About this file

This is a labor category rates and requirements document for a Blanket Purchase Agreement (BPA) supporting the Department of Transportation's Non-Core Telecommunications Operations & Maintenance program. The document specifies 16 distinct labor categories across a seven-year BPA period, each with defined hourly rates for Years 1 through 7, functional responsibilities, and minimum qualifications.

The labor categories span multiple technical and managerial levels, including entry-level positions such as IT Infrastructure Implementation Specialist (requiring minimum one year experience plus BICSI certification) and Cable Systems Support Technician (one year experience plus BICSI Level 1), through senior roles including Senior Project Manager and Program Manager (both designated as KEY positions requiring Bachelor's degrees, PMP or equivalent certification, and 10+ years of technical and project management experience). Specialized categories address critical infrastructure areas: Distributed Antenna System Lead, Wide Local Area Network Technician Lead, Data Center Operations Lead, and Data Center Information Manager (all KEY positions), each requiring specific industry certifications such as BICSI TE350, DCDC, RTPM, Corning Fiber certifications, and 5-15 years of technical experience. The BPA supports comprehensive telecommunications services across multiple DOT locations including the FAA, Maritime Administration (MARAD), Stennis MS, and various field sites, covering baseline support, IPTV, distributed antenna systems, data center operations, infrastructure management, and wireless support services.
