About this file

This is a Request for Information (RFI) issued by the Department of Energy/National Nuclear Security Administration (DOE/NNSA), Office of Secure Transportation, regarding the Next Generation Transporter (NGT) Solutions program. The RFI seeks market research and industry capabilities for the design, build, and procurement of next-generation secure trailers. The NGT is a world-class system consisting of a custom vault, enhanced cargo restraints, and integrated electronics that must comply with nuclear explosive safety (NES) directives and Department of Transportation (DOT) regulations. NNSA intends to procure 40-50 NGTs and manage them through a life-cycle approach including continuous monitoring, technology maturation, and incremental upgrades using a block upgrade procurement strategy supported by a refurbishment and repair program. The primary NAICS code is 335999 – All Other Miscellaneous Electrical Equipment and Component Manufacturing.

Interested companies must submit a Statement of Capabilities by 2:00 p.m. Mountain Daylight Time on September 10, 2026, via email to Brenda Hamilton, Contracting Officer (brenda.hamilton1@nnsa.doe.gov). Responses must be on letter-size pages using 12-point font and 1-inch margins. Required submission elements include company identification (SAM UEI, CAGE Code), point of contact information, business type, company qualifications, relevant experience (limited to 3 references from the past 3 years with contract details and customer references), and responses to 11 specific business practice questions addressing physical security controls, classified systems design and manufacturing, integrated system design approach, electrical system design, classified embedded software development, simulation tools, quality assurance methodologies, specialized testing facilities, project management approach, long-term support capabilities, and relevant Draft SOO task areas. Small businesses may submit capability statements including a large business partner under teaming arrangements, with the requirement that the small business firm perform at least 50% of all services. Respondents will not be reimbursed for submission costs, and this RFI does not constitute a solicitation or commitment to award a future 3-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Tasks require Q-cleared or L-cleared personnel with Top Secret or Secret Facility Clearance levels.

REQUEST FOR INFORMATION

DEPARTMENT of ENERGY/NATIONAL NUCLEAR SECURITYADMINISTRATION

Office of Secure Transportation Next Generation Transporter Solutions

DISCLAIMER

This is a Request for Information (RFI), as defined in the Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Subpart 15.101(c)to obtain information about capabilities and market information related to the services of interest for planning purposes. The RFI is regarding industry expertise to support the Department of Energy (DOE)/National Nuclear Security Administration’s (NNSA) build and procurement of the Next Generation Transporter (NGT).

The Government reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner if the Government determines appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response.

INTRODUCTION

DOE/NNSA, in conjunction with the Office of Secure Transportation (OST), is conducting market research to identify industrial partners with the capability to perform the tasks defined in the Draft Statement of Objectives (SOO). As outlined in the SOO, the tasks required Q-cleared or L-cleared personnel and the appropriate Top Secret or Secret Facility Clearance Level to conduct design and build activities. Furthermore, the primary North American Industry Classification System (NAICS) code for this requirement is 335999 – All Other Miscellaneous Electrical Equipment and Component Manufacturing.

This is not a solicitation for proposals. The purpose of the RFI is to assess industry capabilities, understand cost and schedule implications, assess technical approaches and identify associated risks and mitigation strategies against the task areas outlined in the Draft SOO. Companies who do not have capabilities aligned with all task areas are still encouraged to respond and highlight the task areas with which the responder has expertise. This RFI is for planning purposes only and does constitute as a solicitation or commitment to award a 3-year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. DOE/NNSA reserves the right to determine the acquisition strategy and method after reviewing the responses to this RFI.

BACKGROUND AND PROGRAM DESCRIPTION

The DOE/NNSA’s OST is developing a next-generation secure trailer, NGT. NGT provides a world class system consisting of a custom vault, enhanced cargo restraints and integrated electronics. The NGT system must comply with nuclear explosive safety (NES) directives and

Department of Transportation (DOT) regulations. Therefore, the design must meet various environmental parameters, including accident and security performance scenarios. The NGT mechanical design is mature, with multiple tests performed on NGT test articles to ensure NES compliance. Additionally, while supporting over the road missions, enduring troubleshooting support is required. This includes the ability to assist with NGT system diagnostics.

NNSA intends to procure 40-50 NGTs and manage them through a life-cycle approach that includes continuous monitoring, technology maturation, and incremental upgrades. To achieve this, NNSA will employ a block upgrade procurement strategy that incorporates new technologies as they become feasible or necessary, and supported through a robust and rigorous refurbishment and repair program to ensure that the NGT fleet remains modern, secure, and mission-ready.
