This is a detailed specifications document and attachment for a federal solicitation for the procurement of one new 2026 60-ton extendable deck transport trailer by the Bureau of Reclamation's Upper Colorado Region, Albuquerque Area Office, Socorro Field Division. The trailer must feature a 20-foot main deck with the capability to extend an additional 10 feet (adjustable in 2-foot locked increments) for a maximum total deck length of 30 feet, with an 8.5-foot width. The trailer shall maintain its 60-ton capacity when fully extended and allow heavy equipment—including 980 loaders, D7 dozers, 336 tracked excavators, and wheeled articulated rock trucks—to safely traverse the extended section.

The specifications require a 4-axle configuration with three dead axles and one drop-down air-lift axle, along with air ride suspension, self-adjusting slack adjusters, and ABS braking for compliance. The trailer must include dual load-bearing toolboxes, chain and binder racks, boom and bucket trough on the lower main deck, rear boom trough, swing-out outriggers extending from 8.5 to 10 feet with planks, and a 5-position ride height adjustment system. Critical systems include a wet-ready hydraulic configuration compatible with specific flush-face and flat-face couplers, an auxiliary power unit for secondary hydraulic backup, LED lighting (including strobe lights exceeding minimum DOT requirements), minimum 10 D-rings per side, flag holders on all four corners, steel folding front ramps, and a removable 8-foot narrow gooseneck. The trailer shall be painted black with DOT-compliant reflective tape, polyurethane bushings, color-coded air hoses, and a 16-tire steel wheel configuration. All submissions require 14 days minimum for government review, must comply with Section 508 accessibility requirements, and include manufacturer certifications. Delivery to Socorro, New Mexico must occur during normal business hours (Monday-Thursday, 7:00 a.m. to 5:30 p.m.), with the contractor responsible for all shipping, setup, and personnel orientation costs. Warranty coverage must be a minimum of 12 months.

Foreword The Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office, Socorro Field Division (Reclamation) has determined a need for the purchase of one new 60-ton transport trailer to support the transportation of heavy machinery, construction equipment, and oversized loads. The trailer shall feature a main deck length of 20 feet, with the capability to extend an additional 10 feet, resulting in a maximum total deck length of 30 feet. The extension mechanism shall allow for adjustments in 2-foot increments, with each increment securely lockable to ensure operational safety and load stability. The trailer shall either be capable of extending while loaded or be structurally designed to allow heavy equipment—including but not limited to 980 loaders, D7 dozers, 336 tracked excavators, and wheeled articulated rock trucks—to safely traverse the extended section to access the rear deck. Both the main and rear decks shall be equipped with a boom and bucket well to accommodate equipment components and comply with height restrictions. Additionally, the trailer shall include adjustable outriggers that extend from 8.5 feet to 10 feet, providing enhanced load stability during transport. Acquiring this trailer is essential to maintaining efficiency in ongoing and future projects, as it will allow for safe and reliable transport of critical equipment.
