Attachment 1 – Minimum Specifications and Delivery Information

A. BACKGROUND

The Center for Grain and Animal Health Research Center (CGAHR), Insectary and Cell Culture Laboratory (ICCL), in Manhattan Kansas is seeking a supplies contract to support production of insect vectors of animal diseases such as mosquitoes and midges. Request is to establish a new option year contract to supply 100 ml of defibrinated sheep blood weekly. Blood must meet minimum requirements, as described below, in order to be acceptable for this research application.

B. OBJECTIVES

The objective of this Statement of Work (SOW) is to provide requirements for establishing regular shipments of sheep blood to support insect production in the ICCL at CGAHR. This contract will be funded for a base year, with options for four additional years.

C. SCOPE

The scope of this contract is to provide 100 ml of defibrinated sheep blood weekly. Blood should be shipped on Monday each week, via overnight shipping. Blood should be drawn three days prior to shipment and pass quality control testing prior to shipment. Animals must be free from any ivermectin treatment for 30 days prior to drawing blood, since the presence of this parasite infestation treatment can negatively impact the insects and viruses used for research. Scope of work should include overnight shipments, including boxes and sufficient ice so there is no loss in quality during shipment. CGAHR will provide a FedEx account number for the shipments and pay the cost of shipping. The animals from which the blood is drawn must be tested for blue tongue quarterly, and not have any positive test results. Results of the tests will be supplied to USDA quarterly. Since research on this virus is being conducted at USDA, presence of the virus in the supplied blood will damage research program.

D. TASKS and REQUIREMENTS Requirements

· Total of 52 shipments of 100 ml of defibrinated sheep blood, overnight shipped weekly on Mondays, with any changes in schedule coordinated with USDA prior to shipment date.

· Blood should be drawn three days prior to shipment and QC and bioburden tested prior to shipment.

· Animals must be free from ivermectin treatment for 30 days prior to drawing blood

· Boxes and ice for shipments.

· The animals from which the blood is drawn must be tested for blue tongue quarterly and be documented free of blue tongue. Test results supplied to USDA quarterly.

DELIVERABLES

The contractor shall deliver, but is not limited to the following:

· Weekly shipments of 100 ml of defibrinated sheep blood meeting the laid-out requirements.

E. GOVERNMENT FURNISHED EQUIPMENT AND GOVERNMENT FURNISHED INFORMATION

· Will pay for the overnight shipping costs by providing a Fed-Ex account number to charge.

F. REPORTING REQUIREMENTS

· Supply copies of the blue tongue testing results quarterly via email to USDA ARS.
