About this file
This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, VISN 15, Network Contracting Office 15, in support of the Robert J. Dole VA Medical Center in Wichita, Kansas. The document justifies a brand name only procurement for 18 Philips MX40 1.4 GHz Smart Hopping Wireless Telemetry Packs to replace current telemetry systems nearing end-of-life. These telemetry packs enable continuous patient vital sign monitoring during intra-hospital movement and are intended for use with the facility's existing Philips Patient Information Center (PIC) iX system, a regulated medical IT platform used for continuous monitoring from patient admission through discharge.
The justification is based on FAR 11.105, Items Peculiar to One Manufacturer, establishing that only Philips-provided components are approved and supported by Philips Medical Systems for use with the PIC iX system and its IntelliVue Network/Database Server systems according to the manufacturer's Instructions for Use. While market research identified that competition exists among authorized resellers of the telemetry packs through Schedule Vehicle for Other than Small Businesses (SDVOSBs), the document notes that other brand name telemetry packs cannot integrate with the existing PIC iX system. The contracting officer, Matthew Curl, certified the justification as accurate and complete. The document is effective as of December 30, 2025, and was digitally signed on February 2, 2026.
