About this file

This is a Performance Work Statement (PWS) for laboratory courier services at the United States Air Force School of Aerospace Medicine Epidemiology Laboratory (USAFSAM/PHE) located at Wright-Patterson Air Force Base, Ohio. The contract period runs for four years, consisting of a base year plus three option years, with performance beginning September 2, 2026.

The contractor must provide comprehensive package delivery services transporting laboratory samples from two pickup locations—the FedEx South Dayton Station in Miamisburg, Ohio, and the 88th Medical Group at Wright-Patterson AFB—to the Epi Lab at Wright-Patterson AFB. FedEx deliveries occur six days per week (Monday through Saturday), excluding specific federal holidays (New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day), with two pickups required Monday through Friday (arriving by 8:30 a.m. and 11:00 a.m. ET) and one pickup on Saturdays at 9:30 a.m. ET. The 88th Medical Group deliveries occur five days per week (Monday through Friday) between 10:00 a.m. and 1:00 p.m., with no pickup required on federal holidays. The contractor must use vehicles no larger than 15-passenger vans, deliver packages within approximately 30 minutes of pickup, and unload packages at the delivery location. All packages are hazardous biological materials requiring compliance with Department of Transportation Class 6 Division 6.2 and Class 9 regulations. The contractor must ensure couriers possess valid Real ID-compliant driver's licenses and obtain required TSA Form 419F clearance and vendor badges from FedEx before accessing the FedEx facility. Performance metrics include 100 percent on-time delivery compliance, proper package handling, unloading at destination, and maintaining required security clearances. Invoicing occurs monthly through Wide Area Workflow (WAWF) for services rendered in the previous month, with remedies for missed scheduled deliveries requiring re-performance within two hours.
