Responses are requested from small businesses, HUBZone, SDVOSB, 8(a), VOSB, WOSB, and small disadvantaged businesses to assist the government in determining the appropriate acquisition method.

The USDA, ARS, Northwest Irrigation and Soils Research Unit, Kimberly, ID requires the following specifications for Open Path FTIR instruments.

• Includes 22 FTIR instruments with heavy duty telescoping tripods and 22 retroreflectors with tripods.

• 60 Cube FTIR retroreflectors that have gold coated optics and are suitable for 500 meters separation between analyzer and retroreflector that uses the same heavy duty telescoping tripods, Qty: 9 without heated purge blower and 13 with heated purge blower.

• Multi-gas monostatic open path analyzer (tripod mount) w/ cryocooler (min. 2 yr warranty) able to operate continuously in the field in harsh conditions with minimal site visits, with transit cases included.

• Telescope - 12” primary mirror/ 4” secondary mirror with quick mount, mirrors protected, gold coated.

• Precision Pan/Tilt Alignment Heavy Duty Mechanism that can be mounted to the heavy-duty telescoping tripods.

• The unit must be sealed from the environment and kept heated and cooled using a thermo-electrically cooled air conditioner and capable of operating in air temperatures from -10°C to 55°C with no-maintenance instrument air conditioner.

• Stirling cooled MCT detector, and ZnSe optics. Wavenumber range 600-4200 cm-1. User selectable resolution of 0.7cm-1 to 32cm-1.

• Ethernet communication, USB, serial communication, WiFi adapter, option for cellular hotspot.

• Full remote control over network or internet; cellular ready.

• Ability to email data to a central data acquisition system or server.

• Simultaneous analysis of up to 350+ gas compounds with up to 1000 meter path length.

• Demonstrated ability to accurately measure ammonia, methane and nitrous oxide in an agricultural setting with detection limits/resolution at the ppb level.

• Operational software compatible with Windows 10. Raw spectrographic information saved in

.csv format. Option to collect and save interferograms in .csv format.

• Software with robust algorithms for determining gas concentrations independently without contracting additional services.

• Reference library and method development to optimize the system performance in the field included.

• Includes retroreflector with 60 corner cube gold coated optics (monolithic, not made of glass) suitable for up to 500-meter separation between analyzer and retroreflector with option for heated purge blower.

• FTIR system shall have the means to control the electronic gain of the detector by the user in the field, independent of the deployment path distance, or the size of the reflector array.

• Technical support to help with troubleshooting (hardware or software) included at no additional cost.

• Ability to service/repair units within 2 weeks.

• Delivery of 10 units within 8 weeks of award and remaining 12 within 20 weeks of award.
