About this file

This document is a Request for Information (RFI) issued by the United States Transportation Command (USTRANSCOM) for Longshoring and Warehousing Services (L&WS) at the Port of Bremerhaven, Germany. The RFI seeks market research from potential contractors to assist in developing an acquisition strategy for comprehensive port services, including Roll-On/Roll-Off (RO/RO), Lift-On/Lift-Off (LO/LO), and vessel equipment handling services. Key requirements include providing high-operational tempo services with necessary labor, material, and equipment, with the anticipated NAICS code 488320 and a small business size standard of $41.5 million.

The market research survey includes 13 detailed questions covering commercial service availability, licensing, contractor capabilities, productivity levels, management experience, SAM registration, operational readiness, compliance with local regulations, pricing preferences, and existing contract vehicles. Interested parties must submit their responses electronically by 20 May 2025 at 1200 CST, limited to 5 pages, focusing on tailored capabilities for meeting the Performance Work Statement requirements. The RFI aims to gather comprehensive information to support a future solicitation for longshoring and warehousing services at the strategic Bremerhaven port location.

1. Market Research Survey Overview

Interested Parties are invited to provide information on the following subjects of interest, specifically describing your capabilities in successfully executing the following at the Port of Bremerhaven, Germany:

· Meet the Roll-On/Roll-Off (RO/RO), Lift-On/Lift-Off (LO/LO), and Tow-On/Tow-Off (TO/TO) vessel requirements for download and upload of equipment specified in the PWS. Comment by Tebbe, Laura B CIV TRANSCOM TCAQ (USA): Should we spell these out for these instructions-- i.e., Roll-on/Roll-off (RO/RO), Lift-on/Lift-off (LO/LO), etc? Comment by Burkemper, Jane T CIV TRANSCOM TCAQ (USA): Agreed, changed for RO/RO and LO/LO, but I didn’t know that TO/TO stood for and couldn’t find in the PWS acronyms or definitions, but “TO/TO” was listed in the PWS.

· Provide high operational tempo L&WS including all labor, material, and equipment in accordance with all requirements in the PWS.

1.1. Submission Instructions: Comment by Tebbe, Laura B CIV TRANSCOM TCAQ (USA): You already have Submission instructions and POCs in the cover letter/instruction document. I don’t think it’s a huge deal, but if we’re going to leave it here, maybe just reference … Please submit your response “In accordance with the RFI Instructions” or “In accordance with the RFI Cover Page”? Again, not a sticking point at all for me, so whatever you prefer! Comment by Burkemper, Jane T CIV TRANSCOM TCAQ (USA): Reworded to avoid duplication on both documents and took out the submission details paragraph on the cover letter, but added a sentence in the RFI timeline referencing this section for submission instructions under the due date.

Please complete Section 2. Company Information and Section 3. Market Research Questionnaire (below) after reading all the information provided in the RFI Cover Letter and the Draft PWS.

Submit your completed response via email to the RFI POCs identified in the Cover Letter prior to the due date, 20 May 2025 at 1200 CST. Ensure you have received confirmation your submission was received by the due date. Physical (paper) copies of RFI responses will not be accepted.

If you have any questions about this RFI, please direct them to the RFI POCs.

Title pages, cover letters, and the space used for the questions themselves will not count against the page limit. Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the requested information is provided.

3.1. Questionnaire

1. Are the services described within the PWS available commercially? If so, what commercial solutions can address the requirement? Comment by Tebbe, Laura B CIV TRANSCOM TCAQ (USA): I slightly reworded. Suggest putting this as the first question.

Answer:

2. Is your company a registered agent that is able to provide Longshoring & Warehousing Services (L&WS) at the Port of Bremerhaven? If not, is your company capable of obtaining the required licensing and permits to perform all PWS requirements? What form of documentation would your company provide that demonstrates authorization to operate at the Port of Bremerhaven?

3. Can your company perform or provide all services referenced in the Performance Work Statement (PWS) as a prime contractor? If not, explain what services cannot be performed, why, and if subcontracting services are available to fulfill these services?

4. Can your company provide labor, gear, and equipment to maintain the minimum productivity levels set forth in Table 2 of the PWS?

Answer: Comment by Tebbe, Laura B CIV TRANSCOM TCAQ (USA): Above 3 “Answer” sections have a line for providing response, then starting at Q4 there is no line. Just need to be consistent and clear on where to fill in answers.

5. What is your experience in providing management, labor, tools, equipment, supplies, materials and other services necessary for L&WS Include your experience providing qualified drivers for military vehicles. Please note that experience refers to complexity as well as longevity.

6. Offerors are required to register in the System for Award Management (SAM) (www.Sam.gov) at the time a proposal is submitted in order to comply with the most current representations and certificates. Is there anything impeding compliance with this requirement?

7. How many days would it take for your company to be fully operational after contract award?

8. Do you have, or have you had, foreign commercial contracts that comply with local laws, regulations, and labor union agreements governing work hours, as well as labor regulations, including collective bargaining agreements, workers’ compensation, working conditions, fringe benefits, and labor standards or labor contract matters? If so, provide specific conditions required to have a contract with USTRANSCOM.

9. Would your company be in acceptance of the preferred method of pricing by the piece as Each (EA) for containers, vehicles (based on weight class) and aircraft, and Measurement Ton (MTON) for breakbulk cargo?

10. Provide the following project or contract information for recent (within the past 5 years) requirements deemed similar to this effort:

a. A brief description of the project

b. Contract number

c. Period of performance

d. Was your company a prime contractor or subcontractor?
