. The delivery schedule requires Gate 1 to be completed by September 1, 2025, Gate 2 by September 15, 2025, and Gate 3 by September 30, 2025. Contractors must conduct a mandatory site visit, be able to provide same-day repair service, and ensure compatibility with existing wireless gate control systems and card readers.

Performance Work Statement / Statement of Work:

General Information:

Background and Purpose: The USDA, Agricultural Research Service (USDA-ARS) requires the critical need for purchase of three key-card operated security entrance gates to control access to federal property and goods (Figure 1). The Conservation and Production Research Laboratory (CPRL) conducts field crop research. The purpose of the request is to replace old gates, which are often inadvertently left open, with new electric gates that close automatically and only open when a key card is recognized by a card reader at the entrance or exit point. The new gates are critical pieces of security of federal property, buildings, equipment, and supplies. This procurement action is to replace three gates at the CPRL that presently are locked using padlocks and chains and that do not automatically close in locked position, which leads to their being left open. Due to the size of the laboratory grounds (1,500 acres), monitoring of the gates is time consuming and can lead to a gate being left open by a state or federal employee after the gate monitor has checked on the gate. To protect assets at the Conservation and Production Research

Laboratory (CPRL), 2300 Experiment Station Road, Bushland, Texas 79012, it is necessary to purchase these automatically locking electric gates.
