About this file
This document is an Attachment 1 titled "Military Packaging and Marking Requirements" that provides guidance on military packaging, labeling, and marking standards for items being stored and shipped. It references several MIL-STD documents that specify requirements for palletized unit loads, electrostatic discharge control, and preservation methods to be used for inventory that may be stored for 3 years or more before shipment. The key points are that items not properly packaged, labeled, or identified will not be receipted into inventory, and invoices for such items will not be paid.
The related federal contract opportunity is a Request for Quotation (RFQ) for the inspection and repair of 5 Quantar Base Station, VTS CONF units for the U.S. Coast Guard. The NAICS code is 811210 - Electronic and Precision Equipment Repair and Maintenance, and the product service code is J059 - Maintenance/Repair/Rebuild of Equipment - Electrical and Electronic Equipment Components. This is not a set-aside procurement, and award will be made to the offeror submitting the lowest priced, technically acceptable quotation. Responses are due by 1:00PM ET on June 10, 2024.

Key Points USCG assumes we will store items three years or more, and then ship that inventory anywhere in the world. This requires packaging that can both preserve and protect our inventory until it reaches our fleet.
Items that are not packaged sufficiently to avoid damage, or deterioration will not be receipted into inventory
Items not labeled separately by unit of issue will not be receipted into inventory
Items that cannot be identified immediately will be set aside for further research before being accepted into inventory
**Invoices for items not receipted into inventory will not be paid
