Department of Energy (DOE) National Nuclear Security Administration (NNSA)

Office of Secure Transportation (OST) NA-15 Next Generation Transporter

Statement of Objectives

1.0 PURPOSE

The next-generation trailer to support OST’s national security missions is the Next Generation Transporter (NGT). This Statement of Objective (SOO) outlines NGT related activities required to achieve a mission ready block upgrade to the NGT fleet.

2.0 BACKGROUND

2.1 Office of Secure Transportation Mission

NNSA’s OST provides safe and secure movement of nuclear weapons, weapons components, test assemblies, and Strategic Special Nuclear Material (SSNM)1 between DOE production facilities and Department of War facilities. The classified shipments are conducted utilizing government-owned and highly modified over-the-road armored tractors and secure trailers manned by OST Federal Agents who have an affirmative duty under Section 161k of the Atomic Energy Act of 1954 to prevent the theft, sabotage, or takeover of the nuclear weapons/materials.

2.2 Next Generation Transporter Overview

NGT provides a world class, next-generation secure trailer which consists of a custom vault, enhanced cargo restraints (ECRs) and integrated electronics. The NGT system must comply with nuclear explosive safety (NES) directives and Department of Transportation (DOT) regulations.

Therefore, the design must meet various environmental parameters, including accident and

1 The Nuclear Regulatory Commission (NRC) defines Strategic Special Nuclear Material as follows:

Category I, SSNM means SSNM in any combination in a quantity of 2 kgs or more of plutonium; or 5 kgs or more of U-235 (contained in uranium enriched to 20 percent or more in the U-

235 isotope); or 2 kgs or more of U-233; or 5 kgs or more in any combination computed by the equation grams = (grams contained

U-235) + 2.5 (grams U-233 + grams plutonium) Category II, Special nuclear material of moderate strategic significance means

Less than a formula quantity of strategic special nuclear material but more than 1,000 grams of uranium-235 (contained in uranium enriched to 20 percent or more in the U-235 isotope) or more than 500 grams of uranium-233 or plutonium, or in a combined quantity of more than 1,000 grams when computed by the equation grams = (grams contained U-

235) + 2 (grams U-233 + grams plutonium); or

10,000 grams or more of uranium-235 (contained in uranium enriched to 10 percent or more but less than 20 percent in the U-235 isotope) security performance scenarios. The NGT mechanical design is mature, with multiple tests performed on NGT test articles to ensure NES compliance. Additionally, while supporting integration activities and missions, enduring troubleshooting support is required. This includes the ability to assist with NGT system diagnostics.

NNSA intends to upgrade 40-50 NGTs and manage them through a life-cycle approach that includes continuous monitoring, technology maturation, and incremental upgrades. To achieve this, NNSA will employ a block upgrade procurement strategy which incorporates new technologies as they become feasible or necessary, and supported through a robust and rigorous refurbishment and heavy maintenance repair programs to ensure that the NGT fleet remains modern, secure, and mission-ready.
