NOTICE OF INTENT TO AWARD A SOLE SOURCE

THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. Pursuant to FAR 5.203(a), the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA)/Federal Insurance and Mitigation Administration (FIMA), manages the National Flood Insurance Program (NFIP) and a range of programs designed to reduce future losses to homes, businesses, schools, public buildings, and critical facilities from floods, earthquakes, tornadoes, and other natural disasters. Intends to award a contract for contractor support to facilitate a property owner’s insurance agent containing flood insurance for their client, the homeowner, directly from the government rather than through a WYO company. These services will be for directly written Standard Flood Insurance Policies, Severe Repetitive Loss policies and Group Flood Insurance policies in support the FEMA’s NFIP. The NFIP sells and administers Standard Flood Insurance Policies through (1) an arrangement with private Write Your Own (WYO) insurance companies and (2) a contract with an entity that directly sells and services NFIP policies, the NFIP Direct Servicing Agent. The anticipated contract period of performance will be for one (1) 9-month period and four (2) 6-month option periods and one (1) 3-month period to ensure continuity of services for the National Flood Insurance Program (NFIP) until a competitive follow-on contract is in-place. This will be a follow-on to contract which expires on August 30, 2022. This contract will be awarded on a sole source basis.

FEMA’s NFIP requires continued contractor support to: (1) Deliver quality Direct Service operations in a cost-effective and timely manner, (2) Design and Implement Effective Customer Service for NFIP Policyholders, (3) Provide scalable and cost-effective solutions for the processing of claims at normal and surge levels, and for the assumption of WYO company policies, (4) Provide secure, government approved innovative information Technology solutions, (5) Provide a laboratory environment to test the effectiveness of a new idea that enhance customer experience, (6) Design, Implement and provide metric reporting to continuously improve the customer experience and (7) Provide all necessary transition support during the timeframe to procure these services on a competitive basis.

A contract will be issued (if necessary) to the NFIP incumbent contractor: Torrent Technologies Inc, 1935 3rd Avenue E, 100, Kalispell, Montana 59901. This contractor is uniquely qualified to provide the necessary technical support required without extensive transition to manage the ongoing services.

This contract is necessary to allow sufficient time to complete the re-procurement process and transition the successor contractor(s). This contract action is due to unforeseen delays in the competitive procurement process. The follow-on sole source contract may provide continued services through August 30, 2024. This potential contract will prevent the disruption of mission essential work.

The contract will be classified under North American Industry Classification System (NAICS) 524292. The current incumbent contract was issued under full and open competition in accordance with FAR Part 15.

No set-aside applies. This notice of intent is not a request for competitive proposals and no solicitation exists for this requirement. Parties interested in responding to this notice shall submit technical data sufficient to determine capability to provide the same services with limited or no transition support. No portion of this work can be segregated to allow for competition. All capability statements, based on the attached Statement of Objectives (SOO), received within seven (7) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice meets the conditions of FAR Part 5.201(b)(1)(ii), modification(s) to existing contract (s) for additional services that meets the threshold in 5.101(a)(1).

Capability statements (limited to 25 pages) shall be submitted via email only as a MS Word or Adobe PDF attachment to tammie.crank@associates.fema.dhs.gov, valerie.almodovar2@fema.dhs.gov and bryan.falcone@fema.dhs.gov.
