Navy surface ship Anti-Submarine Warfare (ASW) systems, including the AN/SQQ-89(V), on various platforms, including CG (Cruiser), DDG (Destroyer), FFG (Frigate), Foreign Military

Sales (FMS) partner platforms, and shore-based sites. The scope of this RFI includes, but is not limited to:

1. Installation planning

2. Physical installation

3. Shipboard test and evaluation of surface ship ASW systems

SECTION 2: GENERAL INFORMATION

Pursuant to FAR 52.215-3, this RFI is for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. The Government will not reimburse respondents for any comments and questions submitted or information provided as a result of this notice. This does NOT constitute a Request for Proposal. Specific responses will not disqualify or have an impact on participation and evaluation on future solicitations. Not responding to this RFI does not preclude participation in any future solicitation. If a solicitation is issued in the future, it will be announced via the System for Award Management (SAM.gov) and interested parties must comply with that announcement. It is the responsibility of interested parties to monitor SAM.gov for additional information pertaining to this requirement.

Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (see FAR Part 19) in their response.

Questions regarding this announcement shall be submitted in writing using the form contained in

The Navy issues this Request for Information to help determine the interest, technical capability, and qualifications of industry to meet the Government’s needs to perform installation planning, physical installation, and shipboard test and evaluation of surface ship ASW systems. Interested parties are requested to provide the following in their responses:

Section 1 of the response shall provide administrative information for the Government to understand the perspective of the respondent, and shall include the following as a minimum:

• Organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and name and e-mail of designated point of contact.

Section 2 of the response shall provide a technical description and information, and shall include the following as a minimum:

Company Qualifications and Experience

1. Describe your capabilities and experience performing system installation planning, physical installation, and shipboard test, and evaluation, of surface ship systems. In this context, physical installation means building processor and display units onboard ship and includes the removing the internal cabinet wiring, cabling, and components of a unit, and production-level re-assembly of those same units with new wiring, cables and hardware components. Physical installation does not include access cuts, welding, grinding, or painting as those services are not required with the ‘build in place’ process.

2. Describe how your facilities and infrastructure allow for the handling of classified and

Controlled Unclassified Information (CUI), to include software script development and testing and storage of a significant amount of classified hardware.

3. Describe your experience and ability to work with personnel across installation planning, physical installation, and shipboard test and evaluation of US Navy systems. These include

Installation Check Out (INCO), Pre-Installation Check Out (PICO).

4. Provide suggestions on contract structure that would result in additional interest by industry. Example of current contract structure is as follows:

• CLIN x001-General LOE Labor

• CLIN x002-Installation efforts by Hull

• CLIN x003-Installation ODC/Material/Travel Cost

5. Provide suggestions on installation work that would result in additional interest by industry.

CLIN x002 is a non-severable installation work package where the physical installation crosses contract option years in some cases. These efforts are awarded in full at the rate of the contract year in which the availability begins. As shown in the example below, Ship 1 installation efforts would be awarded at the February 2030 rate through completion in

2032.
