Performance Work Statement Environmental Laboratory Professional Services

1.0 General

The Bureau of Reclamation (BOR) – Lower Colorado Basin Regional Office (LCBRO) and the Lower Colorado Dams Office (LCDO) are in need of environmental analytical laboratory services to ensure compliance with federal and state environmental regulatory compliance requirements. Environmental analytical laboratory services shall include analysis of environmental media to include solids, liquids, air, and semisolids.

2.0 Objective

The objective of this statement of work is for Contractor(s) to provide LCBRO and LCDO with environmental analytical laboratory services.

3.0 Background

BOR, Lower Colorado Basin (LCB) is one of five BOR Regions in 17 western states working to implement BOR’s mission to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public.

The Lower Colorado River flows for 320 miles and borders three states (Arizona, Nevada, and California), seven counties (Clark, NV; Mohave, Yuma, and La Paz, AZ; San Bernardino, Riverside, and Imperial, CA), and the international boundary with the country of Mexico. In addition, several Native American nations inhabit the lands bordering BOR - LCR facilities and projects. Along the Lower Colorado river these tribal Nations include Colorado River Indian Tribes (CRIT), Chemehuevi Indian Tribe, Hualapai Indian Tribe, Kaibab Band of Paiute, Quechan Indian Tribe, Cocopah Indian Tribe, Yavapai, Moapa Band of Paiutes, and the Fort Mohave Indian Tribe.

LCBRO and LCDO have industrial and laboratory facilities that generate environmental hazardous waste, non-hazardous waste and universal waste, environmental laboratory services are needed to help with determining what chemicals are in this waste for hazardous waste profiling. Occasionally LCBRO and LCDO are required to identify unknown chemicals that have been illegally dumped on LCBRO and LCDO lands. Also, with the age of buildings in the LCBRO and LCDO there is a possibility that asbestos containing materials were used during construction as well as lead base paint.

LCBRO has the following Offices that at any time may use this contract mechanism to address environmental releases or the threat of a release and/or discharge:

• Lower Colorado Dams Office (Hoover Dam, Davis Dam and Parker Dam)

• Lower Colorado Basin Regional Offices

4.0 Scope of Services

LCBRO and LCDO are in need of environmental analytical laboratory services. LCBRO and LCDO will provide task orders through the Contracting Officer (CO) for laboratory analytical services.

5.0 Requirements Task:

(1) The following environmental analytical laboratory services may be ordered under a task order.

(2) The contractor shall be required to perform at a minimum the following environmental analytical laboratory services:

** Asbestos Laboratories shall be accredited by the National Institute of Standards and Technology (NIST) through the National Voluntary Laboratory Accreditation Program (NVLAP)

5.0.1 The Contractor shall provide all qualified personnel, materials, equipment, facilities, and services as required by individual task orders to provide laboratory testing and related services. Services specified in a task order may be performed at the contractor’s facility or other certified laboratory facilities approved by the COR and the CO.

5.0.2 The contractor shall also provide quality assurance/quality control (QA/QC) required by project requirements.

5.0.3 Certification/Licenses: The Contractor shall have current EPA, Arizona, Nevada, and California certification, accreditation, or license to provide the services as described and maintain certification, accreditation, or license requirements for the duration of contract performance. All Certification and licenses will be provided to the CO and COR.

5.0.4 Laboratories shall also be required to provide the following additional services as needed by task order:

• One-stop service for sampling and sampling supplies.

• Analytical testing which streamlines project coordination and makes operations more efficient.

• Shipping samples to include FedEx or UPS

• Shipping supplies, sampling containers and ice chest

6.0 Deliverables:

Laboratories shall provide the following:

6.0.1 Chain of custody forms (COC)

6.0.2 Supplies and ice chest to transport samples.

6.0.3 Certified clean sampling bottles/jars/VOAs/or other containers of the appropriate size required by analysis.

6.0.4 Sample bottles/jars/VOAs/or other containers that a preservative might be required.

6.0.5 A complete report of analysis and QA/QC shall be delivered in electronic format (Word, Excel or equivalent) for each sampling event and time frame as set forth in the task order.

6.0.6 A hard copy of the completed report sent to the CO and COR as determined in the task order.

6.0.7 All laboratory license and certifications due upon award.

6.0.8 The last five years of any audit performed by a regulatory agency with all audit findings due upon award.

6.0.9 All laboratories QA/QC requirements. (QA/QC requirements are located within the COC form in the QC level report.)

6.10 Coordination with the COR the COC’s, ice chest, and sampling containers will be picked up by the government at the laboratory location.

7.0 Government Furnished Information or Equipment

7.0.1 COR shall provide a completed COC form that will accompany samples collected during each task order. The COC form will serve as documentation of the number of samples received, analysis required and the condition of samples upon receipt at the lab. The COC form must become part of the complete report of analysis.

7.0.2 If the environmental laboratory is within reasonable commuting distance, the government may deliver the COC form and samples to the laboratory.

7.0.3 No government equipment shall be furnished.

8.0 Security

Contractors visiting BOR-LCR facilities will be required to sign in and out for accountability purposes. Contractors visiting shall be escorted by a BOR-LCR employee.

9.0 Submittals

Documents may be submitted in electronic format, unless noted otherwise. Electronic documents shall be in formats compatible with and readable within: Microsoft Office applications, Adobe Acrobat, AutoCAD and Graphic Information System (GIS). Documents provided by the government in return will be formatted under Microsoft Office, Adobe Acrobat, AutoCAD and GIS, except were coordinated otherwise with Contractors.

The Contractors shall send all submittals to the addresses listed below:

10.0 Place of Performance

The LCBRO and LCDO area of responsibility includes Southern Nevada, Arizona, Southern California.

11.0 Period of Performance

The term of the contract will commence on the date of award of the IDIQ and the ordering period will be for 5 years from the date. Funding for this contract shall be by task orders issued by the CO.
